This paper discusses the strategies for integrating Quality, Environmental, Safety and Health Management Systems based on survey and case studies results. Questionnaires were distributed to 87 companies that certified with both ISO9001 and ISO14001. Meanwhile, three case studies were conducted at the manufacturing companies that have integrated several management systems. There are two ways of integrating the management systems which are: (1) consecutive implementation of management systems followed by integration or (2) integrate the management systems simultaneously from the beginning. Based on survey and case studies, it was found that many organisations started with implementing individual management system first, and then followed by integrating the management systems. Almost all the survey respondents agreed that the sequence should start with establishing Quality Management System first, and then integrate with Environmental Management System and followed by Occupational Health and Safety Management System.
Quality, Environment and Safety: From Individual Systems to Integration—A Portuguese Case Study

The purpose of this case study was to define, a model of structure for an Integrated Management System (IMS) considering the individual Management Systems-Quality Management System (QMS) according to ISO 9001, Environmental Management System (EMS) according to ISO 14001, Occupational Health and Safety Management Systems (OHSMS) according to OHSAS 18001 and others, that along the last twenty five years, were progressively and independently implemented at the Enterprise-Itron Portugal. An internal investigation by questionnaire was performed, to the 160 Collaborators of the Company. The rate responses was equal to 86%. Very important findings were highlighted. Namely, them reveal, that from the integration to result, several tangible and intangible gains for the Company, as well as to their internal and external Stakeholders. On other hand the findings show us that the integration of the individual Management Systems represent, since now, a relevant added value, that the organizations do not can bleach considering namely the accelerated evolution of the growing of requirements of the external environment, as a whole, towards the business.
ON THE INTEGRATION OF THE QUALITY AND SAFETY MANAGEMENT SYSTEMS IN THE MANUFACTURING INDUSTRIES
The aim of this work is to propose a management systems integration strategy for small and medium enterprises, able to lead to an optimization of supporting processes and which also implies, at the end, a reduction of jobs throughput time. The proposed approach starts with the identification of the main business processes in a generic enterprise and includes their subdivision into sub processes using the WBS technique. The application of the proposed model leads to the demonstration of the convenience to integrate management systems, mainly the Quality and the Safety processes. Moreover, the work includes an investigation of the best management models to create an integrated management system; among them we have recognized the ISO 9001:2000, for the Quality Management, and the OHSAS 18001:1999, for the Safety Management as the most integrable management systems. During the work, we have incurred into some integration problems, and for each of these problems we here describe the solutions found, usually selected as the one presenting the largest number of advantages instead of disadvantages. Finally, the model was applied to a real case test study which has demonstrated, as said before, the possibility to optimize supporting and main processes (i.e., to reduce the enterprise trough-put time).

Over the past two decades, there has been an increasing trend of organizations implementing simultaneously two or more management systems. The structural similarities of these systems – despite the diversity of their fields of application, such as occupational health and safety for OHSAS 18001, and environmental management for ISO 14001 – have enabled many organizations to integrate different systems into a single one, rather than implementing them separately from one another. The purpose of this paper is to examine in depth a case of integration of the ISO 14001 and OHSAS 18001 systems, using a construction company as a research setting, in order to draw conclusions about the level of integration achieved, as well as the benefits, the problems, and the critical success factors of this endeavour. The findings of this study show that both the company's devotion to the fulfillment of the critical success factors and the identical structure of the two systems under consideration have facilitated the successful outcome of integration. However, this does not automatically imply that the company adopted the idea of full integration. Instead, the maximization of integration benefits and the elimination of related problems was achieved through the company's conscious choice to proceed with partial integration, keeping separate manuals, policies, and risk management procedures for each system. This study will be useful in order to understand that partial integration is a perfectly acceptable and realistic solution that, under certain circumstances, may even have a better cost-benefit ratio than full integration.
Benefits in the Implementation of Safety, Health, Environmental and Quality Integrated System

