The relationship between the role of professional competence of teachers and the implementation of School-based Management (SBM) is investigated in this study. Survey and interviews had been done to 325 respondents consisted of 13 principals, 226 teachers, and 86 school committee members of public secondary schools (SMPN) in Parepare, South Celebes, Indonesia in this mixed-method study. The results showed that the there is a significant relationship between the teachers' professional competence and the implementation of SBM. In other words, the increase of the teachers' professional competence is significantly related to the increase of the implementation of SBM. Furthermore, the results also indicated that teachers' professional competence significantly affect the implementation of SBM. Additionally, the qualitative results from the interviews indicated that teachers' professional development in the form of performance, commitment, and motivation improvement can be considered as an important strategy to improve the quality of SBM.

A principal has an important role in improving teacher’s competence. This qualitative research with a case study approach aimed to reveal school principal’s role in increasing teacher pedagogical and professional competence in Muhammadiyah elementary school of Macanan, Sleman and Muhammadiyah elementary school of Al-Mujahidin, Gunungkidul. The research subject was the school principal and teachers. Data were collected through observation, interview, and documentation, then were analyzed using the stages of data collection, data reduction, data representation, and conclusion drawing. Inhibiting Factor of Primary School Teacher Competence in Indonesia: Pedagogic and Professionalism

The study aims to describe inhibiting factors of pedagogic and professional competencies from primary school teacher, as well as its problems. Primary data obtained through interviews on focus group discussion, and secondary data obtained through document. Research informants are teachers, principals, head of Education Department, head of District Staffing Agency, and head of District Planning and Development Agency. Data were analyzed descriptively. Result shows that there were four inhibiting factors of teacher competence, such as: inadequate school infrastructure; teacher educational qualification was low; implementation of teacher training was ineffective; and lack of government attention in reward for outstanding teachers.

This study aims to describe the implementation of teachers management professional development through the teachers working group. This study is a mixed research conducted in ten districts /cities spread in Aceh Province, involving 37 Elementary Schools. The subject in this study include core teacher, teachers, chairman of the KKKS (Principal Working Group), as well as education offices chosen by purposive sampling. Data were collected through interviews, observation and documentation. Qualitative data analysis carried out by the procedure or steps such as data reduction, data display, and verification. The results showed that: (1) Profile of KKG in general consists of the components: (a) the legal basis, the name, position, and the nature of the organization, (b) the vision, mission, and futuristic goals, (c) membership, management and organizational structure, (d) basic budget, and (e) the facilities and infrastructure for KKG; (2) The implementation of KKG is done through the regular and development activities; (3) The obstacles encountered in the implementation of KKG include: (a) inadequate facilities and infrastructure, (b) financing needs to be improved, (c) the motivation of teachers is still low, (d) the principal supports to include teachers in routine activities are lacking due priority school activities, and (e) the support of local government and education authorities on the development of KKG is still lack; while (4) KKG development management evaluation done with the steps: (a) the supervision and monitoring, (b) evaluation, (c) reporting, and (d) feedback.
School Leadership Model and Teacher Competency Development in Indonesia

School leadership is an important element in achieving educational goals. This study aims to explain the school leadership model about teacher competency development in Indonesia. The phenomenological approach is used in qualitative research to explore in-depth information regarding the experiences experienced and felt by participants. Determination of the subject using the purposive sampling technique. Fifteen participants consisted of teachers in the city of Palangkaraya, Indonesia. The data collection technique used in-depth interviews. The data collection instrument used an interview protocol that had been made beforehand. Data analyst using data collection procedures, coding, presentation of data, and interpretation of data. The research findings show that there are three main conclusions. First, the leadership model is influenced by teaching experience and education level. Second, the teacher competency development strategy is carried out by school leaders. Third, are the obstacles faced in the process of developing teacher competence. The results of this study, apart from being a simple guide, also need to be corrected for the limitations and shortcomings of the research through the results of further research.

The goal of this study was to determine and evaluate the impact of teachers' professionalism and school leaders' managerial skills on the implementation of school-based management. Based on these goals, this study employs quantitative research techniques using a descriptive-inferential strategy. While primary data was gathered using a questionnaire instrument, secondary data were collected through observation, interviews, and documentation studies. Following that, the data was prepared and subjected to path analysis with a mixed multiple regression model. The research population consists of junior high school principals and instructors. This paper seeks to answer the questions 1) What decision making is practiced in School Based Management (SBM) in Indonesia ?, 2) What problems are faced in implementing SBM in Indonesia?, 3) What strategies do practitioners do in dealing with problems? SBM can facilitate practitioners in terms of school committee involvement in strategic decision making in term of school missions, vision, objectives, repairmen of building, funds, new classroom, programs and teaching and learning process, facilities preservation, student conduct policies, canteen management, governing of fund income, choosing educator, choosing teachers, choosing principals, choosing administrative staff, choosing textbooks, curriculum development. Problems encountered include inadequate parental participation, weakness in selfgoverning, coordination handicap, principal and school committee role overlap, weakness in school leaders and professional improvement for, school appliances constrain, SBM understanding constrain, inadequate school finance. The strategies or creativity used in resolving problems include: seeking advice and support from other school stakeholders, the principal and staff discussing and agreeing on strategies to implement change collaboratively, principals consider themselves to be team members, delegate authority. Krisis ekonomi yang melanda Indonesia dan mencapai puncaknya pada tahun 1997/ 1998 telah mendorong ditetapkannya Undang-undang tentang Otonomi Daerah. Beranggapan bahwa otonomi daerah dan otonomi pendidikan akan membantu mengatasi masalah tersebut, maka pemerintah menetapkan School- Based Management (SBM) sebagai bentuk sistem pendidikan Indonesia. School-Based Management in Indonesian Basic Education: Good Practices in the Past

Good practices of school-based management had been implemented in Indonesia almost two decades particular in basic education programs. However, it was still difficult to pinpoint certain program in a certain circumstances as the exemplary for others. The objectives were clarifying such kind of difficulties. This study compared the practices of nine programs at primary and junior secondary schools. Secondary data of 2420 respondents, from 15 districts in 7 provinces, were descriptively analyzed. The findings related to school planning, budgeting, information system, leadership, school climate, and school accountability. All these aspects appeared in those nine program. Most primary schools performed better than the upper education level. The results suggested for educational policies on continuous improvement in school management.
ARTICLE INFO ABSTRACT One of the determinant factors contributing to the professional development of teachers is the school manager, since the school managers' administration manner determines the speed and capacity of development. With this study, the managerial approaches adopted at schools and their effects on teachers' professional development are aimed to be found out. That's to say, within the context of the study, it's aimed to have a general knowledge of management approaches adopted by the directors at educational institutions and also to clarify the contribution of the managers to the professional development of the teachers. Parallel to the research objective, various research questions were formulated. Since the research aims to explain the substantial situation as it exists, it has descriptive quality. Besides, in the study, single and relational screening models are employed. The research results show that schools often use classical and neoclassical management approaches. Additionally, according to the teachers participated in the study, the school principals adopt classical management approach mostly in comparison to neoclassical management approach. If we look at the professional development of the teachers from the viewpoint that it is a contribution for the professional development, we understand that the school principals are close to the neoclassical approach.
