Proceedings of Research and Scientific Institute for Periodicals, 2019

This reform aimed to cancel out the influence of central and local public authorities on the editorial staffs. This paper analyzes the official data available on the website of the State Committee for Television and Broadcasting of Ukraine. The latter body is the main coordinator responsible for the reform implementation of print media denationalization in Ukraine. Additionally, we trace back by stages how the Oblasts and mass media there entered and completed the process, who were the leaders in terms of + and – signs at each stage. Considering the data as well as the reaction of the media community, the author states that in the course of this process, mass media faced a wide range of problems. Those may be classified according to their problematic criteria into legal and organizational. Legal problems were: non-acceptance of amendments to the fundamental law about clear d...
Proceedings of Southern Federal University. Philology, 2020
The formation of the system of periodicals in two similar and dissimilar polyethnic regions in the south of Russia – Kalmykia and Stavropol – developed according to the same scheme, but had significant nuances. The Stavropol press, aimed at the Russian majority in the region, appeared earlier (in 1850) and was typologically more diverse and numerous until the 1920s, while the publications created for the Kalmyks were for a long time isolated projects: The Russian-Kalmyk Calendar (1911-1918), a newspaper in the Kalmyk language «Oordin ziang» (1917-1918), leaflets and the first bilingual newspaper «Red Kalmyk» (1919-1920). A new stage in the development of journalism in the regions begins with the establishment of Soviet power after the end of the civil war. The work of the press is under the control of the ruling party, and the unification of the system of regional and local periodicals begins. Gradually, both in Kalmykia and in Stavropol, a harmonious system of periodicals was forme...

Cultural and Art Magazines in Western Ukraine from the Underground to Alternative Press
The Culturology Ideas, 2020
The article analyzes the phenomenon of alternative cultural and art magazines of Western Ukraine of the 80-90s of the XX century; based on the analysis of factual data, interviews with stakeholders, scientific discussions, it clarifies the role of the object in the interdisciplinary connections of the XXI-century cultural discourse. The research determined that western cultural and art magazines of the late twentieth century played an important role for countercultural communities that were formed outside the official creative unions and also became a part of the common cultural myth under the same name. The closeness of the Chest union’s community to the aesthetics of the avant-garde was seen as opposition to the political regime, although they deliberately distanced themselves from politicization in their work as well as literary associations of the 1980s. The Сhetver (Thursday) magazine marked a new era of domestic journalism at the beginning of the 1990s, identified aesthetic cr...

The article deals with the phenomenon of non-Russian periodicals on the outskirts of the Russian Empire in early 20 th century. A quantitative analysis of non-Russian publications shows that, despite the political reaction after the end of the Revolution of 1905-1907, the number of non-Russian newspapers and magazines grew steadily until the outbreak of the First World War. The main features of the interaction between the foreign-language press and the imperial authorities have been pointed out. In general, they were similar to the interaction with the Russian left-wing press. Thematically, most non-Russian publications were characterized by a broad appeal to national issues, and one of the most important topics was the choice of language, alphabet and spelling, and more broadly, the issue of the future of the printed word in a particular language. The key moment in the history of the foreign press was the First World War, which led to a complete change of the market for periodicals in the western borderlands and a significant reduction in the number of publications in local languages.
