Pilot Survey on the Conservation of Historical Buildings in Malaysia

Historic buildings basically represents the single most visible aspect of our past history and culture. Like most other countries in the world, Malaysia has a rich legacy of historic buildings with outstanding craftsmanship and architecture quality. They form an impressive historic features and heritage of the past work of man. It is important to conserve and preserve historic buildings because they provide a sense of identity and continuity in a fast changing world for future generations. However some of these buildings are at risk from defects and are not being well cared for due to lack of technical knowledge and high cost of repair and maintenance. The purpose of this paper intends to highlight the existing conditions of historical buildings in Malaysia with the main focus on the conditions of building defects and conservation approach to these buildings. To do so, a pilot survey has been conducted on several heritage towns and cities based on the existing heritage trail in Malaysia. The broad objective of this pilot survey is to examine the level of building defects and the location of building defects that normally occur at various types of historical buildings in Malaysia. At the same time, it will also look into the conservation approaches that has been done to these historical buildings either the method are acceptable according to the basic principles and philosophy of building conservation. It is expected that this paper could contribute some benefits to the owners, consultants, contractors, conservators, various government agencies, heritage body and by all those who concerned with the care and conservation of historic buildings in Malaysia.

The conservation of historic buildings is an established method to preserve a heritage structure through restoration and maintenance works. Maintenance has been identified as a key intervention in protecting historic structure by prolonging the lifespan of building. The importance of carrying out a systematic and routine maintenance works as part of the conservation programme is often neglected due to a misunderstanding on the needs of the works subsequent to the conservation works carried out. Note that without a systematic and proper maintenance approach, historic buildings will deteriorate and will not be able to function as it is. Maintenance Management Framework for Conservation of Heritage Buildings in Malaysia
Despite the enactment of the National Heritage Act and establishment of the National Heritage Department in Malaysia, many heritage buildings still remain in poor conditions with signs of serious building defects threatening their survival because Legislations related to heritage buildings in the country do not sufficiently address the issue of maintenance and its management in the conservation of heritage buildings thereby resulting to poor maintenance management practices which eventually lead to deterioration of the buildings. More so, despite the rhetoric of the significance of maintenance management in the conservation of heritage buildings in Malaysia, there is still inadequate guidance about how maintenance should be envisaged, managed and integrated with other key management activities in the context of heritage building conservation. This paper is part of an ongoing research aimed at developing a maintenance management framework for conservation of heritage buildings in Malaysia. The proposed conceptual framework will provide a holistic guidance and understanding of the maintenance management practices to be adopted in the conservation of heritage buildings in Malaysia. This would enable custodians of heritage buildings in Malaysia to evaluate their maintenance management practices in relation to best practices and be able to re-position their maintenance management approaches to best practice standard.
Maintenance of Heritage Building: A Case Study from Ipoh, Malaysia

Heritage buildings represent the tangible cultural heritage of a community. However, many of the heritage buildings have being left neglected. Ipoh as a city rich in heritage, has many dilapidated heritage buildings which are experiencing a resurging interest. However, the problems faced by many owners are the lack of technical information of such buildings, leading to premature abandonment and demolition. Therefore, the objectives of this study are to determine the types and extent of defects present in the building studied. To achieve these objectives, a case study of a century old heritage property in Ipoh, Perak was conducted. The study aims to provide reference to owners and those responsible for the conservation of heritage buildings with similar conditions to identify and prioritize critical defects in relation to the building life span to determine its condition. The findings determined the probable causes of defects such as settlement and façade cracks, which are over 30 years old, were attributed to leaking plumbing pipes, rainwater ingress and the construction of an adjacent 20 story apartment building. The major issues to address were stabilizing the foundation through cement grouting, reinforcing the existing structural systems and roof systems as well as arresting the decay of timber floor structure. In conclusion, major maintenance guidelines are need to address structural issues and weather tightness of the building envelope, especially its roof and drainage systems.
Compared to the new construction practice conservation is a very complicated work. Before any conservation work can be undertaken, a building condition survey work must be carried out. It is used to gain evidence in order to do reconstruction work for the original structures that are partly or fully damaged. The collection evidence will be used as a reference in the re-construction work so that it will meet and suit the rules and requirement of Jabatan Warisan Negara (KEKWA) or other common conservation practice such as, archaeology study, colour scheme, and others while the work is undertaken and after the completion of the work. Thus, the study above will be submitted to KEKWA as future references. This is important so that either the conservation work or re-construction can be recorded well since it will become one of the history facts.

Developing a model for maintenance-focused heritage building conservation
Maintenance neglect can cause major problems to heritage structures, to the point where a building is in a state of disrepair. This poses a grave threat to heritage buildings, even more so than age, since abandoning the occupancy actually speeds up the building's deterioration. In the case of recently restored, or reconstructed heritage buildings, a lengthening of their life cannot be assured if post-restoration monitoring and continued maintenance are not implemented. Maintenance-focused conservation management planning and implementation are the key processes to increase or preserve the longevity of any building, and this is especially the case for heritage structures. Several charters dedicated to heritage conservation around the globe advocate taking necessary actions to keep these heritage buildings useable; however, changes should be kept to a minimum so that the cultural essence and significance is maintained. The model established by this research for use in ongoing and future heritage building conservation systems specifically focuses on maintenance, and are designed to sustain the continued preservation and existence of Australian architectural legacies for the enjoyment and education of the current and future generations. This research examines in depth the requirements and constraints of managing and maintaining a heritage building. Crucially, it investigates the limitations of the use of the current traditional conservation management plan process that was developed to be in compliance with the Burra Charter. This research draws on an exploratory study consisting of a series of interviews with 17 globally-based experienced practitioners, further supported by three detailed case studies of typical 'modern heritage' buildings in Australia, together with field observations and scrutiny of archival records. Analysis of the data collected from these studies led to the development of a conceptual model, which was finally validated by a panel of seven experienced specialist experts from around the world. This has led to the conclusion that the besides the continued need to use the traditional conservation management plan process, other important additions to support this are required, such as tools and technology (to be used by maintenance operators), training and licensing (with the help of government support), and market creation (through amending the laws and regulations). Additionally, recommendations are provided around how these essential items can be integrated using a final model for maintenance-focused heritage building conservation.

he primary motive for historical restoration is always the Education. And to let everyone visualize the culture, society and tradition of place. The preservation safeguards the community and its heritage and make it uncommitted for communal and educational activities. The preservation shows that how much far we have travelled and travelling from where towards which direction. This can be better understood if categorized under 'economic’, 'cultural', and 'environmental', although they are not mutually exclusive and indeed, they are often interlocked. The melodic theme to introduce research paper is to concentrate the attention towards the preservation of the historic buildings to save cultural and traditional values and find out the construction techniques and materials for its best survival.
