Disaster Risk Reduction Management Committee Capability: High Risk Barangays of Baguio City

Natural disasters vary in impact and severity, but resilient communities can mitigate their impact. In the Philippines, RA 10121 established Barangay Disaster Risk Reduction and Management Committee (BDRRMC), but its full potential has yet to be realized. The study is divided into two phases to determine the BDRRMC's capability in high-risk barangays in Baguio City, Philippines. The first quantitative phase-descriptive design uses a reliability-and-validity-tested questionnaire administered to 145 respondents that was chosen via total enumeration. According to a single-factor ANOVA, the BDRRMC has an overall weighted mean capability of 3.25, which means a very high capability in disaster management. Moreover, under the communication construct, the p-value for a length of service was 0.05, and the p-value for age was 0.03, indicating a statistically significant difference that suggests these variables affect DRRM capabilit y. Because of this, a qualitative phase-case study was followed up to explain the quantitative result.Further, splitting the 12 participants chosen through homogeneous sampling into two groups based on the low and high weighted mean. Using a theme-by-theme joint display to integrate the data, with themes from group 1 promoting encourage awareness, prioritization, and increased coordination, while themes from Group 2 include compliance issues , budget issues and constituent support. The findings result in expansion as fit of integration because of the identified challenges in local disaster management. Therefore, DRRM officers are competent, but a lack of funding and support from constituents limits their effectiveness during disaster operations, resulting in a reactive rather than proactive approach.

Effectiveness of the Barangay Disaster Risk Reduction and Management Committees (BDRRMCs) in Flood-Prone Barangays in Cabanatuan City, Philippines

This paper measured the organizational effectiveness of the Barangay Disaster Risk Reduction and Management Committees (BDRRMCs). It focused on the flood-prone barangays of Cabanatuan City, Philippines. The study used the Goal Model of Organizational Theory to measure the effectiveness of BDRRMCs. The effectiveness of BDRRMCs was measured against the goals and objectives of Republic Act 10121 also known as Philippines Disaster Risk Reduction and Management (DRRM) Act. The study used as a research tool the Checklist of Disaster Preparedness divided into four thematic areas namely; a) Disaster Prevention and Mitigation, b) Disaster Preparedness, c) Disaster Response, and d) Disaster Rehabilitation and Recovery. The resulting scores were described by the use of Disaster Preparedness Effectiveness Index. The study showed the need for periodic evaluation of the effectiveness of Ba-rangay Disaster Risk Reduction and Management Committees (DRRMCs) and to set the standard of performance not only for the purpose of policy evaluation but also for measuring community involvement in disaster risk reduction.

Assessment of the Disaster Response of the Barangays (Villages) in the River Basin Communities in Southern Philippines

Threat to safety and security is the new norm faced by the Local Government Units. Climate-related hazards, especially in the barangays within the Tagoloan River Basin (TRB) area, are now part of the realities of the residents. The importance of governance as a catalyst of change in managing the community is to become responsive to the new order of the environment and the demands of public service. Results revealed that the tasks of the Barangay (Village) Disaster Risk Reduction and Management Committees (BDRRMCs) in the river basin communities on disaster response were partially accomplished. An ASSESSMENT of the DISASTER PREPAREDNESS of the BARANGAY (VILLAGE) DISASTER RISK REDUCTION AND MANAGEMENT COMMITTEES of the TAGOLOAN RIVER BASIN COMMUNITIES in SOUTHERN PHILIPPINES

Climate-related hazards pose significant threats to communities worldwide, necessitating all governments to be at all times on high alert. Local governments, as required by law, should implement measures that would mitigate risk exposure to their constituents. This study utilized three research-made data gathering tools. Results revealed that the tasks of the Barangay (Village) Disaster Risk Reduction and Management Committees (BDRRMCs) in the river basin communities on disaster preparedness were at the low level. As a whole, the performance of the BDRRMCs is poor (2.45). This is broken down into building of competencies (poor = 2.72) and acquisition of hardware and supply (poor = 2.18). The results indicate that the BDRRMC leadership of the Tagoloan River Basin (TRB) communities has very limited capability with respect to its level of BDRRM Committee performance in the context of Building of Competencies as a component of disaster preparedness. The data also imply that the tools/facilities/materials, as sub-indicators of BDRRMC according to disaster preparedness, are not fully in existence and not available to many of the TRB barangays. There is a cogent need for all government offices handling the DRRM functions to provide appropriate attention at the community level for the proper implementation of the DRRM Plan.

