Kosovo Conflict: Russian Responses and Implications for the United States

This report examines Russia's response to the NATO air campaign against Yugoslavia. It briefly discusses the background of dissidence and repression in Yugoslavia's Kosovo region and Russia's cooperation with the West in the Contact Group and other forums to limit this conflict. Russia's reactions to the air campaign that began on March 24 are examined, including heightened anti-American and anti-Western rhetoric, curtailment of some U.S., NATO, and other contacts, shipments of food aid to Yugoslavia, and military measures. The report discusses recent diplomatic attempts by Russia to mediate the conflict. Implications for Russia are analyzed, including political instability and possible foreign and military policy changes. The report analyzes implications for the United States, including further delays in ratifying START II, threats by Russia to curtail cooperation with the United States on denuclearization and safeguarding nuclear materials, and possible dangers to U.S. personnel and citizens in Russia. Administration policy regarding Russia's role and Congressional concerns are discussed. This report may be updated.

RUSSIAN INTERFERENCE IN KOSOVO: HOW AND WHY

This report has been prepared by the Kosovar Center for Security Studies (KCSS) with the aim of providing a holistic analysis of an important issue for Kosovo: the Russian presence and its impact at both the bilateral and multilateral level. The lack of research on security,economic and diplomatic implications that derive from the emergence of the Russian influence hinders a critical understanding of the state-building process and the complex international position of Kosovo. This report is oriented towards developing a map of evidence and challenges to the political system of Kosovo, and proceeds with a chronological historical analysis as a means to identify what has shaped critical international decisions towards Kosovo and beyond. It also generates exclusive insights through a deconstruction of the Foreign Policy intentions of Russia. In drafting this report, the author carried out desk research, literature review and conducted electronic communication with stakeholders based in key central institutions, including representatives from the Kosovo Police, Customs, Kosovo Agency of Statistics and Government Officials. It is worth stressing that lack of official data, as well as the sensitivity to explore confidential information has critically challenged this research. For this reason, the KCSS has conducted anonymous interviews with two senior officials.

This report sheds light on the extent to which Russian influence in Kosovo and the region has been exercised. It provides a thorough contextual understanding of the Russian foothold in the region and particularly Kosovo. The report as such provides for the first time comprehensive empirical based research on the myriad of Russian influence in the broader fields of politics, security, economy and culture. It adds to the growing knowledge of non-western powers influencing the dynamics in Kosovo and Western Balkans, often to the detriment of democracy and liberal peacebuilding efforts. In short, the report provides answer to set of questions pertaining Russian interests vis-à-vis Kosovo

No concept has raised so many conflicting issues and involved nineteenth-century jurists and political theorists in so desperate a maze as the concept of Sovereignty. The reason is perhaps that the original, genuine philosophical meaning of the concept had not been, from the very start, sufficiently examined and seriously tested by them." Jacques Maritain 1 This communication is not focused on the history of Kosovo, nor on the military intervention of 1999. Rather, it is centred on its most important outcome of the conflict, and the main stake for the regional stability: the question of the sovereignty of Kosovo, which divides greatly the international community between the supporters of the territorial integrity of Serbia and the standard-bearers of the independence of Kosovo.

The policies of the USA and Russia Regarding Kosovo: The recognition of Kosovo ́s sovereignty

The aim of this study is to explain the position of the USA and Russia regarding the status of Kosovo. The new emerging state Kosovo plays a strategic role for both countries and both countries count with Kosovo within their sphere of influence. The declaration of Kosovo independence from 2008 divides the international community on the main question of state sovereignty. USA and Russia have played the role of hegemonic powers since the end of the Second World War, so their voices have a key role within the international scene. The study is designed to demonstrate the conception of the foreign policies of USA and Russia. Firstly, the thesis will try to investigate whether the different positions towards Kosovo status indicate different conceptions of state sovereignty in modern times. On the other hand, there is an option that the different positions of the great powers towards Kosovo are influenced by their self-interests in the whole region of the Balkans, so the status of Kosovo plays a key role within broader goals. The first part of the thesis explains theoretical conceptions of the state interests based on the theory of realism and ideational liberalism. These approaches are necessary to be examined to hypothetically explain the foreign policies and the behavior of the great powers. The explanations of these concepts are necessary for further elaboration and exploration. The thesis then moves to a brief description of the history of Kosovo. The chapter on history will inform about the times, when the first calls for v Kurucz: The Policies of the USA and Russia Regarding Kosovo Kosovo independence were remarked, until the present situation in which Kosovo exists today. For the reader that is willing to better understand the current problem of Kosovo, it is necessary to understand its history because it has created the present picture of the region. Undoubtedly, historical facts are the inseparable parts of lives of people living in Kosovo today. Moreover, the thesis will try to empirically demonstrate the relationships between USA and Kosovo, and Russia towards Kosovo. It is necessary to analyze the aspects of foreign policies of the great powers and try to empirically testify the status of Kosovo according to the conceptions of foreign policy of each power . This chapter should be the key part of the thesis, so it is necessary to make a deep analysis to deduce a conclusion. In conclusion, the thesis does not try to give the basic answer on the recognition or non-recognition of Kosovo sovereignty. The different positions of the great powers may be caused by different interests of the powers in the region that are related to concrete reasons. However, there is an option that there is a different perspective on the meaning of sovereignty in the world today. USA could possibly more emphasize the right of self- determination for the nation that is oppressed, if it is based on the democratic principles. Russia, on the other hand, seems to follow a very traditional concept of state ́s sovereignty, wants to maintain the status quo, regardless of violation of human rights.

A Relationship in Limbo: Challenges, Dynamics and Perspectives of Kosovo’s Integration into NATO

Since its declaration of independence Kosovo has clearly postured itself towards Euro-Atlantic integration with NATO, keeping its door open towards Western Balkan states. This integration process faces major challenges stemming from different dimensions: NATO’s internal unity and its stance towards Kosovo’s political status having direct impact in consensual decision making processes; current geopolitical tensions from a global perspective, particularly between the West and Russia; and Kosovo’s ability to fulfil NATO’s standards and criteria. These challenges might prove very difficult to overcome at least in the current global political and security environment. The objective of this paper is to discuss from legal and geopolitical perspectives the relations between Kosovo and NATO and the challenges, dynamics and perspective of NATO opening a formal integration process for Kosovo.

Kosovo Nationalism and the NATO Involvement in Managing a New Crisis

This article consists as an initial step, the chronology to the Kosovo Crisis within Kosovo Nationalism focusing on the origins of the crisis, and the failure of the diplomatic efforts. The public opinion about the Kosovo issue (Kosovar`s and Serb's opinion). States are reluctant to characterize use of force in the peace-enforcement context as equivalent to military operations in other conflict environments. Furthermore, state practice does not encourage the notion that rules of international humanitarian law can be applied to peace-enforcement in a predictable, systematic manner. Nonetheless, development at the close of the 20th century point in a positive direction. Also include NATO`s objectives in Kosovo. A brief background to peace operations, including peace enforcement, humanitarian intervention, the reasons standing behind the operation, its aims, justification and motives. The legality of intervention, also opinions about the NATO involvement in Kosovo.
