A Hybrid Decision-Making Model for Selecting Container Seaport in the Persian Gulf

Ports have always played a vital role in international transportation. Port selection decision is a process that requires consideration of many important and relevant criteria. The selection of the influential decision-making criteria is also a significant and vital issue which demands cautious thoughts. The main objective of this paper is to weigh the most dominant decision-making criteria by Technique for Order Preference to Similarity by Ideal Solution (TOPSIS) and select an optimised container seaport in the Persian Gulf by Analytical Hierarchy Process (AHP) according to decisive port selection factors. This paper presents an extensive review of port selection decision-making attributes in different past studies. Finally, by using TOPSIS and AHP, the findings of this research suggest that the working time, stevedoring rate, safety, port entrance, sufficient draft, capacity of port facilities, operating cost, number of berths, ship chandelling, and international policies are critical factors for selecting container seaport in the Persian Gulf.

In this paper, we are going to investigate the growth of the Iranian maritime transport with a focus mainly on the North South transit Corridor, review of dry ports in order to support the Iranian container terminals at the south ports in order to increase the volume of container storages at the terminals. For the purpose of assessing the outcome of port operational management, the Balanced Scorecard System is recommended for development of the Iranian South Ports and further consideration. Applying multi-criteria analysis in a port system

This work presents a study developed in a medium port system composed of 50 public and private actors interacting with their macro-environment, which can generate strategic synergistic relationships. In order to determine these synergistic links between their components, the strategic phrases contained in their missions are analysed and classified according to the multicriteria that are part of the macro-environment of each port actor: political, economic, social, technological, environmental, risk and learning. Likewise, new characterizations and classifications are proposed for groups and subgroups of port actors. From absolute frequencies, Contingency Tables and the Chi-square test, quantitative results are obtained, which show the potential cases of strategic synergistic relations in the port system and the behavior of each group and subgroup of actors, as well as dependence / independence between every pair of criteria. Finally, it is verified that it is possible to use quantitative methods to analyze the strategic synergistic relationships between the actors of the port system.

Purpose This paper aims to attempt to investigate if the now-existing upstream Sost Dry Port in Gilgit-Baltistan and the prospective midstream Havelian Dry Port in Khyber Pakhtunkhwa, both part of One Belt One Road (OBOR), are expected to compete against or complement each other in terms of port efficiency and location, and which of the two ports should first be developed in the wake of uninterrupted logistics flow of cargo on the Economic Corridor. Intra-regional container service operators are challenged to design regular and reliable liner services connecting regional ports at the lowest cost and shortest transit time while considering customer demand. This paper focuses on the selection of ports of call in regular intra-regional container services, an under-researched part of the container shipping market. A combination of decisionmaking techniques (i.e. Analytical Hierarchy Process, fuzzy link-based and Evidential Reasoning) are presented to assist intra-regional container service operators in selecting ports of call. The proposed methodology is empirically applied to container services between Malaysian and other nearby Asian ports. While Port Klang is the main gateway to Malaysia, the results show that other Malaysian ports should play a more prominent role in accommodating intra-Asian container services. This research can assist maritime stakeholders in evaluating intra-regional port-to-port liner service configurations. Furthermore, the novel mix of decision-making techniques complements and enriches existing academic literature on port choice and liner service configuration.

In the last decade, inter-port competition in West Africa has become fiercer as captive hinterlands of ports continue to overlap and become contestable or shared. This is due to door-to-door supply chain services being offered by shipping lines and third party logistics service providers through inter-modalism. In addition, as cargo becomes more concentrated in the region, there have been calls for the selection of a hub location for shipping lines serving the region in order to exploit economies of scale. This paper therefore aims to evaluate the competitiveness of major ports in the West African region based on criteria selected by experts. Using the Analytic Hierarchy Process, port competitiveness was evaluated and ports ranked according to the total weights obtained based on the different criteria used. The Port of Abidjan emerged the most competitive port in West Africa with its strongest links being its efficiency and performance, infrastructure and political stability outlook in spite of recent political turmoil. The Lagos Port Complex, West Africa's largest port in terms of scale and throughput, emerged fifth falling behind the Ports of Lomé, Tema and Dakar respectively owing largely to its political stability outlook. The least competitive port was the Port of Cotonou in Benin.

This paper proposes an innovative foresight methodology to estimate the future port transit throughput volumes in Iran using scenario planning, econometrics, and heuristics calculations. Two critical components of the framework are the gravity models, for estimating potential international trade flows that can pass the ports as transit freight, and the novel approach for calculating the attractiveness of transport corridors. The global business network approach is applied to determine several scenarios using three major driving forces, reflecting the future domestic and international environment affecting Iranian ports transit. For each scenario, a systematic approach is used to quantify the effects of driving forces and obtain port transit throughput for different goods categories. In doing so, the estimated trade flows are assigned to the corridors with the highest attractiveness scores. Major transport corridors such as International North-South Transport Corridor, Belt and Road Initiative, Suez Canal route, TRACECA, Trans Asian Railway, Central Asia Regional Economic Cooperation (CAREC), and Trans-Siberian corridor are taken into account in the assessments. The proposed methodology is not country specific, therefore it could provide valuable insights to port authorities to help cope with uncertainties within the international trade and logistics environment when conducting strategic planning.
An evaluation of container ports in China and Korea with the analytic hierarchy process

Since China adopted its liberalized economic policy, the average growth rate of Chinese economy has exceeded 10% per annum. Especially, port development and advancement in China are conspicuous in the case which refers to import and export, as China handles approximately 90% of the relevant cargo by relying upon maritime transport. Such remarkable growth in China gives an impetus to Korean ports, since both China and Korea are located at the same region in Northeast Asia, and the two lie in direct competition. In this respect, the purpose of this study is to figure out the order of competitive power of container ports, which are situated on China's east and south coasts, even including ports of Korea. The Analytic Hierarchy Process(AHP) method has been adopted as the methodology of this study, which is a method of problem solving-decision making.
