Abstract
Motivated by recent work on AC electro-osmosis, a general theory of ``induced-charge electro-osmosis'' (ICEO) has been developed, and a variety of new microfluidic pumping and mixing strategies have been proposed using weak DC and AC applied voltages [physics/0304090, physics/0306100].
