A research of possibility of managing vacant lots by collaboration with neighborhood association of shrinking suburbs in the metropolitan region of Japan

This research aims to examine the possibility of the method to manage vacant lots by collaboration with neighborhood association at shrinking districts in the suburb of metropolitan areas, through a case study of yato areas in Yokosuka City, where proper management of vacant lots is a critical issue for their sustainability. In yato areas, that is residential districts in valleys, many houses are on the slopes, and recently the vacant lots are increasing. There, the landowners no longer regard vacant lots as valuable assets, and residents tend to regard vacant lots as risks to harm their living condition. For residents, although there are some bottlenecks to manage vacant lots, by participation of neighborhood association into the management of vacant lots, those bottlenecks can be resolved.

A Consideration of measures to manage living environment with activities by neighborhood associations of shrinking suburbs

The purpose of this study is to consider possibilities of building the regional system of management of living environment in order to resolve external diseconomies caused by increases of vacant lots. After the enactment of "The Law for Special Measures to Promote Dealing with Vacant Houses, etc.", the deterioration of living environment by abandoned lots remains as an imminent issue for shrinking suburbs. To examine possibilities of solutions with activities by neighborhood associations we conducted research in "Yato" regions of Yokosuka, a city in the suburbs of Japanese metropolitan area, with a questionnaire survey and in-depth interviews to neighborhood associations of the regions. The survey and interviews reveal that some of the neighborhood associations hold social capitals which make possibility of the neighborhood associations to manage living environment in cooperation with owners of vacant lots.

Study on Landscape-Enhancements by the Systems of Local Governments Which Execute Landscape-Enhancements and Preservation

The purpose of this paper is to clarify the present situation of landscape-enhancements in Arimatsu district which executed authentic preservation and landscape-enhancements by the own system of Nagoya-city. The points of this analysis are the following three points. 1) To present the pattern of landscape-enhancements by classifying the exterior designs, and analyze the relationship between the utilization subsidies, the landscape-enhancement standards, and the designs of traditional buildings. 2) To clarify the characteristics of the cases utilizing subsidies by analyzing the each part of the exterior designs in detail. 3) To grasp the locational trends of landscape-enhancements in the preservation district.