This article aims to present the benefits in the implementation of the integrated management system based on the standards ISO 9001, ISO 14001 and OHSAS 18001. It is a case study in a sector of the construction industry chain, located in the southeastern Brazil. An exploratory study using a questionnaire with leaders from this particular industry was conducted, as well as a documentary analysis from the Integrated Management System (IMS) archives. The obtained results of the documentary analysis and perceptions of leaders survey were observed based on previous IMS research. The results indicated that almost all leaders identify several benefits in systems integration, with an improvement in the routine management as the main benefit, and the financial savings as the smallest benefit. It was also found that in leader perception the most of IMS documents are integrated. The same result was found in many documents in the documentary analysis.

The aim of this paper is to integrate quality, health & safety, environmental and social accountability standards under a comprehensive management system. To attain a specific function these compliance standards have been expanded separately at different occasions. Handling with these individual management systems and confirming their in-line position with organizational business objective are always found difficult. The current situation has accelerated the demand for integrating individual management standards in conjunction with business objectives of the organizations. A holistic TQM approach can effectively consolidate the existing quality, health & safety, social accountability and environmental operations into an indivisible and cross-functional management system. To some extent, the current management standards are treated as a subgroup of TQM. The benefits of such fusion exceed the sum of fractional benefits of individually handled management systems. The synthesis does not intend combining a few management standards conjointly, rather it means projecting the several disciplines in unique management standard based on their cross-functional inter connections. Actually, it is analytical in nature on the basis of the compliance criteria of OHSAS 18001, ISO 9001, ISO 14001 AND SA 8000. The main finding of this study concludes that, integration is feasible based on their philosophical analogies between TQM and other management standards. This paper will contribute in the way that, it establishes a model of integrated management system accompanying its implementation instructions in connection with TQM.

ISO 14001 environmental management system assists organizations in creation of structured mechanisms for continuous improvement in environmental performance, while the OHSAS 18001 occupational health and safety management system helps organizations in industrial operations that involve various occupational risks. ISO14001 shares many common traits with OHSAS 18001 and this has paved the road for the idea of an integrated management system. The aim of this study was to determine the extent of involvement in best environment and safety practices in the recycling industry towards development of environment and safety culture. The paper evaluates how the management systems aids companies in operating continuous environment protection programs to minimize significant environmental impacts, accidents and diseases by exploring some critical elements for success including task-based risk assessment and emergency preparedness and response. This analyze is carried out supported by secondary data obtained from environmental and safety reporting. This paper discusses the experiences of the management system in the recycling industry. Effective integration between environmental and safety awareness will create companies and employees who are responsible towards environment conservation and implementation of safe work practices.

This research is to identify the advantages of integrating quality management systems, Occupational Health and Safety management systems, and Environmental management systems (QHSE Management System). The study was conducted at a State-Owned Enterprises Enterprise. The study will compare All Management Systems with Existing in Wijaya Karya Company with ISO 9001 System on quality management system, ISO 45001 on Health and Safety management system, and ISO 14001 on Environmental management system. The study was conducted by Archive Analysis and Literature studies. Previous literature studies show that the clauses that make up the integration of the QHSE Management System are scope, leadership, policy, planning, support, operations, performance evaluation, and improvement.

Besides, the linked between quality management with risk management system need to be identified as the management system that enhance the effectiveness of IMS. Therefore, the risk management system ISO 31000 also presented as a part of integration. In nowadays competitive environment, the increasing pressure and needs from customer or stakeholders make it compulsory for the organization to propose the new system and standards. This paper presents and discusses about the benefit of integration, the management system components that can be converged and the implementation approach. A series of interview was conducted through in-depth interviews with 8 experts in this field, while data collected were analyzed qualitatively. The results consist of 16 factors of IMS implementation that have been identified and the use of PDCA approach for an effective implementation of IMS. As a conclusion, the paper proposes the integration of four management systems (ISO 9001, ISO 14001, OHSAS 18001 and ISO 31000) and on how the IMS can be used to structure the process of management for quality management towards sustainability practices in the organization.
