Distance Learning Perspective in Turkey and Kırıkkale University: A Case Study

In the early days, the distance learning (DL) process, which started with writing, has become quite common with applications from radio, television, computer and mobile devices until today. At the same time, distance learning is a teaching process starting from childhood and where people of all ages can receive education. Therefore, the number of people receiving education by distance learning method has increased considerably. Both in Turkey and globally, particularly in undergraduate and graduate levels, distance learning is widely used. In this study, distance learning structure of Kırıkkale University, which provides distance learning services at associate and undergraduate level, has been examined. At Kırıkkale University, where the distance learning software is developed by its own staff, students are provided with written, audio and visual educational materials. Thanks to the weekly managed virtual classrooms, a strong communication between instructors and students, such as face-to-face education model, is ensured. Mid-term exams are conducted online, and final exams are conducted under the supervision of the instructor at the school. Online exams are made available through a module within the Learning Management System (LMS). Likewise, the forum and chat modules are integrated into the LMS, where the students can communicate with each other and with the instructors, students can find solutions to their problems easily. Kırıkkale University provided an opportunity for people who could not receive formal education. The use of distance learning in the university has led to the introduction of a large number of distance learning materials and technologies and also has led to an increase in the level of formal education.

A Review on Elements for Successful Distance Learning in Higher Education

Enrollment into tertiary education has increased over the years. Most applicants are not able to secure admissions into tertiary institutions. These institutions are under pressure since the infrastructure cannot support the increasing number of students they enroll. The strategy therefore is to adopt distance learning to enable them increase intake and at the same time ensure that the pressure on exerted on the physical infrastructure is minimised. To be able to deliver effective distance learning, there is the need for institutional collaboration. This is study reviews literature on the elements for a successful distance learning, a brief history on distance education, and assumptions of distance education. The concludes that for any institution to develop an effective distance learning program there must be leadership, institutional commitment, faculty commitment, instructional design, distance learning technologies, learner characteristics, and evaluation.

It is obvious that no country, anywhere, will be able to respond adequately to the demands for increased educational opportunity, or improve its quality of education by relying on conventional systems only. It is equally obvious that the application of distance education will help in accelerating human resource development by widening access to education in Nigeria. Many tertiary institutions in the country have embarked on distance education programmes, not because of the economic gains alone; but also in response to the increasing demand for further education by those new knowledge and skills in their areas of interest. This paper focused on ways to improve distance education administration, with particular reference to course development and production, students' supportive services and educators roles. In addition, the concept of distance education and its place in the National Policy on Education were discussed.

Distance Learning: Methods and Factors for Effective Delivery of Educational Experience

The aim of the article is to analyse the distance education also known as distance/open/distributed learning or remote education. It involves acquiring information from methods other than the traditional way of learning or teaching-physically attending the institutions. Modern day distance learning is influenced by advanced technology which enables connection of thousands of learners. Study resources can be delivered instantly through internet in a wide variety of presentation methods. The article will illustrate and consider the methods used in distance learning as well as effectiveness of it if compared with traditional teaching/learning forms.

Issues and challenges in web-based distance education programs in Turkish higher education institutes

This study aimed to examine the core issues and challenges with web-based distance education programs in Turkish higher education institutes. Formative research method, which is a qualitative research method in nature, was selected to analyze web-based distance education programs thoroughly. The study group comprised 4 higher education institutes, offering web-based distance education services, located in different provinces of different geographical regions in Turkey, and with varying experiences. The research used interview transcripts from semi-structured interviews, documents (weekly reports, meeting reports, presentations, organization chart, and implementation procedures) shared by the distance education centers, and information gathered from their web sites. Primary research data were compiled from interviews with representatives of the distance education centers managing and upholding distance education services while the documents acquired from these centers were used to verify the interview findings. The study resulted in 9 core issues related to (1) program launching process, (2) legislation, (3) program structure, (4) instructional design, (5) assessment and evaluation, (6) communication and interaction, (7) support, (8) technical issues, and (9) program evaluation.

A CONCEPTUAL MODEL FOR EFFECTIVE DISTANCE LEARNING IN HIGHER EDUCATION

The present research aims at presenting a conceptual model for effective distance learning in higher education. Findings of this research shows that an understanding of the technological capabilities and learning theories especially constructive theory and independent learning theory and communicative and interaction theory in Distance learning is an efficient factor in the planning of effective Distance learning in higher education. Considering the theoretical foundations of the present research, in the effective distance learning model, the learner is situated at the center of learning environment. For this purpose, the learner needs to be ready for successful learning and the teacher has to be ready to design the teaching- learning activities when they initially enter the environment. In the present model, group and individual active teaching-learning approach, timely feedback, using IT and eight types of interactions have been designed with respect to theoretical foundations and current university missions. From among the issues emphasized in this model, one can refer to the Initial, Formative and Summative evaluations. In an effective distance learning environment, evaluation should be part of the learning process and the feedback resulting from it should be used to improve learning. For validating the specified features, the opinions of Distance learning experts in Payame Noor, Shiraz, Science and Technology and Amirkabir Universities have been used which verified a high percentage of the statistical sample of the above mentioned features.

The analysis of experimental and descriptive studies on the effectiveness of distance learning in Turkey

Distance learning applications have increased in Turkey in recent years. From primary school level to graduate level, distance learning applications with varying methods and time spans are observed. Studies that compare the effectiveness of distance learning with traditional schools can be found in the literature. The purpose of the current study is to systematically examine studies that evaluated distance learning in regard to certain variables. Hence, master’s and doctoral theses as well as studies published in refereed journals have been documented and analyzed. The first study was reached on September 29, 2016; and the last study was reached on December 1, 2016. Among the 200 studies on distance learning that were conducted between 2000 and 2016, 35 were selected based on the criteria developed by researchers. A descriptive, document analysis method was used in breaking down the studies.Based on the findings of the experimental studies, it was concluded that there was no significant difference between the effectieness of traditional schools and distance learning. Based on the findings of the descriptive studies, teachers and students reported both positive and negative views on various issues regarding distance learning. Among the positive views, the most frequently reported one was that distance learning improves academic achievement, motivation and attitudes. The most frequently reported negative view was the weakness of teacher-student dialogues and academic guidance due to the lack of face to face conversations. The findings were discussed in detail. These findings could shed light on lifelong learning applications in formal, informal and adult education in Turkey.
