Strategies of Marine Tourism Development in Talaud Islands Regency, Indonesia

Talaud Islands regency has high potential in marine tourism. But, this potential is yet to be optimized for socioeconomic development of Talaud Islands regency. The purpose of research was to develop the strategies of marine tourism development in Talaud Islands Regency. This research used observation, discussion with key stakeholders, and reference study to collect the data. This research used SWOT analysis, and QSPM to develop the strategies of marine tourism. The recommendation of marine tourism development strategy in Talaud Islands Regency are (1) people development, (2) improvement of infrastructure, (3) increase tourism investors, (4) control of environmental impacts, (5) development of marine tourism destinations, (6) tourism promotion, (7) earthquake and tsunami disaster mitigation, (8) development of culinary tourism and (9) development of local souvenirs.

The Covid-19 outbreak has had a negative impact on the decline in the number of visits in the tourism sector, one of which is the tourist village. The recovery of tourist villages during Covid-19 relies heavily on the role of the Tourism Awareness Community (Pokdarwis). However, the role of the Tourism Awareness Community in the development of tourist villages during Covid-19 is still not clearly discussed. Therefore, this study aims to analyze the tourism village development strategy during COVID-19 by the Tourism Awareness Community in the Teritip Village, Balikpapan-Indonesia. This study uses the QSPM (Quantitative Strategic Planning Matrix) method, which is a method for determining the priority of alternative strategies obtained from a SWOT analysis (Strengths, Weaknesses, Opportunities and Threats). There are many factors that influence the development of coastal tourism in Aceh Besar, Indonesia. To be able to provide solutions in developing coastal tourism is certainly necessary to know there are external and internal factors that can support or hinder the development of coastal tourism in Aceh Besar. From the description above, the aims of this research are: to analyze the external factors that influence the development of tourism in Aceh Besar, to analyze the internal factors that influence the development of tourism in Aceh Besar, and to analyze strategies and priority of strategies that may be proposed to develop coastal tourism in Aceh Besar. Data processing method based on the concept of Fred R. David is composed of the input stage, the matching stage, and the decision stage. Analysis tools use matrix of IFE, EFE, and SWOT to formulate and establish the strategy. After the research was carried out, it formulated ten alternative strategies. Based on QSP matrix, the strategy of the increasing government support for coastal development and management is the first order of priority to increase the development of coastal tourism in Aceh Besar.

The research aims to formulate a strategy for community empowerment by developing the Tani Betet Tourist destination in Nganjuk Regency, East Java. The method used is a quantitative method with SWOT analysis. The number of respondents was 20 people and one key informant. Sustainable tourism is the main goal of tourism development in the world, including in Bali. Bali tourist destinations have various types of tourist attractions, one of which is coastal tourism. The purpose of this research is to analyze the forms of community participation and coastal tourism management models. This research uses descriptive qualitative research, through grounded. This research was conducted in 3 locations (Kuta, Kedonganan, and Jimbaran). Data collection techniques are carried out by direct observation, questionnaires, interviews, literature review and documentation. Interviews were conducted in a semistructured manner using interview guides to key informants from business managers and community leaders. The sampling technique used is disproportional purposive sampling. The sample is determined by 3 percent of the population with the consideration that business managers understand their business, understand the problem and can provide accurate information. The number of samples is 36 business managers and 6 community leaders. Data analysis is carried out with a qualitative descriptive technique, which is an analytical one to describe a phenomenon and explain the relationship. The results reveal that the level of community participation belongs to the category of interactive participation. Most of the business management community (72 percent) participated in coastal management activities starting from planning, implementing, monitoring and enjoying the income resulted in business activities. The decision is locally managed by groups and groups determining how to manage existing resources so that the group has the power to maintain business continuity. Community participation is seen from the perspective of stairs, participation is at the level of delegated power. The initiations related to coastal management have come from the community to carry out planning, implementation, operation, responsibility, and maintenance by requesting assistance from related parties such as the government through grants and the private sector through hygiene and contributions in the form of funds. The management of the Kedonganan coastal area is currently carried out by the government (state) meanwhile at Jimbaran and Kuta by the local and joint management of the government, community and private sector. Future research should be carried out related to enhance the ideal model of managing the coastal business activity for the sake of the local community's well-being.

