Research Purpose: Proposing an intelligent budget that is proactive, sensitive, and responsive to any changes that might happen. The main purpose of developing that intelligent budget is not only confronting budgetary slacks that results from agents' moral hazards such as budgetary frauds or budgetary collusions, but also the slacks resulting from the sudden or unexpected changes in the business environment which have been referred to it as contingent factors. Research design/Methodology: The research has been prepared using a combination of both deductive and inductive methodology, through the review of the academic literature of management accounting in the field of budgeting, and also through the creation of a new proposed model for budgeting called the intelligent budget. Also a questionnaire has been conducted to validate the assumptions of the research. Research Originality: The research is mainly based on evaluating the traditional budgeting techniques and propose a whole new budget calling it an intelligent budget that is a combination of several parts such as the forecasting techniques used in the budget and also the budgeting team responsible for the budget preparation. Research Findings: It as concluded that, the determination of the forecasting technique itself is highly affecting the success of the proposed intelligent budget. Accordingly, it was suggested that rolling forecast is the most appropriate technique for an intelligent budget due to the continuous modifications allowed to be done in the budget to keep up with the changes as previously mentioned. The bargaining capacity and the bargaining ability of each agent is a major factor affecting the budget, and knowing that there might be coalitions between the agents is a matter that complicates the predictability of the budget. Accordingly, an intelligent budget should take into consideration the behavioral aspects and the multiple scenarios for each singular item to be determined in the budget.

Budget Concept: The Reality Of Human Behavior In Budgeting Processes

The purpose of this article is to provide an understanding of human behavior that effect the budgeting processes. This is a qualitative study and analysis start from awareness of budgetary concept and performer agent of budgeting process. In Agency theory conflict of budgeting processes make inconsistency and inequality around the principal and the agent. Mind is one that can block the human understanding of the true reality in the budgeting. Humans live in this world as an expression of any opinion issued from the mind. Ego is a form of internal conflict in the budget preparation process. “Adhiluhung” concept is one of the solution for minimizing the effect of human behavior in budgeting process.

The Use of Budgets in Forecasting the Activity of the Firm

The firm's activity is recommended to develop in a permanent equilibrium between incomes and expenses. In the actual stage of transition of Romanian economy, the firms can not maintain this equilibrium because the expenses determined by the achievement of production overtake the level of the incomes obtained from the selling of production even when certain branches of activity are subsidized from the public budget. In these conditions, finding the methods that allow the sizing and control of the equilibrium relation between expenses and incomes represents a problem with which the firm's management confronts. From this point of view the budget can become an instrument of correlation and especially of turning to good account the relation between incomes and expenses. Budgeting becomes a systematic economic practice that assumes the development of a process of formal assignment of financial resources that aim at the achievement of some established objectives for the future periods.

Budgeting Beyond Budgeting

While for quite a long time the budget was considered a crucial management tool, it has always been subject to criticism. The criticism has become stronger in the past couple of decades, with an alternative system going by the trade name Beyond Budgeting. In this paper, we review the history and foundations of budgeting to show how, typically, criticism of budgeting has addressed a bad management style and not the technique itself. Then an example is given of how budgeting can be used to a firm's advantage in many fields but mainly so it can avoid unpleasant surprises, create trust between the firm's different hierarchical levels, and enhance learning in the positive sense. This allows the firm to avoid the vicious circles that are often found in budgeting practice because of bad management, not because of the budgets themselves.

Traditional Budgeting in Today’s Business Environment

Traditional budgeting has been subject to several controversies with many arguing in favour and against its use. The two sided arguments were discussed with the help of existing literatures. This research provides a conceptual meaning of traditional budgeting as an examination of income with respect to expenditure and developed a model framework for understanding the usefulness of traditional budgeting in today’s business environment. Budgeting and Budgetary Control System: A study on Selected Indian Companies

Budgeting is very important and it determines the way in which the organization can attain its financial and other goals. It is an estimate about the future actions of the management in the form of financial Statements. Once the budget is set in quantitative or qualitative terms the management try their best for not exceeding the target set. But on account of dynamic nature of the environment both internal and external the estimated figure will vary. As a control measure they traise the variations between the actual and the budgeted one and identify the causes of such variations and take corrective measures for not occurring such variations in future. One of the components which is significant for internal control system is budgetary control system (BCS).The objective of the present study is to know the budgetary control system in selected Indian companies.

Mathematical Model for Budget Planning and Execution

Many past studies have addressed budgeting which deals with yearly budget allocation planning while studies on the quarterly budget allocation and execution planning are still lacking. Our study concerns with the development of mathematical models for the faculty's budget planning and execution that aims at optimizing the efficiency of budget utilization of faculties of a local public university. This paper illustrates the design and development of models to determine the quarterly budget proportion allocation. In this paper, we propose a conceptual framework and construct the mathematical model for the budget planning and execution. Three strategies for determining budget allocation proportion per quarter which are the horizontal line approach, staircase method and zigzag strategy are put forward. These strategies are determined based on analysis of past data and they are used to recommend certain quarterly budget allocations which have the potential of maximizing the efficiency of each faculty's allocated budget utilization. 
