In Turkey Plannıng Of Social Policy Social Service And Social Aid in Central-Local Dilemma
In Turkey, With the establishment of the Ministry of Family and Social Policy in 2011, it can be said that the social policy, social services and social welfare cases are institutionally stronger. Clearly, It is an important step to organize within the central government at the ministerial level to solve the legal, managerial, socio- psychological and economic problems of disadvantaged groups of people with disabilities, elderly people, children, women and disadvantaged groups of individuals and families who can not provide minimum living conditionsIn the functional plane, the institutional structures were formed such as General Directorate of Child Services, General Directorate of Women's Status, General Directorate of Disabled and Elderly Services, General Directorate of Family and Community Services, General Directorate of Social Assistance. These structures were organized in the Provincial Directorate in the form of various assistant principals and Provincial and District Social Assistance and Solidarity Foundations in terms of provincial organization. However, the organizational structure of administrative, technical, knowledge and most importantly the accumulation of human resources, can not provide effective solutions to the social problems that occur at the country level. Therefore, In this context, it is necessary for the central government to strongly cooperate with the local authorities in order to effectively address the problems that the disabled and the elderly, women and children and other disadvantaged groups live on the social level. In particular, with the law numbered 6360, the number of the metropolitan municipalities started to serve in Turkey has reached to thirty. So, The local organization of social services and social assistance and the capacity of the center to cooperate with the local community have developed. This study aims to provide the most effective sharing of social policy, social services and social assistance activities between central government and local governments in terms of beneficiaries of these services. The scope of the work consists of the Ministry of Family and Social Policy and the local governments in the central local dilemma in terms of social policy, social services and social assistance cases. Finally, in this study using archive research and content analysis methods, the following results have been achieved: the Ministry of Family and Social Policy should transfer the existing institutional structure to local governments for the disabled, elderly, women and children, and but undertake the roles of policy and strategy determination, rulemaking, checking, organizing and directing according to prevailing policy, strategy and rules.
Quality of Social Services and Facilities
The development of any modern society is accompanied by increasing importance of social care services, as a tool of social care policies of the state. The framework of social care services depends on several factors, but meeting the needs of social care recipients should enjoy the highest priority. Therefore, it is needed to pay attention to question of quality, sufficiency, availability and efficiency of social care services and also ensuring optimal development of the disposable sources. The social care services are preferentially designed for people who find themselves into unfavorable social situation and are unable to obtain elementary baseline commodities for their lives, or need urgent help for other serious reasons. In the Slovak Republic, such assistance forms fall within competence of self-government institutions and non-public providers. Providing education for persons with disabilities is of great concern to the international community. This issue of late has been the focus of most international educational conferences. Many governments have realized its importance and are striving to attain this goal of proving inclusive education that carter for all its citizens including the disabled. A host of laws has been put in place to ensure education for persons with disabilities. Although laws exist on the protection of the right to education for persons with disabilities in Cameroon, accessibility remains an issue to be addressed. The lack of material to meet the learning needs of the disabled, in addition to the absent of a precise school curriculum to meet up the needs of handicaps. To make matters worse, disabled persons are simply placed under the Ministry of Social Affairs whose area of jurisdiction is too vast, involving a wide range of activities. The society as a whole and parents in particular has a vital role to play in meeting up the education needs of disabled. The purpose of this study is to bring out the role played by the National Center for the Rehabilitation of Persons with Disabilities (NCRPD) Yaoundé (Etoug-Ebe), in the protection of the right of persons living with disabilities to education. The NCRPD is noted for its relentless efforts protecting the right of disabled persons in general and in education in particular. It makes education for persons with disabilities one of its cardinal objectives. Its creates awareness on the right of persons living with disabilities, establishes links with the communities and annually joins the international community to celebrate the world's disability day at the NCRPD. The creating of schools at the center for disabled persons to meet up their learning needs is evident. The sources of data collection range from participant observation, interviews, library, internets and photographs. At the end of this piece of work, suggestions were given to NCRPD to improve on the measures aimed at protecting the right of disabled persons to education.
SOCIAL WORK IN THE RURAL AREA FROM DOLJ COUNTY, ROMANIA
After 40 years of communism and after other 25 years without communism, the social work in Romania tries yet to take back its place. A foray into the history of the modern social work in Romania illustrates the rupture brought by the intrusion of the political regime in the evolution of the social work profession and the difficulty of the rebuilding its identity in this country. The rural area is the most affected by this situation, so the article includes the results of an evaluation aiming the communication skills of the people who have responsibilities as social worker according to the job description, but they are not qualified social workers. This research was conducted in 2013 in about a third of the rural localities from Dolj County. The analysis of the relevant legislation, of the statistical information on the present situation of the qualified social workers in the rural areas and the interpretation of the findings of this research led us to the conclusions that suggest the need for major improvement of the state of facts.

When the new democratic government came into power, much legislation, policies and strategies were transformed, included was the welfare system that was imbalanced, unjust, discriminatory and inappropriate. It was replaced by a developmental approach that is more just, equitable and appropriate system contained in the White Paper for Social Welfare (1997). Social workers were expected to reform their method of intervention. Consequently, this study will focus on the experiences of social workers as changes were brought into the approaches used in service delivery. Human societies are not perfect. Social problems emerge and human needs arise that require for societal solutions. All citizens of a country should enjoy the full benefits of the state. In fact, community development is a process through which the efforts of people are united with governmental authorities for improving the economic, social and political conditions of communities as well as integrating these communities into the life of the nation and to enable them to contribute their best to nation's progress and development. In order to intervene human problems and meet their needs with resources, there is a social work profession which associates with community development through community organization. Social work is a profession based on scientific knowledge and skills. It adopts significantly two methods of practice named primary method and secondary method that are mean to intervene the human problems and providing solutions. Community organization is a part of primary method of professional social work which adheres by its methodology to work with communities. Thus, in the discourse of social work profession, this paper attempts to provide a linear understanding about professional practice of social work with community organization. The paper is divided into seven parts. The first part deals with the introduction. The second part discusses community organization and community development. The third part describes the historical context of social community work. The fourth part focuses upon the principles in community organization. The fifth part presents the skills in community organization. The sixth part deals with the components of community organization. 100 years of the social assistance system in Poland

The aim of the article is an attempt to sum up the past 100 years of functioning of the social assist ance system in Poland, starting from its creation with the rebirth of statehood in 1918. The trans formations that took place during that time allow us to distinguish three consecutive stages in the history of Polish social assistance. The first one was the interwar period, when efforts were made to build a social welfare system in reborn Poland, on the lands previously belonging to three parti tioning states, each with a different social security system. The second period were the years of the People's Republic of Poland (1944-1989), when the communist authorities liquidated the founda tions of the social welfare system created before the war, based on the cooperation of state entities with social organizations and the Church, instead creating inefficient structures dealing only with selected groups in need. The third stage, which began after 1989-the reconstruction of social as sistance-was initially characterised by social protection of people particularly affected by the con sequences of the political transformation. Whereas the last dozen or so years of the development of social assistance has been characterised by a visible stimulation of social and economic develop ment and the activation of people belonging to the margins of society.
