The recent development of Web 2.0, cloud computing and its related technologies are contributing towards the tendency to utilize mobile services and e-participation through Web 2.0. It offers users the ability to have greater control of information flow in public spaces, making active participation highly possible. Citizens are empowered in the sense that they control the process of interaction(s), either with the government or with other citizens. This chapter presents a model for empowerment of citizens in egovernment systems to enhance e-participation in e-government business processes through the cloud. We believe cloud computing is a platform to implement e-participation using Web 2.0 as many of the existing Web 2.0 applications are deployed in the cloud. The model is derived based on contemporary literature on empowerment and participation in e-government services. This model is expected to fill the gap in identifying a strategy of citizen empowerment in e-participation systems.

A proposed hybrid model for adopting cloud computing in e-government

Many developing countries are now experiencing revolution in e-government to deliver fluent and simple services for their citizens. However, governmental sectors face many challenges in using its e-governments' services and its infrastructure, improving current services or developing new services; as data and applications increasingly inflating, IT budget costs, software licensing and support and difficulties in migration, integration and management for software and hardware. These challenges may lead to failure of e-governments' projects. Therefore, there is a need for a solution to overcome these challenges. Cloud Computing plays a vital role to solve these problems. This paper demonstrates egovernment's obstacles and cloud computing features. Also, it proposes an abstract hybrid model for adapting cloud computing in e-government that overcomes the e-government's challenges. This hybrid proposed model identifies three different patterns of cloud computing which are Local Governmental Cloud "LGC", Regional Governmental Cloud "RGC" and Wide Governmental Cloud "WGC". The proposed model determines how the entity connects to each of three clouds and what the relation between them is. In addition, readiness assessment of the services need to migrate into cloud. Finally, a set of recommended cloud aspects and their values for each of three clouds are suggested that ensure implementation of the sorted services.

Cloud Computing technology is achieving a significant cost saving, business agility, and high scalability. However, it is a relatively new technology and its successful implementation in the governmental organizations needs careful consideration due to data sensit ivity. Success -ful adoption of cloud-based solutions is the key for realizing the expected benefits of cloud computing technologies in the public agencies. The aim of this research is to develop a strategic framework to adopt cloud-based solutions in the public sector to improve e-government processes in developing countries. The purpose of the developed framework is to reduce the time and cost of the processes that contain interaction among governmental agencies and citizens through adopting cloud-based solutions. The framework was formulated based on the collected data analysis and the conclusions from experts' interviews. This study provides detailed guideli nes to a successful launch and implementation of cloud-based solutions for e-government initiatives in the public sector.
Models of Adopting Cloud Computing in the E-Government Context: A Review
Governments and public sector agencies are continuously looking for ways to improve their services. Therefore, there is a need for restructuring processes and effectively using technology to improve efficiency and effectiveness of the business operations. Cloud computing is one of recent technological trends that support these efforts. It is a new type of sourcing model in which computing services are provided as a utility over the Internet. This paper analyzes the benefits and challenges of cloud computing over egovernment systems. It reviews the existing literature on the proposed models of cloud computing adoption in the context of e-government. Further, this paper critically analyzes and classifies these models to different categories.
Australian government enterprises have shown a significant interest in the cloud technology-enabled enterprise transformation. Australian government suggests the whole-of-a-government strategy to cloud adoption. The challenge is how best to realise this cloud adoption strategy for the cloud technologyenabled enterprise transformation? The cloud adoption strategy realisation requires concrete guidelines and a comprehensive practical framework. This paper proposes the use of an agile enterprise architecture framework to developing and implementing the adaptive cloud technology-enabled enterprise architecture in the Australian government context. The results of this paper indicate that a holistic strategic agile enterprise architecture approach seems appropriate to support the strategic whole-of-a-government approach to cloud technology-enabled government enterprise transformation.
The perception of management, public services design and delivery has changed amongst public administration scholars and practitioners throughout past decades. The debates have resulted in a drive for more agile, adaptive and citizen-oriented management, service design and delivery to be implemented. Despite these overall tendencies, e-Government projects, which are one of the most modern forms of public services provision, seem to still fail because of linear and poor management practices. As an alternative, agile software development has been designed that seems to address the management issues most common to e-Government implementation projects. This paper sets out to explore the effects of agile software development in the context of a publicsector e-service development project. The research topic is novel and therefore and exploratory approach is taken for the analysis. For the conceptual framework, e-government implementation literature and agile software development concept are reviewed to depict the common management-related issues for e-government projects and describe the principles of agile software development which seem to help address these issues. The empirical analysis focuses on a single e-service development project that has transitioned from traditional (waterfall) to agile development processthe development of digital learning resources portal e-Koolikott. A general research question with a sub-question is posted: How does agile software development process affect a public e-service development project? Does introduction of agile software development help respond to common management-related issues of e-government projects?

The success factor of e-government requires leadership, significant funds and the ability to overcome the risks faced by governments. In several government agencies, such as Ministries or Local Governments in developing countries, cloud computing is still not widely adopted compared to other developed countries. In order to build cloud computing adoption, it is crucial to recognize that an essential and specific issue related to cloud computing is the potential and perceived security risks posed by the adoption of the technology. Cloud computing is an option that can provide e-government with lower infrastructure costs and less initial investment than traditional systems. Cloud computing in e-government offers excellent benefits, despite its many risks. Therefore, the main objective of this paper mainly focuses on analyzing the benefits and risks associated with cloud computing in e-government affairs. In this paper, researchers conducted a systematic review (SR) research method to identify the 12 benefits and 8 risks of cloud computing in e-government affairs. Then, these government organizations can benefit significantly from cloud computing.
