Recently entered into force, the administrative code was adopted with the stated purpose of unifying the regulations in the field of public administration, in order to create a normative framework, coming to the aid of individuals, public administration, but also of practitioners. In this respect, a significant part of the provisions were taken identically from the normative acts that were repealed, while there are also new provisions, some of them leaving, unfortunately, the impression of a code adopted in haste. Without claiming a thorough analysis of the entire regulation, the present study aims to address some of the challenges brought by the language used in OUG: 57/2019. Romanian normative data for oral reading fluency

The aim of this study is to establish reading fluency norms for preparatory students, students in first grade and students in second grade. A total of 1056 students in the preparatory class, 1977 first grade students and 1763 second grade students both from the urban and rural areas of different counties of the country were evaluated at the end of the school year using a set of tasks selected from the PEAFC probe. The results offer an overview of the oral reading fluency at the end of the preparatory class, at the end of first grade and at the end of second grade, representative for the Romanian population. Both the reading frequency and the reading errors, the accuracy of reading were recorded. The published norms can be used both by teachers and by language language therapy specialists to identify students at risk to develop learning difficulties and to develop intervention plans according to the particularities of each case.

THE AROMANIANS IN CONTEMPORARY ROMANIA Romanians are one of the native people from this part of Europe, the only heirs of the eastern Roman Empire. Romanians were born, as showed in historical and linguistic studies, on both sides of the Danube River, an ethnical continuity on both banks of the river, until the Slav people arrived in the 6th and 7th centuries AD. The political situation created after the First World War caused serious problems for the Aromanians in the newly created Balkan states. There were substantial population exchanges among the Balkanic countries (Greece, Turkey, Bulgaria). This situation led to the change of the ethnic composition in these countries There were three main emigration centers: Meglenia, Veria and Vodena. The idea of the Macedo-Romanians' migration to Cadrilater represents a consequence of the demographic pressure put on the Aromanian population living in Greece. The difficulties, which appeared, caused the migration to Cadrilater of an important Aromanian segment (more than 25 000), between 1925 and 1933. But these circumstances did not mean the end of their tragedy because they were displaced to Constanţa and Tulcea when territory in Cadrilater was ceded to Bulgaria (September 1940). In Dobrudja, the Macedo-Romanians are a linguistic and cultural community, but, at the same time, south-Danubian Romanians, due to hostile historical events, were forced to settle here. In their native lands, they were in contact with other Balkan people, being separated from the body of Carpathian and Danubian Romanianhood. Looking after sheep, carrying merchandise and trading were the main issues that shaped the common ethnic and linguistic aspects of survival on both sides of the Danube River. The paper is focused upon the situation and specific problems of the Aromanians living in contemporary Romania.
Lecția-proces de judecată ca alternativă a lecției clasice

The article addresses the issue of non-traditional lessons as an alternative to the classical ones, emphasizing, in particular, the type of lesson-trial. Initially, a definition of the lesson-trial is proposed, a series of its essential characteristics are highlighted, as well as some subtypes of it, depending on the purpose pursued by the teacher. Along the way, the stages oforganizing and carrying out a lesson-trial process (preparation, actual evaluation) are presented, there are formulated the objectives of each. The procedure for developing the lesson-trial is also described, the reference is made to the methods applied in this form of organizing students' activity (role play, debate, etc.). In conclusion, the advantages of such an alternative lesson are reviewed.

With regard to the independence of the judiciary, the conclusion must be drawn that it represents a supreme value of any rule of law, being the one that ensures the maintenance of social balance and the supremacy of the law. Protecting the judicial system from pressure, influence or interference is the essential premise of an independent judiciary, based on the law and the social values protected by it. However, independence cannot be seen as a privilege of the judge, it is also a duty of every judge. Thus, the principle of independence of the judge can only be understood in relation to the principle of responsibility and liability of the judge, in the exercise of the function. In this communication, we will focus on the dimension related to the spirit of the position of judge, which must be worn by the person exercising this position, and the application of judges' sanctions must represent an exception and not a corrective measure, as a goal. In this way, we will elucidate the contest between the notions: "integrity and responsibility in relation to the characteristics of the position of judge.

Acest studiu a fost iniţial susţinut sub titlul "Un trio imposibil: Codul administrativ, capacitatea administrativă (restrânsă) și calitatea procesuală pasivă în contenciosul administrativ", la Conferinţa bienală de la Timișoara (6-7 noiembrie 2020), la Secţiunea Drept public (Contenciosul constituţional și contenciosul administrativ-garanţii juridice ale respectării drepturilor și libertăţilor fundamentale). Concluziile preliminare susţinute acolo au fost însă parţial modificate ulterior, prin reinterpretarea unor surse doctrinare găsite și prelucrate între timp de d-ra Andreea-Carla LOGHIN, a cărei contribuţie la această formă finală a studiului este, astfel, una substanţială (n. Ov.P.).
The failure of the family medicine gatekeeping role in Romania

The gatekeeper role is a mechanism for regulating access to medical services, through which the family doctor authorise the access to specialist consultations, investigations and hospital care. Medical services have ascending costs, so health systems try to find solutions to avoid healthcare spending. The role is not inherent to the family medicine specialty, but is delegated by health policy. The question is whether the family doctor should be a gatekeeper, a patient care coordinator or a counselor? This year marks the 40th anniversary of the Alma-Ata Declaration, when formal primary care was born as a concept. It is interesting to see what has happened in the meantime in Romania, how evolved or involuted, whether we have something to do or everything is on the right track.
Creangă şi proza basarabeană: istoricul problemei

In the history of Romanian literature in Bessarabia Creangă's modelling role is exem¬pli¬fied especially during the turning periods, when the concept of literature is radicalized (years 20-30, 60, 80). Across different searches and wanderings of prose writers, namely, the organicist perspective of the structure of the Bessarabian literary phenomenon elucidates the importance of the Creangă model in overcoming the different complexes, among which, especially, of the narrow-minded Romanian.
