Government plays a vital part in creating a successful economic development of a country. However, errors and mismanagement are commonly found in government role as the controller of their nation. To achieve the national development goals, the government sector needs more bureaucratic entrepreneur. In Indonesia, bureaucratic entrepreneur is really needed in order to transform public sector bureaucracy. This research study bureaucratic entrepreneur characteristics in Surabaya City Major of 2010-2015, Tri Rismaharini. Tri Rismaharini is a bureaucratic entrepreneurs, seen from her numerous outstanding achievement in governing Surabaya. Research was done by using qualitative methods. The transcripts were taken from three in-depth interviews in national TV station during her period. Inductive content analysis were used for the data analysis. Research found four characteristics dimensions of a bureaucratic entrepreneur in Tri Rismaharini which are sincerity, honesty, innovative, and integrity. All those characters were consistently found in all three in-depth interviews studied. Those characteristics leads Tri Rismaharini into an important and leading bureaucratic entrepreneur during her assumed office as Surabaya City Major.
