In South Africa public service institutions are the implementing arm of government. These include services such as education, electricity, health, housing, transport and water. Government services such as municipalities are also part of this and have always bore the brunt of citizens who protest about the non-delivery of services. Community members demanding service delivery from government departments have been initiating unending strikes which are frequently destructive. Yet, various South African government departments have experienced employees’ non-commitment, corruption and wastage of government resources. Fostering Organisational Dynamic by Promoting Creativity of Employees in the Public Sector

Creative performance among employees, manifests itself in an organisation's ability to continuously generate new knowledge, improve product performance, offer new products or services, all of which add value for customers. Today, public organisations face the challenge of creating environments conducive to freeing employees' creativity. To study the factors stimulating creativity, a public sector in Oman was studied. A survey was administered to 88 employees. Several factors believed to be predictors of creativity were examined. These include organisational climate and culture, individual attributes, job characteristics, and leadership. Regression analysis was used to analyse the data. Several of the examined attributes exert zero or little influence on individual desire to submit creative initiatives. This pioneering study, in the Sultanate of Oman, will help employees be creative in public sector undertakings, improving organisational performance in general, and improving the quality of service to the general public in particular.

This paper explores the significant role of leadership in both the creativity and innovation processes of an organization. It is a proven fact that culture and technology enhance leadership effectiveness in most organizations because leadership represents the catalyst that drives organizational creativity and innovation. So, for an organization to accomplish constant innovation, leaders must create a conducive learning environment that promotes a deep-rooted culture of experimentation thereby encouraging creativity and innovation (Agbor, 2008). However, creativity and innovation in organizations depend on how leaders promote and manage diversity by developing an effective leadership structure that could sustain the entire process of innovation. Since most innovation projects are said to fail 90% of the time, developing effective innovation teams within an organization is critical. So, apart from outlining the various attributes of a successful innovator within an organization and their characteristics, our major focus will be on the key lessons learned during the process of innovation and creativity, overcoming the several myths and wrong assumptions that are associated with them, knowing what the structure of scientific revolutions entail in making innovation works and the spiritual contexts of creativity and innovation.

Public sector innovation introduces new and improved approaches to the delivery of public goods and services, through capacity development that often incorporates new technologies, and through information sharing that widens the range of possibilities open to public organizations in responding to the needs and expectations of the public whom they serve. Among the challenges to leading public sector innovation is that it involves trial and error, and at the onset, there is uncertainty about the actual outcomes. This can obstruct the availability of support and cooperation that would be necessary for its success. Leadership is a crucial factor that can determine what support and cooperation public sector innovation receives. Leaders in the political arena and at different levels of authority in public organizations have varying degrees of influence over whether innovation is to be an option pursued by a public organization: what outcomes will be projected, and what financial and other resources will be available for accomplishing them. There are numerous leadership styles and their effectiveness may vary in different situations and environments. Given the increasing need for innovation in a changing global environment, to lead public sector innovation effectively, public representatives and officials require knowledge about different leadership styles and about when the application of a particular approach is appropriate.

Managerial Creativity and Innovation: A Panacea for Organizational Change and Development

Managers who want to make their marks in the ‘album of successful managerial genius’ have to blend the status quo, convention and rule-of thumb with their creative and innovative ideas. The success stories of many managers particularly, in multinational organizations are partly due to the application of key managerial ingredients of creativity and innovation. Many organizations have collapsed due to lack of creative and innovative ideas on the part of the managers. Innovation in public sector organisations

Public sector organisations around the globe consider the development of new ideas and innovation paramount and inevitable. This is attributable to the intense global competition and rapid technological development. Innovation is the successful implementation of ideas and processes to tackle existing problems and develop new opportunities. The in-depth literature review identified leadership behaviours, the impact of organisational climate and culture on innovation, and barriers to overcome in order to promote innovation in the public sector. A conceptual model illustrates the relationships between innovation and other critical concepts identified throughout the paper.

Various aspects of innovation strategy are analyzed, and the paper concludes by documenting the outcomes and providing recommendations for fostering innovation in other companies.

LEADERSHIP CHANGE IN ORGANIZATION THROUGH EFFECTIVE INNOVATION AND CREATIVITY: A CASE STUDY OF SELECTED TERTIARY INSTITUTIONS IN THE KUMASI METROPOLIS

This article examines the significant role of successful leadership and change through transformation and innovation in organizations. The researcher used descriptive research design for the study. The population for the study was 50 employees from selected tertiary institutions in the Kumasi Metropolis. Random sampling technique was used to select 22 participants for the study. Interview guide through focus group discussions was the main instrument used to collect primary data. Each of the interview sessionswas coded and transcribed.Thematic analysis was used for the discussion of the data. The study results held that, for innovation to take place, leaders must insistently pursue attitudes that promote that phenomenon. Therefore, the stimulus and essence of institutional creativity and innovation is leadership effectiveness. In essence, leaders must create an environment conducive to regeneration and develop an institutional culture that facilitates creativity in order for organizations to be able to achieve continuous innovation.
