research aims to clarify the local governmental restrictions on ball play in urban parks and identify management problems. We sent 399 questionnaires to top 8 populated cities in each of 47 prefectures of Japan and 23 wards of Tokyo, 276 local governments responded. The result is as follows:1) 60% of responded local governments have restrictions on ball play, among them 40% in certain parks individually and 20% in all parks "unifiedly". The bigger the city, the more restriction rate for ball play it has, and overall growth is provided by the increasing share of individual restrictions. In Tokyo, the unified restriction rate is significantly higher compared to other cities. 2)We identified two sources of the local governmental ball play restriction in urban parks: first-direct request from the neighborhood, second-inheritance of the restriction from the previous government. 80% of government do not know when the ball play was prohibited. 3) Once ball play is restricted, there is no case showing the change back to "non-restricted" state. About 90% of governments do not plan to change their current policy. 4) We identified that there is no clear method of decision-making regarding the ball play, including documentation.

Department of park and green of Hyogo Prefecture had settled on a regenerating plan of Nishimuko Park form 2002 to 2004. To promote this regenerating plan, park management council was organized with civic groups, and has shouldered a part of park management. We have taken a part in management of this council, and have studied about process of changing organization and activities of this council. As the result, it was effective for management of district parks to make a park management plan which set a middle or long-term policy of the park and community-based council which is organized with civic groups. Park management plan will make common prospects of the park, so civic groups will have autonomous and continuous activities in a park and be able to invite other civic groups to join a community-based council. And community-based council will be consistent with public use and community use in a district park, activation of park service and attraction making of the district.

This research aims to examine the possibility of the method to manage vacant lots by collaboration with neighborhood association at shrinking districts in the suburb of metropolitan areas, through a case study of yato areas in Yokosuka City, where proper management of vacant lots is a critical issue for their sustainability. In yato areas, that is residential districts in valleys, many houses are on the slopes, and recently the vacant lots are increasing. There, the landowners no longer regard vacant lots as valuable assets, and residents tend to regard vacant lots as risks to harm their living condition. For residents, although there are some bottlenecks to manage vacant lots, by participation of neighborhood association into the management of vacant lots, those bottlenecks can be resolved.

The present case study aimed to clarify factors affecting the resumption of play in a sandbox by a 4-year-old boy who had instigated conflicts with his friends. We video recorded the play of a number of 4-year-old children in the sandbox. We focused on "boy A" who initiated conflicts with his friends, and then resumed playing with them. Analysis of his behavior using Trajectory Equifinality Modeling (TEM) revealed that two important factors were involved. Boy A acquired a tool and then established a role according to requests from his friends. He then became involved once again with a friend who gave a purpose and a role to his play.
