An Assessment of Construction Professionals' Level of Compliance to Ethical Standards in the Nigerian Construction Industry

The study assessed the compliance of construction professionals to ethical standards in the Nigerian construction industry. The study area was Lagos State and the target respondents were the registered professionals including architects, quantity surveyors, builders and engineers. A total of one hundred and seventy (170) questionnaire were randomly administered on the professionals and one hundred and thirty eight were retrieved representing 81.18% response rate. Findings revealed that professionals displayed high level of compliance to clients service delivery with Mean Item Score (MIS) ranged between 3.22 to 3.79, educational and professional qualification with Mean Item Score (MIS) ranged 3.18 to 3.71 and standards of practice with Mean Item Score (MIS) ranged between 3.16 to 3.63. The overall rating revealed that professionals have highest level of compliance to standards of practice with 54.76%, while the least ranked ethical standards was fair compensation with 49.31%. ANOVA test established a statistical significant difference among the professionals view about compliance of the professionals to clients service delivery (F value=2.447, P value=0.020) and professional development (F value=3.774, P value = 0.001). The overall level of compliance of construction professionals to ethical standards was 52.37%. It was concluded that clients service delivery; educational training and professional qualification and standards of practices are the most significant ethical standards among construction professionals in Nigeria. Therefore, the study concluded that professionals satisfactorily complied with the ethical standards.

Professionals' Ambivalence toward Ethics in the Nigerian Construction Industry

Following the growing consensus within and outside the Nigerian construction industry that corruption and other unethical practices are endemic in the industry, coupled with scarce empirical study on professional ethics in the industry, there is a need to examine the perceptions of the professionals regarding ethical issues. This study therefore assesses the perceptions of construction professionals regarding ethical issues in the Nigerian construction industry. One hundred and ninety two professionals were sampled from 108 construction organizations comprising 55 consultancy organizations, 35 contracting organizations, and 18 client organizations in selected Nigerian major cities. A survey research design was employed. Descriptive statistics were used in analyzing the data. The results indicate that there is a decline in unethical practices within the industry compared to the pre-1999 era. The more common form of bribery is financial. Quantity surveyors were perceived as the most susceptible to bribery among the professionals in the industry. The builder/ construction manager faces the greatest pressure to act unethically among the professionals in the construction industry. The study recommends that professional institutions should give more priority consideration to ethical discourse at technical sessions, public lectures, and seminars. Furthermore, project financiers should ensure adequate and prompt remuneration for professional services. Since the quantity surveyors are perceived as the most susceptible to bribery, clients should ensure that their discretionary powers in the procurement of building projects are limited or subjected to third party verification. Finally, additional research is needed to explore the types of measures that might help curb professionals' unethical practices in Nigeria.

EFFECT OF CODE OF ETHICS ON QUANTITY SURVEYING PRACTICES IN ONDO STATE, NIGERIA

Nigeria today is faced with enormous economic challenges, which if not properly checked can make even the most upright construction professional act in a manner that goes against the ethics of their profession just in a bid to make ends meet. In order to avoid such occurrence, the code of ethics as related to every construction profession was established. This study therefore focused on the effect of code of ethics in regulating professional conduct of Quantity Surveyors (QS) in Nigeria. A survey design was employed through the use of structured questionnaire administered on registered QS in Ondo State. Data analyses was done through the use of statistical tools such as frequency, percentage, mean item score and Kruskal-Walis Test. Normality test was carried out to test the distribution of the data gathered while Cronbach Alpha test was also conducted to test the reliability of the research instrument. The study revealed inadequate education of QS on the code of ethics, poor supervision and lack of exemplary leadership as the major factors affecting the implementation of code of ethics in the state. The study also revealed that implementing the code of ethics will have huge effect in terms of upholding accountability, reducing unethical practices and creating credibility among QS. Proper training of QS right from the university level as regards the code of ethics of the profession, and proper monitoring and supervision of QS to ensure compliance with code of ethics were recommended.

Implementation of code of ethics among quantity surveying firms in Nigeria

With the challenging economy in a developing country like Nigeria, it is not uncommon to see construction professionals acting in manners that goes against the ethics of their profession during the course of carrying out their professional duties just to make ends meet. This study therefore assessed the implementation of code of ethics among quantity surveying firms in Nigeria. Using a survey design, 68 Quantity surveying firms were identified and sampled using a well-structured questionnaire. Data gathered were analyzed using percentage, frequency and mean item score. The study reveals that there is high level of awareness of the code of ethics among quantity surveyors in the study area but not all have fully implemented it in their day to day activities. This non-implementation is as a result of inadequate remuneration for services rendered, present economic condition within the country and pressure from project team members. The study also reveals that the most occurring unethical practice among Quantity surveyors is insincerity to clients and other professionals, and this and all other unethical practices such as bribery, colluding with contractors during the course of construction and revealing of official details such as tender figures can be curbed with the strict enforcement of the code of ethics. The study therefore recommend that the professional bodies should be more proactive in enforcing the professions code of ethics among its members and ensure strict penalty for defaulters. Also Quantity surveying profession’s code of ethics should be taught extensively in higher institutions. Seminars and workshops to sensitize and remind Quantity surveyors of the benefits of implementing the code and its effect on the image of the profession should also be organized by its professional bodies.

Effectiveness of Mechanisms for Enforcement of Ethical Standards in the Construction Industry

Gross unethical conducts are common issues among professionals in the construction sector due to the heterogeneous nature of the industry. However, limited efforts are made to ensure that ethical standards become enforced among professionals in the sector. Therefore, this study assessed effective mechanisms for the enforcement of ethical standards to improve public confidence in construction professionals. Data were collected through copies of questionnaire administered on professionals in consultancy, contracting and government organizations in Southwestern Nigeria. One hundred and seventy-two (172) copies of questionnaire were retrieved and found suitable for the analysis. Data collected was analyzed using both the descriptive and inferential statistics. Promoting Trust and Confidence in the Construction Industry in Ghana through the Development and Enforcement of Ethics

The construction industry in Ghana continues to experience unethical practices, caused by engineers and contractors and sometimes the strong influence of politicians. Unethical practices such as corruption, favoritism, unfair conduct, embezzlement and manipulation of tender could be mentioned. Unethical conduct affects the general public by influencing investment and deters public access to services such as good education, efficient healthcare deliveries, and good roads among other services. Unethical practices could undermine good governance, erode public trust and truncate democracy and consequently complicate social responsibility. This can only be reduced by employing professional ethics which form the basis of ethical organizations.

Unethical practices have been a reoccurring menace in the construction industry globally, with its negative impact reported in existing studies. The Influence of Unethical Professional Practices on The Management of Construction Projects in North Eastern States of Nigeria

In the Nigerian construction industry, many construction projects have failed as a result of unethical professional practices on the part of the construction professionals whom management responsibilities are vested on. This study, which adopted the survey design aimed at examining the influence of unethical professional practices on the management of construction project in north-eastern States of Nigeria. Stratified random sampling technique was used to select 140 participants from Bauchi, Gombe and Yobe States. Structured questionnaire was designed and administered on construction professionals (Architects, Quantity Surveyors, Builders and Civil Engineers). Chi-square statistical tool was used to test the hypothesis formulated for the study. Major findings revealed the absence of punishment for corruption; loss of money due to change in government; lack of continuity in government programmes, availability of loop holes in project monitoring; among others are some of the unethical professional practices which have serious influence on construction project management in Nigeria. Government should therefore stop paying lip services to the fight against corruption. Professionals, Contractors and Civil servants also should exhibit the hallmark of professional excellence through adherence to ethics, values, competence and integrity.
