Innovation in technology is occurring at rapid pace thus shrinking the distances and making information and knowledge more than ever accessible to everyone irrespective of where the person resides. This paper consists of four main articles. The first one deals with technological trends. The second one focuses on the deployment and use of open and distance education mode in rural areas by documenting initiatives that embrace information and communication technologies (ICTs). Due to challenges faced in rural areas only a few success stories/cases currently exist and some of these are cited in this article. Challenges for successful planning of open and distance learning (ODL) in a technology enhanced environment : a template analysis

How to plan an open and distance learning (ODL) unit in higher education is not clearly described in the literature. A number of ODL facilities at residential universities have not been successful because of a lack of planning or because of failure to ensure that all the different systems for ODL delivery were in place and functioning. This paper sheds light on how to plan strategically and how to implement an ODL unit at an existing university. A template analysis was used to construct a road map for ODL planners. We used this analytical tool to organise data from a large collection of articles, books, and documents from 1980-2010. We purposefully chose template analysis as a document analysis process to foster the recurring themes found in published articles on planning and implementing ODL facilities in higher education. The results indicate four main strategies for successful implementation of an ODL unit. The template consists of strategic planning, policies, systems, and challenges. It was concluded that the template for ODL planning offers new insight into distance education. It could be used as a foundation for ODL planning, implementation, monitoring, and evaluation. We recommend further research on the template with the aim of theory construction for ODL planning and implementation.

Enhancing the effectiveness of open and distance learning in higher education: Harnessing the opportunities presented by the fourth industrial revolution

The push for innovative and more efficient ways of accessing knowledge have become a hallmark of the Fourth Industrial Revolution. Higher education institutions, whose mandates require them to provide all sectors with skilled innovators and winning strategies, are expected to be abreast with market expectations, but to also lead as innovators in the Web 3.0 migrations. The material for the effective design, testing and production of innovations is moulded in the collaborative learner-and-educator interface that takes place in HEIs. As HEIs harness and innovate educational technologies in their own adjustments to remain relevant, a rethink is also necessary on how to manage the sizeable component of the student body which is not as regularly in class, but pursues tertiary programmes through open and distance education. This reflexive and desktop research unpacks the current open and distance learning (ODL) experiences, as well as the opportunities presented by the 4IR, which include the development of multiple teaching and learning delivery methods. We particularly argue that harnessing the opportunities presented by the 4IR requires a sustainable and enabling environment buttressed by effective governance frameworks and policy procedures. We caution that the transition is not an overnight quick fix, but it requires collaboration among academics, policy makers, civil society and the information technology trendsetters. As part of our recommendations, we argue that to integrate the characteristics of the 4IR into higher education, there is need for effective training strategies targeted at faculty members, to ensure that no member is left behind. We argue for the development of non-traditional curricula which require learning models with more personalised learning approaches particularly designed for the distance education student. We end by recommending theoretical and practical solutions for open and distance learning which articulate didactics for the digital epoch.