AWARENESS AND DISASTER PREPAREDNESS OF BARANGAY DISASTER RISK REDUCTION AND MANAGEMENT COMMITTEES (BDRRMC'S) OF LAUR, NUEVA ECIJA, PHILIPPINES

Natural disasters like typhoons and earthquakes are now frequently occurring in the country. The Philippine government had increased its efforts to implement the disaster risk reduction management (DRRM) program as its answer to the frequent occurrence. This paper gives an overview of the Awareness and Disaster Preparedness of the Barangay Disaster Risk Reduction and Management Committees (BDRRMCs) of Laur, Nueva Ecija, Philippines. It focused on the flood and landslide-prone barangays of Laur, Nueva Ecija. The study used the Goal Model of Organizational Theory to measure the awareness of BDRRMCs. The awareness of BDRRMCs was measured against the goals and objectives of Republic Act 10121 also known as Philippines Disaster Risk Reduction and Management (DRRM) Act. DISASTER PREPAREDNESS LEVEL OF TACLOBAN CITY: A FUNCTION OF BARANGAY OFFICIALS' COMPETENCY AND BARANGAY SOCIO-DEMOGRAPHIC STATUS Background of the Study

The aim of this study is to determine the level of Disaster Preparedness of Barangays of Tacloban City through evaluation of barangays’ preparedness and competence of barangay officials. The study attempted to look into barangays’ status of preparedness by using data sets analysis and empirical investigation. The data were provided by Philippine Statistics Authority and Tacloban City Planning and Development Office, as well as the responses of barangay officials. The instrument was designed using a set of 5-point scale Likert-type survey questionnaires and Flanagan’s CIT (with local dialect translation and written guidelines in filling and answering the instruments) distributed to the respondents (with 187 participants out of 138 barangays) through Barangay affairs Office Coordinator. With a total of 187 respondents from 138 barangays, the research findings revealed that the levels of preparedness of barangays were practically low. Data showed that the conditions of these barangays generally at High Vulnerability Level and at Not Prepared Level status (2010/2012 Mean=2.94, SD=1.1412; 2014/2015 Mean=2.83, SD=0.9264; f=0.014319; p≥0.01). Compliance with the Disaster Risk Reduction and Management Act of 2010 of Local Government Units in the Province of Negros Occidental, Philippines

Compliance with the provisions of the Philippine Disaster Risk Reduction and Management (PDRRM) Act strengthens the DRRM office in local government units resulting in effectual practices in reducing, minimizing, and mitigating risks and creating its disaster resiliency. This study assessed the compliance of local government units (LGUs) with the provisions of the PDRRM Act in the areas of risk management practices and institutional arrangements and capacities focused on the four thematic areas of disaster. Challenges encountered by DRRM officers and planning coordinators of 32 LGUs were investigated. Using descriptive analysis, the findings revealed a high level of compliance with risk management practices in prevention and mitigation, preparedness, and response and a moderate level of rehabilitation and recovery. KNOWLEDGE, ATTITUDE AND PRACTICES ON DISASTER RISK REDUCTION AND MANAGEMENT OF THE BARANGAY OFFICIALS OF BALER, AURORA, PHILIPPINES

Natural disasters like typhoons and earthquakes are now frequently occurring in the country. The Philippine government had increased its efforts to implement the disaster risk reduction management (DRRM) program as its answer to the frequent occurrence. The program is supported by two laws Republic Act 10121 or the Philippine Risk Reduction Management Act and Presidential Decree No. 1566, Strengthening the Philippine Disaster Control Capability and Establishing the National Program of Disaster Preparedness. With these laws, it is believed that the impact of disaster is minimal and the Filipinos are more safe and resilient. The laws emphasize the role of the local government officials from governors, to mayors and barangay officials to be responsible and take the lead in their respective areas on matters related to Disaster Risk Reduction and Management. This study mainly aims to assess the knowledge, attitude and practices on disaster risk reduction and management of the barangay officials of the thirteen barangays of Baler, Aurora, Philippines considering that this province is prone to natural disasters because of its geographic location. A total of 118 respondents participated in this study. Descriptive-correlational research design was employed. Statistical tests employed were frequencies, percentages and Chi-square test. Results showed that barangay officials were knowledgeable about disaster risk reduction and management, they have a positive attitude to this and almost all activities of this program have been practiced by the barangay officials. It is being recommended that these strengths of the respondents be sustained by continuously conducting information, education, communication (IEC) campaign on DRRM, trainings and drills related to its programs and guidelines by collaborating with government and non-government agencies. On matters wherein they have less information and training like the psychological care of people who have been traumatized by the disaster?s impact it?s paramount that they coordinate with other agencies who have expertise on this aspect.

Disaster Resilience Level of Selected Barangays in Quezon City, Philippines

This study explored the disaster resilience level of six barangays in Quezon City in which results can serve as baseline data in developing programs to help the community become more resilient. Descriptive cross-sectional survey design directed the data collection and analysis of resilience level of purposively selected 44 residents and Barangay officials. Results show that Barangays are resilient in terms of governance. They exhibited medium resilience in preparedness and response, risk management and vulnerability reduction, knowledge and education, and risk assessment. There is a need for a thorough evaluation of the prior programs implemented to address the weak points observed in this study. Further research may focus on large number of respondents as well as the number of barangays to be involved particularly those which have high hazards risk.
