Geopolitical Transformations and the EU Eastern Partnership Policy.
The article looks at geopolitical transformations in Europe and globally that affected the European Union’s Eastern Partnership policy. The article concludes that although this policy originated as a low-key instrument designed for dealing with the EU’s eastern neighbours, its effects had geopolitical implications which provoked counter reaction from Russia. Although the military conflict in eastern Ukraine is a major challenge to the EU’s foreign policy, it is also a possibility for the EU to devise a more coherent and strategically oriented foreign policy. To defuse the crisis in Ukraine and to build more secure and prosperous neighbourhood, however, the EU should work more closely with the United States.

The Eastern Partnership (2009) as a component part of the European Neighbourhood Policy is a tool that aims at the economic integration and political cooperation of the countries that are included in this project by signing association and free trade agreements with the European Union (EU). The recent events in Ukraine have revealed the possibility of these countries to become EU member states depending on the progress made, which is confirmed by many European experts. This article examines the nature and implications of the emerging EU-Russia competition in their common neighbourhood. After analysing the two economic integration platforms that the EU and Russia are respectively promoting in the postsoviet space, the Eastern Partnership (EaP) and the Eurasian Economic Union, the discussion focuses on the case study of Ukraine. It is argued that depicting this emerging regional configuration as a geopolitical contest between two cohesive blocs was not fully corresponding to the reality on the ground but that it largely turned into a self-fulfilling prophecy in the case of Ukraine.
The article looks at the European Union's (EU) attempts at ordering the Pan-European space and how Russia has sought to position itself in the EU-centric unipolar order and how that has affected the development of EU -Russia relations during the post-Cold War era. The analysis will move in four successive steps: (i) the development of the EU's attempts at hegemonic, post-sovereign ordering is reconstructed; (ii) the development of EU -Russia relations in light of these processes is analysed; (iii) then, the crisis in Ukraine as a certain culmination point is discussed; (iv) the article ends with conclusions concerning the development of EU-Russia relations in light of the problematic as well as an assessment of the significance of this particular facet in the wider processes of ordering discussed in the Special Issue together with a prognosis concerning the future.

The article deals with the strategic approaches and interests of Ukraine in the context of the crisis of the European security system in connection with the Russian-Ukrainian conflict. Russian aggression against Ukraine from 2014, including the annexation of Crimea and deployment of a major war in Donbas, further aggressive and unpredictable actions of a large nuclear power have sharply increased instability of global security environment, greatly exacerbated the effect of negative factors aimed at destruction of the existing world order. The partnership that failed: EU-Russia relations and the war in Ukraine

Between 2014 and 2021, the EU's relationship with Russia oscillated between the ever more elusive quest for a mutually acceptable geopolitical balance and increasing conflict. The conflict focused primarily on the future of Ukraine. Three new books analyse essential parts of this conundrum: the changing nature of the EU's power in the context of the Ukraine conflict, the long-standing EU-Russia business and energy relationship, and the self-image and external perceptions of EU foreign policy towards Ukraine. While written before the 2022 war, the books remain highly relevant because they dissect an ongoing process of changing EU actorness in its Eastern neighbourhood. In order to analyse the path to the 2022 war and its aftermath, future research must expand on this scholarship by enlarging the spectrum of theoretical approaches while navigating the new constraints that the war and the ensuing tense policy debates have put on empirical work.

The crisis is not the root cause of the collapse of the European Union's economy; it is its revealing sign. The protectionism temptation has not been overcome at the European level, and yet Europe is the right path towards overcoming the crisis. We must double the growth potential of the Union. To solve the European budget problem, we have to choose new own resources. Beyond the Community budget, the financing of European policies and of the common targets clearly encompasses national budgets. The economic policies coordination has to involve National Parliaments. An annual debate among national parliaments, with the European Parliament, on budgetary orientations of each Member State would have a great pedagogical value. The time has come to give Europe the financial component which lacks to its institutions. It will be a complex, protracted and very difficult negotiation. The Belgian presidency could gather a European financial conference which mandate would be to put together in a financial Charter the principles that the Union needs to finance its policies.
This article examines the discourse of the EU’s relations with eastern Europe under the recently launched Eastern Partnership (EaP) initiative. First, it evaluates the EaP’s conceptual framework to suggest that there seems to be more continuity than change in the EU’s modus operandi with its neighbours. More crucially, the notion of ‘partnership’, central to the new philosophy of cooperation with the outsiders, continues to be ill defined, causing a number of problems for the effective and legitimate realisation of the European Neighbourhood Policy/Eastern Partnership in the region. Second, drawing on the empirical investigations of the official discourses in Belarus, Ukraine and Moldova, the article reveals an increasing gap between EU rhetoric and east European expectations. In the absence of adequate partnership response to the needs and interests of ‘the other’, the policy is unlikely to find anticipated legitimation in the neighbourhood.
