MEDICOORDINATION: Regional implementation for the Swiss e-Health strategy

Interest for medical IT infrastructures and interoperability between health professionals is growing. The electronic exchange of information is benefit (reduced cost, faster transmission, etc.) but misuses of such sensitive data must be avoided. Many countries or communities are establishing e-health strategies for a better interoperability. However it remains a complex problem. Indeed the number of developed standards and legal bases such as data protection, for instance, do not make it trivial. The Swiss Confederation is also working on an eHealth strategy. In this context, the MediCoordination project presented in this paper aims to analyse and validate the interoperability between health professionals at a regional scale and to implement two scenarios with prototypes. These scenarios have been created in collaboration with two hospitals, two private practices and a medical software provider. The first scenario is the release notice transmission from the hospital to private practices; the second is the admission of a patient in the hospital. The design and development of the prototypes has begun in early 2009. The experiences gained will be helpful for further wider projects.

Setting the scene for the future: implications of key legal regulations for the development of e-health interoperability in the EU

E-health has experienced a dynamic development across the European Union in the recent years and enjoys support from the European Commission that seeks to achieve interoperability of national healthcare systems in order to facilitate free movement. Differences that can be observed between the member states in legal regulations, cultural approaches and technological solutions may hinder this process. This study compares the legal standing of e-health in Denmark, Poland, Spain and the UK, along with key legal acts and their implications. The academic literature review along with an analysis of materials found through the desk study research (reports, legal acts, press articles, governmental web pages and so on) was performed in order to identify aspects relevant to e-health interoperability. Development of Health Care e-Services in the European Union

Development and implementation of e-services has become a common practice of state and public administrations in the developed countries around the world since the usage of information and communication technologies has enabled a faster processing of user applications and more efficient functioning of the service. This paper analyses the level of development of e-services in health care systems of eight European countries, both in terms of safety and reliability from the perspective of end users, i.e. citizens. Furthermore, the concept of trust in e-services based on the availability of information on the Internet on applied technological solutions, storage and data protection and their availability is considered. Implementation of services like e-health records and e-prescriptions requires a well-developed strategy and a very transparent way of their functioning because of the sensitive nature of health data. For this study official websites of the services were searched through, as were other sources on the Internet. The research results indicate a lack of certain key information, especially those related to data storage, their protection and long-term preservation.

Policy and Strategy for Interoperability of Digital Health in Europe

The development of electronic services for healthcare presents challenges related to the effective cooperation of systems and stakeholders in a highly regulated environment. In order to facilitate healthcare for all at the point of need it is important to establish the necessary conditions to guide the development and implementation of digital health solutions that are interoperable by design. Interoperability in eHealth is challenging for various reasons, including the fact that different products and solutions in the market do not follow well-known standards and interoperability guidelines. The paper draws upon the global, European and national policies, strategies, and implementation initiatives to offer an integrated approach towards interoperability in healthcare ecosystems. The authors provide guidelines and recommendations to support interoperability at legal, organizational, semantic, and technical levels.

The strategic approach of managing healthcare data exchange in Austria

The exchange of electronic medical data between healthcare providers constitutes an integral part of modern medicine, and its importance is growing. Efficient application on a national level requires a uniform approach to the management of healthcare data exchange, avoiding isolated solutions that are expensive and also incompatible. In this communication we explain the basic concepts of establishing a nationwide framework to guide healthcare data exchange in Austria. To achieve this goal, a three-step approach was adopted: (i) creating general guidelines to direct electronic medical data exchange; (ii) defining detailed standards for electronic messages; (iii) organizing pilot projects to implement these standards, and further improving the general guidelines based on the results of the pilot projects. e-Health forms part of the European Union’s eEurope strategy. This vision was set out by the Lisbon European Council in March 2000. Kosova is success story about application of e-health and telemedicine .For building and aplication of medical information technology has given European agency for reconstruction and USAID .In this paper I want make correlation between European strategy for e-health and Kosova e-health projects. In this paper, the application of telemedicine and information is recounted. The medical system of Kosova was offered the concept of the International Virtual E-Hospital and this model was used to support, supplement, and guide a massive program development that involved essentially every physician and medical personnel in the region. Currently, the Telemedicine Center of Kosova (TCK) is providing information resources for medical education programs within the Kosova’s medical system as well as regional and international consultations and collaboration.Furthermore, it is developing the human resources that will lead and implement telemedicine programs in this region and making serious strides in the redevelopment of medical systems using information technology.
