AGRICULTURE SECTOR HUMAN RESOURCE OVERLOOK IN INDONESIA Overview of the Agricultural Sector Human Resource Alignment in Merauke ‐ Papua

Human resource issues in the field of agriculture is a slow regeneration. Shift of human resources to the agricultural off‐farm work time, as well as the low interest of young people in agriculture is the cause, the difficulty of obtaining a new generation in agricultural management. This is demonstrated by the number of secondary schools that are declining number of agriculture Courses and Training Institute. Efforts to encourage young people to jump in interest in the field of agriculture, is the thing to do. Basis to provide motivation for young people interested in agriculture is information about job opportunities in agriculture. This information can be reviewed from mapping conducted on the dimensions of Quantity, Quality, and Efficient. The mapping should be addressed to : How many potential bindang jobs in agriculture, how the field is filled. This study is one part of the National Program Alignment of Education and Business and Industry. On Activity Mapping and Analysis Program based Demand Side dimensions of quality, quantity, location and time, is expected to achieve objectives ; (1) Mapping the needs / demands of human resources for the plantation business in Merauke, based on the dimensions of quantity, quality, time and place, (2). Obtain data on the exploration of the problems faced by the plantation business in Merauke in an effort to provide employment opportunities and acquire human resources and (3). Measuring suitability index / index fullfillment different areas of work in the plantation business in Merauke. Data obtained from the survey of 16 companies were operating in the Merauke district. The analysis used to analyze the survey results is descriptive analysis. Results of data analysis gives the following conclusions : 1 Quantitative assessment of industry respondents showed the following results a. Based on the position in the company, in general there are Managerial positions 7%, 10% and 83% Supervisor position operator position. Operator position is the position with the greatest opportunity open b. In general, the quality of human resources through education shown. Only 9% of its workforce has the education level S1. D3 put labor as much as 2%., 8% high school, vocational school 9% and 71% SD ‐ SMP. Distribution of educational levels will depend on the positions in the industry. The higher the position, the higher the level of qualification required of education c. In general, 71% of human resources from within the city, 19% are from outside the area but still within the province, while the rest (10%) came from outside the province. Most human resources derived from the study area, especially for the lower levels of education (primary and junior) 2 Based on the descriptive analysis of the data available, it can be concluded plantation labor needs will be projected on the following considerations : a. Infrastructure provision Speed b. Availability of skilled Manpower 3 Fullfilment Index generally suggests that the FI value tends to be high for some parts of the company such as Warehouse (0.84), and Equipment / Engineering (0.78). FI tends to be low for the parts Plantation / Production (0.67), General Affir (0.67) and Personnel (0.54).

Importance and determinants of cooperation between fruit farms and the institutional environment

The development of farms requires support from the institutional environment of agriculture. Institutions help introduce innovations and adapt their functioning to the requirements of the European Union. The aim of the research was to determine the factors affecting the cooperation of orchard farms with the institutional environment and the economic effects of this cooperation. The article's novelty answers two questions: what factors on the farm affect cooperation with the institutional environment, and whether such cooperation affects the economic results of orchard farms? The study covered 45 farms from the Małopolska and Pogórze Region in Poland, specializing in cultivating fruit trees and shrubs, which in 2018 kept accounts under the Farm Accountancy Data Network (FADN). The descriptive method, chi-square test, and Spearman's rank correlation coefficient were used in the data analysis. An original relationship index was used to assess fruit producers' cooperation with agricultural organizations. A backward stepwise multiple regression model was used to identify the factors influencing its level. The research showed a statistically significant relationship between the relationship index with the organization and utilized agriculture area, total workload, the value of subsidies to operating activities, direct costs, and the farmer's age. The regression model shows that the value of subsidies to operating activities explains 28.09% of the variability of the relationship index (Ri). Based on the analysis, it can be concluded that the cooperation of fruit producers with the institutional environment positively impacts orchard farms' economic and financial results.

