The use of methodologies for the development of IT projects
Nowadays there are dozens of methodologies which could be chosen in order to manage Information Technologies projects. The evolution of those methodologies is due mainly to the objective of having a suitable and functional method that could help the development of dierent projects, reducing at the minimum the possibility of failure.
PROJECT MANAGEMENT CHALLENGES AND DIFFICULTIES: A CASE STUDY OF INFORMATION SYSTEM DEVELOPMENT
It has been revealed that a combination of insufficient and unsuitable project management issues are responsible for this low rate of IS development. This paper presents the findings of the fieldwork and interview conducted on the challenges and difficulties of system development project. The study employed both personal interview and observation methods. The findings revealed that fund, infrastructures (hardware and software), manpower, management commitment, monitoring and inspection were the critical challenges and difficulties faced by organizations during their system development. Therefore, the study concludes that fund, infrastructures (hardware and software), manpower, management commitment, monitoring and inspection play crucial role for an effective system development. Our study recommends that there should be sufficient budget to procure the right system hardware and software for right requirements. Secondly, training of staff for both IS development and management should be given urgent attention.
Specifications of a method and tool to support the management of systems engineering projects

Product Lifecycle Management (PLM) tools are widely used by the industry. However, they are not sufficient to guarantee the success of projects and too many projects still fail. Industrial groups have argued that these failures may be related to the managerial techniques used. Indeed organizational processes are more or less specifically mentioned in Systems Engineering (SE) standards but in practice project managers tend to rely more on their own standards which sometime set forth practices not in line with those of the SE domain, hence the reported discrepancies which very often lead to project failure. Thus to improve the companies' competitiveness when developing new products, cooperation between processes related to system development and Project Management (PM) is key to getting performance and success. This paper presents arguments which tend to support this theory and introduces an ongoing project of method and tool that aim at integrating both domains.
Managing Information Technology Systems Acquisition Projects
The management of information technology projects can be viewed under many dimensions and conceptions. Generic project management, by managing time, money and deliverables is not enough to manage an information technology project. Technical people and technology suppliers in general, tend to consider as project management the effort to manage the project implementation process. On the other hand, non-technical people view project management as a process that if successfully applied, will control the project to the planed technical and financial estimates and agreements. This paper aims to identify these two prime differences on the definition of information technology project management and create a methodological framework for managing information technology projects primarily from the user (customer) perspective, which includes and requires systems development expertise.

Before Information Systems are developed, they must have undergone a process called Systems Development Life Cycle (SDLC) using appropriate methodology. The SDLC consists of phases varying from author to author. However, an information systems project can only be successful with intense interaction amongst project manager, systems analyst, system designers and the end users. Viewed from the project manager's perspective, the SDLC lacks the essence of project management activities. Similarly, end users involvement is not clearly specified. The main aim of this paper is to propose a framework for information systems management and development process which accommodates the views of the different participants. Furthermore, the paper sharpens the concept of conventional SDLC, on the basis of the proposed framework. In addition, tools and methods that are appropriate for the implementation of the framework are herein discussed.
This paper develops the spring model as a new information technology (IT) system development methodology to combine software engineering stages and project management factors. Spring model conducted time line control mechanism, progress measuring as well as the conventional IT system development tasks. The new integrated approach enables the developers to control time, budget, and other vital assets during engineering process. Spring methodology improves the existing IT system development methodologies using the results of a comprehensive literature review about the lack of project management tools in current IT system development methodologies. The new proposed methodology supports requirements of project control process (PCP) and project life cycle (PLC). Besides new methods, spring model utilizes some of the current useful features of popular lifecycle methodologies. Therefore, the new methodology is easy to use and has the capability to apply to any type of IT systems including IT business application, system software, and even embedded systems. In the suggested spring methodology, the Percent Complete Rules axis with IT governance criteria, technical aspect, and managerial aspects are three pillars that provide a powerful approach for system development process. Finally, the Spring Methodology enables engineers and managers to work together in an integrated professional environment with different perspectives to control the development progress from their particular criteria.
A Methodology for Managing Large-Scale IT Projects (006)

This paper presents a project management methodology - developed part of an engineering doctorate research at Warwick University - for managing large scale IT projects with a focus on national ID programmes. The methodology was mainly tested in the United Arab Emirates (UAE) and was followed in three GCC countries. The research demonstrated that by following a formal structured methodology, governments will have better visibility and control over such programmes. The implementation revealed that the phases and processes of the proposed methodology supported the overall management, planning, control over the project activities, promoted effective communication, improved scope and risk management, and ensured quality deliverables.
Project Management Processes – Impact on the Success of Information Systems Projects

Purpose: Few studies in the literature address the success of enterprise Information Systems (IS) projects, namely focusing on how success is influenced by project management practices. This research studied the impact of ISO 21500/PMBOK processes on the success of IS projects, aiming to contribute to a better understanding of management practices importance in the context of this type of projects. Design/methodology/approach: An international survey was used to collect data, which was analysed using descriptive and inferential statistics. Findings: The results show higher levels of success than usually reported in the literature. Furthermore, this research shows that overall success is strongly influenced by ISO/PMBOK project management processes, thus reinforcing the relevance of competent project management to improve the results of IS projects.
