Ensuring the development of Ukraine as a sovereign and independent, democratic, social, and legal state at the present stage requires, first of all, the establishment of an effective domestic system of public administration. The purpose of the paper is to analyse the modernisation of public administration in European countries. The analysis revealed the specific features of modernisation of public administration at the regional level, typical of the unitary countries of the European Union, close to Ukraine in terms of territorial, demographic, administrative-territorial structure, and other criteria. In particular, the authors explored the features of public administration reforms in France and Poland. Also, steps were identified to intensify modernisation of public administration at the regional level in Ukraine under decentralisation in the context of the experience of European countries. Upon substantiating the results of the study, authors concluded that the adaptation of modernisation of the European experience should take the obvious shortcomings into consideration so as not to exacerbate the problems of relations between different levels of public authority in the regions of Ukraine, which are already familiar to Ukrainian realities.

This article presents the status and the main objectives of the decentralisation process and local self-government development in Ukraine. Decentralisation is analyzed as an integrated part of wider public administration reform. A well-functioning public administration is necessary for democratic governance. It also directly impacts upon governments' ability to provide public (administrative and municipal) services and to foster competitiveness and growth. Public administration reform should lead to enhanced transparency, accountability and effectiveness and ensure a greater focus on the needs of citizens and business. On the basis the analysis of the Ukrainian legislation, the best national and international practices, the proposals and the recommendations concerning possible ways of further local self-government development, in particular in the framework of the European integration policy implementation, are highlighted.

PRACTICE OF ADMINISTRATIVE AND TERRITORIAL REFORM IN THE EU AND UKRAINE: REGULATORY AND MANAGEMENT

The purpose of this article is to study the practice of administrative and territorial reform in the European Union in the context of the reform of the administrative and territorial structure in Ukraine in order to deepen the European integration processes and approach the legal standards of the EU countries. During the research, methods of interdisciplinary approach, system analysis, socio-cultural method, social-activity and concrete- historical approach were applied. The article concludes that based on the European experience, the author considers it important to warn domestic reformers that market principles in the public administration system have certain limits of application as a result of intensive implementation of market management principles and deconcentration of management, the public service may become more disjointed and less manageable, which will contribute to the distortion of its public purpose, distancing citizens from state institutions. In the course of the study, it was possible to identify some of the most important common causes of European reforms that affected the peculiarities of the process of reforming the administrative and territorial structure in these countries. Innovative principles and technologies of advanced administrative reforms gradually evolved from the "new state management" to the "good governance" model. the article highlights the formation of the European "framework model" of administrative and state reform. The obligations assumed by the Ukrainian state by ratifying the association agreement between Ukraine and the European Union have become a reference point for transformations taking place in various spheres of public life, including local self-government. The article analyzes Ukraine's compliance with EU requirements regarding local self-government organisation, achievements in this field, and determining the prospects for reform. It was found that today Ukraine is not ready to introduce a decentralized system due to shortcomings in budget planning and non-transparency of public financial management. In case of its introduction in the management system of EU funds of Ukraine, it is advisable to develop a preparatory stage for a decentralized management system of EU assistance resources, which will ensure an independent audit of Ukraine's external assistance management system. Full integration of Ukraine into the European political and economic environment requires further democratization of social processes. A complete transition from an authoritarian or totalitarian regime to a democracy is essential for the creation of a new economic basis of society. This transformation of public consciousness, as an inevitable stage in the construction of a market economy requires new forms of organization of state regulation of all the processes in different sectors and at different levels. The modern concept of Public administration is firmly established as the standard form of organization of processes and technological support of public administration in Ukraine. The using of a certain unified model of decentralization of Public administration in the framework of Local Self Government will ensure the necessary level of transparency in dealing with many of the common problems of regional development, including those in the context of economic liberalization.
