Influence of Decision-Making Practices on Quality of Social Service Delivery in Rwanda

The purpose of this study was to determine the influence of decision-making practices on quality of social service delivery in Rwanda . The questions were identification of reforms that had been affected and an assessment on its impact on service delivery. The study adopted a cross-sectional survey research design. The target population of the study was 7000 respondents. Both qualitative and quantitative data was collected through structured questionnaires. The sample size of 379 respondents was determined using the Yamane’s formula. The questionnaire was pretested before data collection for validation and reliability. The collected data was coded and analyzed using both quantitative and qualitative methods with the help of descriptive and inferential statistics. Influence of Public Governance on Service Delivery in Benadir Municipality, Somalia

Good governance calls for public officials to possess both political and administrative skills and competences in order to be able to execute their responsibilities in the interest of the people. There is also a need for officials to be conversant with the laws that regulate public service delivery at sub-national levels. Adherence to laws and policies and the correct application thereof enable government officials to identify and address community problems as they arise. The main aim of this study objective is to assess the influence of public participation on service delivery, the researcher also evaluates the influence of public accountability on service delivery, the study examines the influence of public transparency on service delivery as well, and finally we will also determine influences of rule of law on service delivery. The paper employed cross sectional survey collected from Benadir municipality in Mogadishu Somalia with a proportionate sample size of approximate 50 respondents which is a 10% of the population was selected using purposive sampling or judgmental sampling technique. SPSS Version 20 was used to analyze the quantitative data collected from respondents. The result of the study shows that the relationship between participation, accountability, transparency and rule of law had positive significant influence with service delivery.

Public participation in services delivery projects in Buikwe District Local Government Uganda

Public participation as a democratic right has gained wide acceptance in local governance, both to improve accountability in service delivery and to enhance civic consciousness. Uganda now has two decades’ experience of various forms of decentralisation. However, the extent of public participation both in local planning and in holding local politicians to account has been inconsistent. Taking Buikwe District local government as a case study, the authors argued that three key factors influence public participation in local governance – access to information, ability to use information effectively, and awareness of citizens’ rights, roles and responsibilities. They found that these factors positively influenced overall respondents’ participation in local government projects by 10.2%, 19% and 22% respectively based on Pearson Correlation Coefficient. Factors Influencing Public Service Delivery in Banadir Local Government – Somalia

Banadir Regional Administration (BRA) is one of Somali local governments founded in Somali constitutional law by article number 48, 1(b) of the constitution15 of the Federal Republic of Somalia. It is one of the 18 administrative divisions16 of Somalia established at independence in 1960. Banadir consists of 17 administrative districts; these 17 districts make up the city of Mogadishu, which is also capital of the Federal of the Republic. Banadir Regional Administration. BRA has overlapping responsibility of managing the affairs of the region as well as the municipality of Mogadishu. Its head is both the Governor of the region as well as Mayor of the City. Quality of Public Service Delivery in Banadir, poor governance and government units' incapacities are frequently reported by researchers and International Organizations whose activities pertain to the field of governance. The most reports and materials cited focused on use of public funds and knowledge of people about the source and how these funds are used by Somali Government departments, these reports and articles claimed the existence of a major corruption in large number of Governments. The study selected a sample size of 77 respondents and proportionate stratified sampling. The structured questionnaire was utilized for data collection. The pilot study was used for checking of the reliability and validity. The SPSS-version 20 was used to analyze data. The study examined the effect of local government public participation, local government accountability, local government transparency and local government equity on the quality of public service delivery, as indicated by the mean averages, show respondents tend to agree that these factors contribute to the quality of public service delivery, additionally positive correlations of the four independent variables; public participation, accountability, transparency and equity and quality of service delivery; shows that there is positive relationships, between the four independent variables and quality of public service delivery.

NON- GOVERNMENTAL ORGANIZATIONS SERVICES AND SUSTAINABLE COMMUNITY DEVELOPMENT IN RUBAVU SECTOR RWANDA

KISUNZU, PhD. The study purpose was to find out the influence of Non-Governmental Organizations service and sustainable community development in Rubavu Sector Rwanda, in relation to the sustainable community development. Specifically, the researcher aimed to find out the demographic characteristics of community in Rubavu sector, examine the influence of Non Governmental organizations service in Rubavu sector, examine the level of sustainable community development in Rubavu Sector and establish the influence of Non Governmental organizations service and sustainable community development. The researcher employed both quantitative and qualitative research approaches. The study involved 112 respondents. A questionnaire and an interview guide were used to collect data. Findings on Non Governmental Organization service provision were high with a grand mean of 3.52 and a standard deviation of 0.64. Regarding the level of sustainable community development the findings were moderate with a grand mean of 2.77 and a Standard Deviation of 0.75. The results showed a significant influence of NGOs service on sustainable community development in terms of health service provision were (B = .219, P = .005) in terms of microfinance service provision were (B =.212, P = .024), and in terms of capacity building (B = 0.320, P = 0.001). Researcher concluded that hypothesis was rejected. The study recommended to NGOs to increase their service in terms of education support.

The Challenge of Citizen Participation in Improving Public Service Delivery

The purpose of this table-top research is to study about the issues concerning citizen participation in public service delivery in Cambodia. As Cambodia is currently in the process of decentralization reform, citizen participate in public service delivery is the most importance issue. One main duty of the commune council is performing any necessary public services and taking responsibility for the good process of those services as well as other local affairs to meet the needs of the people. In the first term of commune council, there are many dissatisfactions from citizen regarding to their performance and activity. In the second term, there a lot of improvement of commune council’s performance, however, minimal participation from the citizens is still continuing to be an issue. Therefore, this research aims at observing the relation between commune council and citizen and also examining the challenges of citizen participation in service delivery improvement. In addition, this research will also provide recommendation to both the government as well as the commune on how to better manage their relation with the citizen, how commune encourage citizen to participate and the challenge that both citizen and commune are facing. It is importance that the commune is aware that citizen is an integral part public service, so by understanding the challenges, both commune and the government can develop a strategy and policy to encourage citizen to participate.
