Developing inter and intra-operability. One of the best Romanian Smart-City study case

Understanding citizen online goals is critical because it gets to the heart of what the public institution Web site should " do ". There are likely to be multiple goals that represent the " reason why " citizen could come to the agencies/institutions Web site. Finding those reasons it is a real challenge. Unfortunately, many public institutions, feel that they should have an online presence only, therefore most of their Web sites are created to offer just a little more than reproductions of its services on an online environment. The purpose of this article is to provide an example of a Romanian public institution Web site, developed for a better interaction with citizens. It will show the initiative of the Brasov City Hall to develop an online technical dispatcher – a dynamic Web site that contains a dispatcher component through which citizens can address in order to provide information about a specific problem encountered in the city and, by that, the responsible institutions to be mobilized timely. The project is consistent with initiatives undertaken at EU level-eEurope 2005, eEurope +, i2010 by adhering to the principles of interoperability, interactivity public services, trust, security, privacy, and is fully consistent with the Romanian Government strategy regarding the informatisation of the public administration. Brasov City Hall Web site can be used as a frame of reference for this type of interaction because it's providing to the citizens a wide range of electronic services, extended availability and increased efficiency in handling the citizens' demands.

A Unified E- Government Service - An Essential Component of a Smart City

The concept of a smart city is relatively new and it has not been widely applied in Saudi Arabia. The Saudi government aims to launch a number of smart cities projects to improve the quality of life for its citizens and to fulfill its vision for 2030. This paper, proposes a new model, which provides e-government services as part of a solution for a smart city. It presents a unified one-stop shop for all governmental services instead of being separating among various applications or websites. The paper provides an overview of the application known as E-Gov, discusses the opportunities and concludes with some of the implementation barriers.

Reference model and method of evaluation for smart cities in government portals

The urban issue is currently of great interest. The cities and its multiple socio-cultural and political manifestations have been acquiring, from the technological changes of Information Society, new instruments for ensuring the quality of the future life of most of the world population , and this subject has been named in doctrine as Smart Cities. According to this, several organizations have been gathering efforts in order to monitoring the different dimensions of smart cities. It is thus of utmost importance to analyse the main (inter)national metrics and indicators for evaluating the levels of smartness of cities, with special focus in governance. For this, and based in bibliographic revision and realização of conceptual proof, it is proposed an evaluation method that expresses the variables capable of enhancing the intelligent governance in Government portals. From the research undertak-en, it may be verified that studies in this field are still incipient. On the other side, in spite of the knowledge of the limits of such approach, this method will serve as a new focus on the fiability of the communication process between government and society and as source of consultation and evaluation of the intelligent governance. Finally, it is believed that tha periodical application of this method will allows, besides the monitoring and control of public policies, also the opening up of new ways of citizen's participation.

Toward Intelligent Thessaloniki: from an Agglomeration of Apps to Smart Districts

The new planning paradigm of "intelligent cities" is replacing the principles of smart growth and new urbanism which have inspired urban planning over the past 20 years. The "Intelligent Thessaloniki" case study highlights how a city is adopting this new paradigm and how the deployment of broadband networks, smart urban spaces, web-based applications and e-services is helping every district of the city to address its particular objectives of competitiveness and sustainable development. The paper examines the current state of development of broadband infrastructure and e-services in the city of Thessaloniki, the strategy that has been adopted to stimulate the future development of the city with respect to smart environments and districts, and the gaps and bottlenecks influencing this transformation of the city. The conclusions stress that a new orientation of urban governance is needed to address the challenges of digital literacy, creativity in the making of smart environments and business models for the long-term sustainability of e-services enhancing urban intelligence.

Smart City and Smart Government

Smart City is an emerging and multidisciplinary domain. It has been recently defined as innovation, not necessarily but mainly through information and communications technologies (ICT), which enhance urban life in terms of people, living, economy, mobility and governance. Smart government is also an emerging topic, which attracts increasing attention from scholars who work in public administration, political and information sciences. There is no widely accepted definition for smart government, but it appears to be the next step of e-government with the use of technology and innovation by governments for better performance. However, it is not clear whether these two terms coexist or concern different domains. The aim of this paper is to investigate the term smart government and to clarify its meaning in relationship to the smart city. In this respect this paper performed a comprehensive literature review analysis and concluded that smart government is shown not to be synonymous with smart city. Our findings show that smart city has a dimension of smart government, and smart government uses smart city as an area of practice. The authors conclude that smart city is complimentary, part of larger smart government movement.

A smart city initiative

This article presents the findings from the first-round analysis of some initiatives in Porto Alegre, capital of the State of Rio Grande do Sul (Brazil), following the Smart Cities Initiatives Framework from Chourabi et al. In order to do that, secondary data from official websites and other available and reliable information sources are examined. The data collected combined with the framework factors of smart cities provide a faithful overview of the evolution of Porto Alegre as a city searching to be smarter. The objective here is not making a deep analysis of these initiatives. Instead, this paper aims at giving an overview of the several initiatives taking into account the eight factors produced by the members of the Smart Cities and Service Integration Project research team. The findings demonstrate the potential and the needs of further studies into some of these initiatives by using the interview protocol developed and already used in semi-structured interviews made by this group. This preliminary analysis may lead to the conclusion that the city has fully achieved the requirements of a smart city. However, since most of second data come from official sources that could be considered overly positive.

Ever since the industrial revolution, humans have been urbanizing at an exponential rate. There are 100s of thousands of new dwellings are being built every day. As of 2015, there is about 52% of the world population living in cities. Every week, there are at least a million new people moving into cities, worldwide. By 2050, the United Nations (UN) is expecting that 6 billion people will be living in cities; furthermore, cities consume about 70% of the global energy use; as a result, the strain on resources and the magnitude of challenges that cities face is phenomenal. It is imperative to develop solutions that improve the liveability of cities while vividly reducing resource consumption. There is a need for a city-wide smart, secure, and resilient transformation. Technological transformation is one option that governments can rely on to mitigate many of the risks and challenges they are facing. Local governments in general and the Chief Information Officers (CIO) in particular, have many objectives to achieve successful electronic government, such as studying the community, engaging the residents, allowing access to high-speed Internet, and adopting an open government philosophy. In short, government officials must develop a road map for building smart cities, in order to leverage and integrate technologies to create real economic opportunities and save lives.
