Today, technology, which is changing and transforming at a dizzying pace, is also changing social structures, and in parallel with the changing social structure, citizens' expectations from public administration are differentiating and increasing. In addition, public administrations today have to cope with global problems. In addition, public administrations now have to fulfil their duties effectively by using fewer resources due to neoliberal budget restrictive measures. The ability of institutions to fulfil their duties effectively and efficiently requires the relevant institution to possess a set of capabilities. The level of the institution's possession of this set of capabilities, which is called institutional capacity, significantly affects the effective and efficient fulfilment of the duties of the institution. For this reason, while allocating tasks and resources to institutions, it should be assessed whether they have the institutional capacity to fulfil the assigned tasks. As a result of the assessment, new capacities should be created or existing capacities should be improved if necessary. However, since the concept of institutional capacity is not clearly defined and is used interchangeably with concepts that meet other types of capacity, a confusion of meaning and evaluation is observed in the literature. In this way, it is inevitable that the evaluations made in cases where the concepts are not fully understood will be inaccurate. Therefore, the purpose of this study is to ensure that the concept of organisational capacity and related concepts are understood and evaluated correctly. In accordance with this purpose, the concept of capacity, its types, dimensions, the concept of institutional capacity, institutional capacity assessment methods and institutional capacity development approaches are explained in a systematic manner.
