Abstract
This paper describes how the demand for increased efficiencies in a suffering economy, has led the transit industry to explore avenues to derive maximum value from existing resources. One such avenue is leveraging technology to serve the entire organization in the areas of finance, procurement, human resources, maintenance, grant management, operations and payroll. The Rochester-Genesee Regional Transportation Authority/Regional Transit Services, Inc. (RGRTA/RTS) recently developed an IT Strategic Plan that details all their future IT initiatives that focus on Return on Investment, increase in efficiencies, focus on enhancing Customer service capabilities and core functions. This plan will serve as a dynamic ‘living’ document for RGRTA/RTS and has delineated the current IT Infrastructure and processes, defined need for changes in current infrastructure and outlined initiatives and timelines for various functional areas within the agency in order to adequately achieve the agency’s mission. Transit managers make business decisions every day that impact the community they serve, ridership and the agency. It is imperative that these officials have adequate technology tools that enable analysis of data and provide accurate information to enable speedy and effective decision-making. The facilitative role played by IT is critical to the success of transit operations in terms of providing timely and high quality service at lower costs. From the standpoint of the community, a comprehensive strategic plan will allow the agency to appropriately channel resources (both monetary and human resources) in the right direction and at the right time. It is crucial that vision of the IT department is aligned with the agency’s mission and that the department focuses on enabling all functional areas. In this paper, we will also describe how the IT Strategic Plan initiative was undertaken at RGRTA/RTS and how a vision was developed for the IT department with inputs from managerial officials throughout the agency. Furthermore, we will detail the activities and analyses conducted including key essentials of the strategic plan and also describe how IT initiatives and implementations have been planned to achieve the agency’s goals and objectives.
