Contemporary Vision of Poverty and Islamic Strategy for Poverty Alleviation
SAGE Open, 2017
Currently, irrespective of one's religious, ideological, and political inclination, poverty is seen as a destructive force in all aspects. Subsequently, various strategies have been formulated to alleviate poverty. But what are actually the components of the destructive force of poverty in the vision of contemporary Muslim scholars? What kind of Islamic strategies have they formulated out of this vision? This article seeks to answer these two main questions by first investigating into the contemporary vision of poverty that has been adopted by Muslim scholars, followed second by an investigation into the strategies for poverty alleviation they proposed, and third, by critically analyzing their vision of poverty and strategies from an Islamic perspective. Based on a textual analysis of references, this article displays an inadequacy of the vision and strategies of the contemporary Muslim scholars for ignoring material-spiritual definition of poverty, as well as for formulating strategies for poverty alleviation using an exogenous, top-down approach. In a nutshell, this article attempts to provide a justification for rescrutinization of the vision of poverty from an Islamic perspective, and for a reconstruction of the poverty alleviation strategies based on the faith of the Muslim communities themselves.

ELIMINATION OF POVERTY: CHALLENGES AND ISLAMIC STRATEGIES
Poverty is a complex phenomenon, a consequence of lack of growth and inequality. Effective policies require technical and empirical understanding of poverty that is combined with efficient institutions and a supportive system of social values. We focus on four basic tenants of the Islamic ethical system and treat the Islamic ethos as an ideal, through which socioeconomic policies dealing with poverty elimination are assessed. Islam views society as a unified equity in which individual freedom and human dignity is supreme although subject to the axiom of responsibility. These ethical tenants indicate that policies should not develop 'dependency' or amoral activities. Policies should not lead to the institutionalization of poverty. Policies based on transfers that do not lift the poor from their dependency status should not be adopted except in cases where such shift is not feasible. Based on the conceptual and empirical evidence, the paper concludes that Islamic ethics support a poverty-alleviation strategy based on the principle of promoting economic growth with productive equity.
Poverty Reduction Strategies In Islam
مجلة المستنصرية للدراسات العربية والدولية, 2016
The study illustrates the twofold nature of poverty dynamics of eradication in the Islamic system, which unites (a) boosting income via a vital anti-hoarding and pro-investment Zakat system with (b) efficiently redistributing the revenues for the sake of the needy. The research specifies the distinct elements that balance those two aspects of the Islamic system to fight poverty, implies that development is all-embracing, sustainable, equitable, and free of deficiencies noted in other similar systems. These deficiencies consist of looking at poverty as an minor failure at any moment in time to get essential material requirements, and a failure to value these requirements are not the similar for all. The aims remain; introducing a theoretical outline, the poverty concept in Islam, conceptualize poverty from the perspective of Islam, focus on the flaws of the poverty concept in the existing literature, provide an overview of the development concept in Islam, and concentrate on how Islam views poverty? What measures are provided in Islam to combat poverty? What is the common denominator in Islam?. This study used a survey technique through studies conducted in the poverty reduction strategies in Islam in general and studies that are related to that in particular. The case studies mostly relied on reviewing and synthesizing on the verses from the Koran and the "hadith" based poverty, and conducting a number of interviews with specialists. Also a number of Islamic literatures were addressed, insofar as their direct or indirect impact on poverty. The study continues in highlighting the additional security nets established by Islam to liberate the poor people and their communities from the social, material, political and spiritual ills of poverty.

The Definition and Measurement of Poverty: An Integrated Islamic Approach
The Pakistan Development Review, 1997
In this paper an attempt is made to learn as to how the Islamic shariah defines and measures the phenomenon of poverty. A systematic study of the Qur’an, the traditions of Holy Prophet Muhammad (peace be upon him), the conduct of righteous caliphs, and the writings of early Muslim jurists would make it clear that the poor, indigent, and destitute are given adequate importance. The early Islamic state, where necessary, made serious efforts to assist and rehabilitate the poor and the needy. One of the means of assistance and rehabilitation was zakat. The disbursement of zakat funds required that the poor should be unambiguously and convincingly separated from the non-poor. How was it done in the past? Traditions of the Prophet (the sunnah) throw sufficient light on this issue. When we carefully go through the traditions, it would be clear that the explanation of poverty as given by the Prophet is dynamic. It defies time and space limitations. A deeper probe of the traditions would rev...

Maqāṣid al-Sharī‛ah and its Relevance in Formulating Poverty Alleviation Policies and Programmes
The Islamic Quarterly: Vol 62, No. 1-85, 2018
Since the evolution of development discourse, various theories and models have been formulated, leading to a number of poverty alleviation policies and programmes in developing countries. Despite concerted global efforts against poverty with both the developed and developing economies investing heavily in the fight against it; poverty has remained a global threat. The Muslim world, with a large concentration of both human and material resources, has remained among the most poverty-stricken communities. This paper introduces Maqāṣid al-Sharī‛ah as a framework for analyzing poverty and formulating poverty alleviation policies and programmes. Being conceptual in nature, it adopts a critical survey approach to the review of classical and contemporary Maqāṣid literature with a view to formulating a Maqāṣid-based framework for poverty alleviation. It argues that the endemic poverty and other multidimensional developmental challenges bedeviling the Muslim world can best be addressed using Islamically-oriented theories, models, policies and programmes, and that with widespread poverty in society, none of the five essential objectives of the Sharī‛ah can be satisfactorily actualized. Maqāṣid al- Sharī‛ah provides a framework for understanding poverty, redirecting poverty research and formulating implementable policy prescriptions based on the Islamic paradigm. The paper submits that a thorough research into the economic conditions of the Muslims within the framework of the Maqāṣid can serve as a starting point for redirecting poverty alleviation efforts and leading the poor into the life of economic prosperity.