A study of human capital on institutional system of horticultural agribusiness

Agricultural institutions are one of the supporting factors in the development of horticultural agribusiness. Various previous scientific studies explain that good human capital will have implications for strengthening agribusiness institutions. The primary objective of this study is to examine the characteristics of human capital in the horticultural agribusiness institutional system. In this study, there were 5 (five) parameters of human capital were measured: individual capability, individual motivation, leadership, the organizational climate, and workgroup effectiveness. Human resources are one of the driving forces and main determinants of agricultural competitiveness, contributing to its improvement through properly formed and constantly renewed knowledge and skill enhancement of agricultural workers. In the context of scarce natural resources, demographic changes, need for more intensive agricultural production based on modern technology, human resource development in agriculture becomes imperative. Training and Farmers' Organizations' Performance

This study sought to determine the influence of training transfer factors and actual application of training on organization level outcomes among farmer owned produce marketing organizations in Uganda. Design/methodology/approach: Interviews based on the Learning Transfer Systems Inventory (LTSI) were conducted with 120 PMO leaders trained in partnership management skills by a four year extension project. Data were collected on training transfer factors, transferred training, and training related organization level outcomes. Data were analyzed by OLS hierarchical regression analysis. Findings: The performance of the producer marketing organizations in terms of 'improved interorganization relations' and 'improved services' was found to be significantly predicted by 'personal capacity to transfer,' 'receiving feedback,' and 'resource availability.' Practical implications: Rural service providers who build capacity of local organizations can use this knowledge to pursue certain strategic human level organizational outcomes by manipulating transfer system factors such as providing feedback and supportive resources to help trainees. Originality/value: The LTSI model has been tested for its role in explaining human level organizational outcomes in a developing country setting. We have also seen that specific training transfer system factors will be responsible for certain elements of the multidimensional outcomes of training.

State of human resource of agricultural enterprises in the South Great Plain regio

People who are involved in agricultural production may have special or different attitude to the LLL programs, to the knowledge developments and innovations, than owners and employees have in other sectors. A survey was carried out at South Great Plain Region of Hungary to study the preparedness and willingness of agricultural entrepreneurs to innovation. A part of the research was a study about the readiness for the knowledge improvement of the agricultural producers. The investigation was based on survey with 265 completed questionnaires. The questions were focused on the language knowledge, the use of advisory, mass media, LLL courses, study tours, Internet, etc. It seems that all the examined traits (e.g. qualification level, farm size) can have influence, but with different significance on the willingness of innovation, the development of agricultural enterprises and the competitiveness of Hungarian agricultural production. The study was financed by the support of BAROSS DA_ELEM_07_ MGKJNNO project (NKTH).

Benefit of Farmer Involvement in Agribusiness Partnership of Vegetable’s commodities in West Java

The main problems for vegetable farmers are low technology and intensive use of pesticide, therefore farmers cannot produce vegetables with good quality continually. By applying agribusiness partnership it is expected the farmers would be able to overcome the limitation of technology and capital for small farmers attainment a good quality of vegetables, and problem of marketing. This study was aimed to analyze benefit involvement of farmers in agribusiness partnership. Collective case study method was used in five agribusiness companies and one cooperation which applying partnership of agribusiness in West Java: i.e. Bogor, Cianjur, Bandung, and Garut. The population are farmers around company and cooperation , the unit of analysis is farmers household counted of the 285 farmers. Involvement of farmers in partnership has effect on the improvement of farmers income, the use of technology (production and handling), appropriate pesticide use use, labor absorption, and capital usage. Involvement of farmers in partnership also has effect on continuity of farmers business.

Capacities and Specialization of Human Resources in the Agricultural Sector of Suriname

Agricultural institutions are becoming increasingly aware of the fact that HRD is crucial in their success and survival. To measure improved performance of farmers, field extension agents and researchers, variables proposed by Ali et al. (2009) and others (Biemans et al., 2004) were incorporated in a questionnaire which was developed to assess agricultural/professional competencies such as subject matter expertise, skills, attitudes, attributes and communication skills of farmers, field extension agents and researchers. Decision on this approach was based on the characteristics of the three populations, the facilities and the infrastructure. Descriptive statistics were used to analyze the data.