Indonesia is one of the countries in the world that has many large islands and thousands of small islands. The small island is a unique environment with a distinctive community life. The main occupations of the people on small islands are generally fishermen and boat owners. This study aims to determine the socioeconomic conditions of small islands, especially the livelihoods and incomes of local communities as well as the condition of coastal and shallow marine resources around small islands in supporting the development of marine tourism in one of the small islands in Indonesia. This research was conducted on Barrang Caddi islands, South Sulawesi Province, Indonesia. Data were collected through direct interviews, deep interviews and focus group discussions with local community, local government representatives, traditional leaders and community leaders. Marine resource data is carried out by direct observation and recording in the field. The data collected is analyzed descriptively. During our study, we are found that the main livelihood as fishermen, with an average level of income that is good for their daily life. Besides having a good income, the community also maintains their culture well. Some traditional cultural activities are well developed. This can be an activity that attracts visitors. The findings illustrate those economic conditions with good income are a strong driver in the development of tourist destination in this island. The strength of good tourism is to maintain all the supporting aspect such as cline white sand and marine resources. One of the marine resources that attracts the attention of visitors is coral reefs. Small island communities can increase their income by developing local potential management for marine tourism. Preserving marine resources is a strength that can be developed from marine tourism management. The recommendation of this research is that marine tourism is a prospective social economic development and marine resources strength of the small island.

Tourism development program in coastal area has been introduced by the central government as national policy to reduce poverty as well as to achieve Millennium Development Goals (MDGs). Nevertheless, in some places, the impact of the program was lacking. This research aimed to assess the coastal development program on Gerokgak District, Buleleng Regency, Bali, especially in Sumber Kime coastal area. Using focus group discussion methods, the community participation was chosen as an assessment indicater along with other socio-economic variables. This paper aims to assess the impact of conventional tourism development in Karimunjawa Island in Indonesia. This paper considers the impact from the perspective of local people in three sustainable tourism development aspects: economic, environmental, and sociocultural. In addition, this paper explores the perspective of the local people to support the initiation of community-based sustainable marine tourism in Karimunjawa Island, Indonesia. This paper employed mixed methods, and the data were collected through a survey, interviews, observation, and documents analysis. This paper found that tourism has brought positive economic impact while in other aspects, it produces negative impacts such as environmental damage to marine biodiversity and unsuitable tourist behaviour that clashes with the local norms and values. Therefore, this paper proposes the application of Penta helix policy and collaborative strategy between community, local government, academics, media, and tourism business actors in order to develop community-based sustainable marine tourism in Karimunjawa island.

This study was conducted to investigate the tourism management of Ngliyep Beach in Indonesia. The ideas of creating shared value and community-based tourism were employed in this study to determine how to manage tourist attractions according to cultural values and to describe the socioeconomic impact on the local community. The focus was on the needs of the community that could be fulfilled by tourism companies. This qualitative descriptive study analyzed data collected through direct interviews and group discussion forums. This study found that the root of the problems was that tourism management was not based on the local culture and did not have the trust of the community. A model that could be used by companies in collaboration with other stakeholders was proposed.

One of the coastal resource that has considerable potential but has not been appropriately managed is marine ecotourism resources. Munjungagung Village has beautiful beaches and is never empty of visitors during holidays. There is also a Fishing and Diving Spot. It can be a potential for marine ecotourism and has an excellent opportunity to develop into mainstay tourism. It is hoped that it can improve the community welfare. This research aimed to study the Coastal Village's plan, which was developed based on the potential for marine tourism in Munjungagung Village. This research used the descriptive method and was conducted from April to November 2021 to determine the potential for marine tourism, psychographics of tourists, the carrying capacity of the area, and a strategic development plan. The data were analyzed using Tourism Suitability Index (TSI), Regional Carrying Capacity, and SWOT. It showed that the tourist sites were still suitable for beach tourism activities, snorkeling, and diving. The TSI of this site is 94.05% which is interpreted as very suitable. The site also fulfills the carrying capacity of tourism, except during the peak holiday season. Based on the calculation, this site can accommodate 300 people per day, and 8 people for snorkeling and diving in an area of 5.0 ha.
