The concept of organizational and individual performance has been discussed in management sciences since organizations existed in history. Appraisals of performance both at the organizations and individual have gained more importance and become widespread in public sector during the transformation public administration to public management. In Turkey, especially when the performance-based budgeting principle was introduced with the Law No. 5018 enacted in 2006, individual performance appraisal practices have increased. Today, individual performance appraisal systems are being applied for some public organizations. At the same time, discussions on theory and practices of individual performance appraisal systems have continued by academic authorities of the country. Discussions have focus on these subjects; equal pay for equal work, the increase in status differences of public officers, the difficulties in determining of the evaluation criterias in public services, the uncertainty/insufficiency in the payment items of public institutions for performance based pay systems, the evaluation by title and seniority rather than the job in the Turkish public personnel regime, debates on whether individual performance appraisal is really increase the performance, perceptions of officers about evaluators and evaluation criteria. The purpose of this study is to research individual performance appraisal practices of Turkish Public Management in 2023. Additionally, discussions about the subject at literature of the country will be categorized. Thus, it will be tried to conclude whether the individual performance appraisal practices in the Turkish Public Management could be rationalized sufficiently or not quantitatively and qualitatively.
