The paper examines the implementation of the New Engineering Contract (NEC) in Northern Ireland during and after the recent economic recession. Through qualitative methods, including literature review and semi-structured interviews with construction professionals, it identifies opposing forces affecting NEC operation: the need for enhanced training and project administration versus dwindling resources and increasing adversarial behavior prompted by the recession. Initial findings suggest that while the NEC promotes good project management, its complex administration coupled with economic pressures hinders its effective execution.
