This study examines the management of government funding for education reform in Indonesia. Funding education is strategic in improving the equity and quality of human resources in Indonesia. Regional differences, educational resources between districts/cities and the ability of parents and the community bring about differences in the amount and sources of funding for education. Education funding is the responsibility of the central government, local government and the community. The Indonesian government established a policy meet the needs of the education budget from the state budget in the form of budget of the Ministry, the General Allocation Fund, the Special Allocation Fund and school operating costs. The education fund from the local government is to increase the aid budgets of school operating costs and scholarships. Having a decent education is one of rights that ever single citizen of Indonesia has as stated in paragraph four of the Introduction of Act 1945 of Republik Indonesia. However, what actually happened in Indonesia does not reflect the Act. Many of citizens cannot pursue the right of decent education, particularly for college education. The college tuition that comparatively higher than income of most parent becomes the factor of why high school-graduated students must be willing not to continue their education for college. On other hand, number of college-graduated students who fails to get proper job is increasing. It is hard to imagine how the high school-graduated students would get job, and knowing that MEA is coming resulted instricter competition in getting proper jobs. It is the time for government to take action in giving solution for high-school graduated people to get their right to pursue higher education. One of tuition solutions that high school-graduated students may have is personal loan or known by other term, which is student loan. Student loan has been implemented in many developed and developing countries. But, terminology word of personal loans is rather uncommon for college students, and even it is still rare to found in government areas or any Public Banks. This study uses method of literature review which is taken from literature source, in the form of books, journals, and websites related to student loan issues in Indonesia. This study has significance to give a description for government in giving tuition solution for college students in Indonesia.

This study was carried out with the method of document review by scanning how and under which conditions funding was provided to private schools in some countries at international level, and private school funding support suggestions that can be applied in our country. This method includes the analysis of written and verbal materials that contain information about the topics planned to be investigated. Document review involves the analysis of written materials that are targeted to be investigated and contain information about the event (s) (Şimşek, 2009, s.40). In this context, private school financing models in the USA, England, France, China and Japan on private school financing and the examples of Georgia and Qatar who are trying to implement reform applications to finance private schools were examined. Education is considered to have a very important role in promoting the civilization of a nation. Good quality education can encourage the creation of a quality society, creative and productive until finally able to achieve welfare. Through this national education system, the government should be able to ensure equal distribution of educational opportunities, as well as the relevance and efficiency of education management to face challenges in line with the changing demands of local, national and global life. The budget allocation system for education in Indonesia is heavily influenced by government policies. Education financing depends on the management of educational institutions, but budget allocations used must conform to national financing standards. Education in Indonesia, implemented in accordance with educational policies that regulate the national education system, as well as the allocation of 20% education funding obtained from the state budget and APBD.
