Lithuanian Regions by the Type of Rural Social Infrastructure

Rural areas face constant increase of partially used rural social infrastructure (hereinafter referred to as RSI) facilities, coordination of which shows insufficient level of description and professionalism, functions performed by RSI organisations are not aligned. As a result of a bad situation of rural social infrastructure, small rural areas face with decline. The research aim – having theoretically analysed the factors that determine social infrastructure development, to make the analysis of RSI situation and the analysis of the factors that influence development in Lithuanian rural regions. The following objectives have been solved: analysed theoretically the factors determining the development of the rural social infrastructure; analysed the condition of RSI and the factors influencing upon its development in Lithuanian rural regions. THE DEVELOPMENT OF RURAL PERIPHERAL AREAS IN LITHUANIA: THE CHALLENGES OF SOCIO-SPATIAL TRANSITION

The collapse of the Soviet utopian world, where the government sought to plan and control economic and social processes, caused a wave of significant changes in the post-socialist countries. The territorial regrouping of citizens is one of the hard to control changes that started at the end of the 1990s in Lithuania. This article identifies the major changes in the settlement system in Lithuania and its effects on peripheral areas. The main scope of this article is an analysis of the potential of residents from peripheral areas to adapt to the rapidly changing socioeconomic environment. For the analysis, we used data and information gathered during field trips to peripheral rural areas throughout the country between 2013 and 2014. This study found that the residents who remained in peripheral areas had several opportunities in rapidly changing environment after Lithuania gained its Independence in 1990. Interviews with local authorities allowed us to define three groups of residents and their potential to adapt to the labour market: those who are active, those who are passive and those who choose social benefits instead of a work salary. The survey results allowed us to predict that the 'central-peripheral' spatial structure will be one of the main factors influencing regional development in Lithuania in the near future.
Peripheralisation trends in rural territories: the case of Lithuania
This article describes the main trends in the changes to the system of rural settlements in Lithuania and determines the regional peculiarities of these changes. The analysis was carried out using data collected during the censuses of 2001 and - sis showed that the population decreased in the majority of settlements independently of their size. However, distinct regional collected from the peripheral areas located further from cities or roads of regional importance. The survey showed that the north-eastern and southern parts of Lithuania are depopulated most, whereas in the western part of the country the number of residents was stable until 2000, and only in the 21st century did it start to decrease due to the increasing emigration rates. Also, the analysis of the structure of settlements allowed us to point out the historical circumstances as the cause of regional differences. In the north-eastern part of Lithuania the settlements are smaller than in the western part of Lithuania. The analysis shows that the increasing importance of the centre-periphery factor will further determine the decline of rural settlements in peripheral territories in Lithuania.
Institutions Forming the Infrastructure of Rural Areas in Lithuania: A Systematic Approach
Infrastructure of rural areas (hereafter referred to as RAI) is an open system influenced by the initiatives of governmental institutions and local authorities. This system consists of subjects of rural areas (rural development actors) and partnership and relationship of responsibility among them. In order to determine substantial relationship between the elements of the system, it is important to examine goals, objectives, and functions of governmental and local institutions responsible for RAI formation. The aim of the research is to evaluate the influence to RAI of these institutions applying the systematic approach. This article covers empirical results of the research: the analysis of the regulations providing the formation of RAI for governmental institutions and local authorities in Lithuania. The research has revealed that governmental and administrative institutions perform the function of RAI policy formation, and local authorities perform the function of implementation. At the end of the article, the system of institutions responsible for RAI formation is given.
Administration of Agriculture and Rural Development in Lithuania: System Elements and Objectives

Changes in agriculture and rural development, along with the vast majority of observed changes within the management processes, depend on the aims and objectives of these processes. Lithuanian and EU strategic documents and related to them agricultural and rural development legislation as well as documentation describe agriculture as one of the priority sectors and highlights its importance in economic, social, environmental, ethnic and cultural points of view. This is reflected in the European Commission-Europe 2020 Strategy where agriculture plays an important role. Administrative institutions are obliged to adapt to the changes that have been taking place. This article considers the elements and objectives of the Lithuanian agricultural and rural development administration system.
ABSORPTION OF EU FUNDS AND THE DEVELOPMENT OF RURAL AREAS iN LATViA AND POLAND

The article presents the findings of research aiming to discover the links between absorption of European funds and the development of rural areas in Latvia and Poland. Based on statistical data and Latvian territorial development index at local level, the value of index for Polish local communities was calculated showing a slightly bigger differences in local development in Poland. Absorption of EU funds was rather concentrated in both countries and its highest level was connected with major infrastructural projects as construction of roads, motorways, etc. The use of EU funds under Cohesion Policy is not correlated with the level of development, neither in Latvia nor in Poland. The only significant negative correlation can be observed between the development and the use of funds under Common Agricultural Policy and Fisheries Policy in Latvia.
Evaluation of the eu support for rural residents of Lithuania: rural elders approach
After joining EU Lithuania started to receive the support for modernization of agricultural production processes, to maintain farmers' income, upgrade rural infrastructure, improve people's quality of life. Farmers, the local authorities, as well as rural communities had to absorb EU support administration procedures, what formed a new culture of communication. That is why it is important to analyze what was the EU support impact on rural residents, especially their social capital, which is one of the sources to improve life quality and well-being. The purpose of this article is to assess the impact of EU support on rural residents' social capital. To achieve the set goal Lithuanian rural wards' elders were selected as representatives of the local authorities. Survey results showed that the rural communities residents became more motivated, self-reliant, the number of cultural and other events increased, the residents began to build their leisure. And pay more attention and resources for the maintenance of living environment and rural landscape.
Territorial dimension of rural population wellbeing: Cases of Lithuania and Poland

The article focuses on the issue of rural population wellbeing (WB) in Lithuania and Poland using data from different Rounds of European Social Survey (ESS). WB research at the local territorial level, including rural areas in the both countries, has not sufficiently been analyzed. Literature shows that WB research may influence the shaping of the future of rural communities because it concerns local people, their choices, and overall WB. Accordingly, the issue of the WB of the rural population becomes central to the viability and successful development of rural areas from the scientific, practical, and political approaches. The research goal is to identify the specifics of the wellbeing of rural residents in Lithuania and Poland and determine their differences from the territorial perspective. The following research methods were used: literature analysis and synthesis, comparative analysis, and statistical analysis methods. The differences in the analysis of the selected socioeconomic factors (gender, age and income) showed what has a greater impact on the WB of the rural population in both countries. The WB in rural areas of Lithuania was lower than in Poland, although it was increasing in the both countries over time. The article initially focuses on the theoretical approach towards the WB and its research on rural areas, and then proceeds to the results of the rural population research by comparing the two countries.

In recent years a powerful development process for public (so called "hard") and social investments in the rural areas has been observed. The quality of the countryside has changed at an unprecedented rate, due to the use of EU funds. We are now at the beginning of the next financial cycle. It is a suitable moment to reflect and analyze the effects of our social and economic actions. Such a reflection would have a positive impact on the effective spending of funds by our country in the next financial cycle.
