This paper analyses the proposals of Mexico's President, Enrique Peña Nieto, to foster accountability and transparency in his country. Of particular interest is the creation of Mexico's Anti-Corruption Commission (Comisión Nacional Anticorrupción). After reviewing success factors of other Anti-Corruption Commissions (ACC), particularly the need to guarantee their independence, the paper evaluates the challenges facing the Commission and Peña Nieto's anti-corruption strategy, from a legal (constitutional), institutional and political point of view. Reference is also made on the linkages between organised crime and corruption. The paper finds that the main challenges include a weak Judiciary, an under-developed legal system, and the lack of coordination between the country's federal, state and municipal governments. The paper concludes with reflections in order to foster integrity and inform debate on anti-corruption in the country.
