La política comercial japonesa y el Acuerdo de Asociación Transpacífico: el debate entre apertura y proteccionismo a partir de las instituciones (original) (raw)

2017, Anuario Asia Pacífico el Colegio de México

The purpose of this essay is to review and describe the relationship between the construction of Japan's trade policy and the Trans-Pacific Partnership (tpp), where there is a duality between openness and protectionism in sensitive sectors of its economy. The origins for this can be found in the institutions created and defined by the Japanese government, interest groups, and external actors. In this case, we identify Prime Minister Shinzo Abe as a driving force behind Japan's involvement in the tpp, and how negotiations both domestically and abroad have secured the country's participation. This text is based on constructivist theory, specifically from the perspective of sociological institutionalism in international relations. Therefore, concepts such as identity, norms and institutions are rescued from an ideational construction. Following this theoretical line of argument, this study analyzes the negotiation process behind the signing of the tpp's institutional framework.
