This work presents a model to evaluate the Distribution System Dynamic De-adaptation respecting its planning for a given period of Tariff Control. The starting point for modeling is brought about by the results from a multi-criteria method based on Fuzzy Dynamic Programming and on Analytic Hierarchy Processes applied in a mid/short-term horizon (stage 1). Then, the decision-making activities using the Hierarchy Analytical Processes will allow defining, for a Control of System De-adaptation (stage 2), a Vector to evaluate the System Dynamic Adaptation. It is directly associated to an eventual series of inbalances that take place during its evolution.
Fuzzy models used for long term distribution planning under uncertainty

In the paper a long-term planning method based on evolutionary algorithms devised by the Authors is explained with special emphasis on calculations and decision making using fuzzy numbers. The proposed methods can cope with important features such as uncertainty in loads, tentative distributed generation, reliability parameters (e.g. mean time to switch, mean time to repair, expected frequency of failures) and changes in prices and costs. The search for the optimal solution is aimed at robust decisions, or in other words, the solution is expected not only to be economical and technically desirable, but also to perform well in any plausible future or, at least, to be sufficiently flexible when facing any unpredictable future. The major advantage of using fuzzy sets instead of a scenario approach is that fuzzy sets take care of an infinite number of demand and generation scenarios in a holistic way. The model and evolutionary algorithms have been applied intensively to real life power distribution systems showing its potential applicability to large scale systems.
Impact on some planning decisions from a fuzzy modelling of power systems

In this paper, system component reinforcements are analyzed from the perspective of their impact in increasing flexibility in system design. The proposed framework integrates a fuzzy optimal power flow model through which one can derive, as a function of load uncertainties, possibility distributions for generation, power flows and power not supplied. Exposure and robustness indices, based on risk analysis concepts, are defined. These indices can be used to rank the expansion alternatives, giving the planner insight to system behavior in face of adverse futures. Their use in conjunction with investment assessments is proposed as a necessary step in a decision making methodology.
Electric distribution systems planning with fuzzy loads

Distribution systems planning heavily depends on the predicted future consumptions in the service area. When statistical data exist about past consumptions, probabilistie forecasting methods may be applied, and expected cost/benefit and risk analysis are used to decide between different solutions. In most eases, however, this strategy is not applicable, due mainly to the lack of significant data (new developing areas, rapidly changing situations) and uncertainty of economic and social factors. In the latter case, the use of fuzzy models is an interesting alternative, accommodating expert planner's qualitative judgments about future loads and allowing us to use 'typical' load diagrams in new areas. The paper discusses the main concepts of electric distribution system planning when loads are fuzzy modeled, and presents an illustrative application example.
Management of the Distribution Network Restructuring Considering Uncertainty and Fuzzy Interaction

Özet. Bu makale, güç kaybını minimize etmeye ulaşmayı, minimum voltaj sapmalarını ve dağıtılmış jeneratörlerde dairesel dağılım ağlarının denge faktörünü daha iyi yüklemeyi hedefleyen MPSO algoritmasına dayalı yeniden yapılandırma tekniğini önermektedir. A 33-bus sistemi konfigürasyonu optimize etmek ve DG üniteleri ile dağıtım sistemlerinin optimal değişim faaliyetlerini çözmek için sunulan tekniğin etkinliğini ispatlamak için seçilmiştir. Simülasyon sonuçları göstermiştir ki düşük sistem kaybı ve daha iyi yükleme dengesine DGsiz sistemler karşılaştırıldığında DGli sistemlerde ulaşılacaktır. Buna ek olarak, simülasyon sonuçları önerilen metodun başarısını onaylamaktadır ve kayıpları azaltma ve sistem performansını artırmada kayda değer etkisini göstermektedir.
Fuzzy Models as Decision-Support Applications of Electrical Energy Tariffing
The paper is a decision – support application which design and use two fuzzy models to estimation an electrical energy tariff, as it to be sell at consumers. The fuzzy tariff estimation model integrate not only the S.C Electrica S.A. rate position, but and some constraints/ compulsions of National Authority of Settlements from Energy (NASE), beginning with 1999, in this transition period from Romania. The paper not refer to a price concrete case (internal tariff used in certain year, production price, transport price, distribution price, spot price, or an external price to be sold electrical energy – EE, etc). The paper shows how, by changing the parameters of S.C Electrica S.A and NASE, it is possible to can perform sensitivity tests on the tariff function model until we obtain an acceptable price. Much more: the two fuzzy models use different rules (conservative and aggressive, with hedge operators, respectively) for pricing. Finally, the paper not finished all fuzzy possibilities...

This paper presents a new comprehensive methodology based on genetic algorithms and fuzzy sets concepts for multistage electric distribution network planning. The model presented is an extension of previous deterministic developed models, taking in account several aspects usually neglected in other approaches like, for example, multiple criteria and a thorough representation of uncertainties. New concepts are developed, such as the tree of fuzzy futures, fuzzy inadequacy and solution robustness. Decisions are taken from a multicriteria approach and under risk analysis policies, namely by minimizing possible future regrets. The merits of the approach are discussed by analyzing its application to a study based on a real case, in a Portuguese utility EN, SA.
Integrated energy distribution system planning: a multi-criteria approach
This paper presents a decision support framework for expansion of local energy distribution systems. We focus on a complex decision environment, where the planners of the local electricity distribution system take into consideration the competition between different energy carriers in covering the total energy de-mand. At the same time, a number of criteria must be taken into account in the assessment of investment alterna-tives. By combining a linear optimisation model for the operation of the energy system with a preference model based on multi-attribute utility theory, we develop an integrated planning framework. In a pilot case study we test the framework on a problem with realistic data from a suburb in Norway. We interview five persons with back-ground from energy research and industry. Their prefer-ences are used to rank the potential expansion alternatives. The results and experiences from the case study are duly discussed.
Remuneration of Distribution Networks using a Fuzzy Multicriteria Planning Algorithm

In this paper, the remuneration of fixed costs of distribution networks with distributed generation is evaluated by means of an efficient planning strategy that includes the concept of fuzzy robustness of a given solution plan. As a key contribution, it is included the possibility of choice among different conductor sizes. In order to assess the fixed costs to be remunerated at long term, a single-stage multicriteria planning problem is solved using three different criteria: initial investment cost, power losses cost and reliability cost. Pareto or efficient plans are identified using the ε-constraint method jointly with a large-scale commercial package able to deal with Mixed-Integer Linear Programming (MILP). Uncertainty associated to load demand and power injections of distributed resources are integrated using a fuzzy power flow in order to obtain the robustness indexes of each Pareto solution. The annualized fixed charge rate (AFCR) associated to new and existing distribution lines at given voltage level is assessed through a with-without analysis permitting to compute the Annual Avoided Charge Rate (AACR). When avoided or deferral investments are verified, the benefits of DG connection can be transferred to consumers as reduction in base rate and to generators as localization incentive. 1
Assessment of energy supply security using an analytic hierarchy process based approach

In this paper, we are interested in analyzing the energy supply security using one or several indicators to measure the extent of the energy security for different countries. Given that each parameter can’t give a clear idea about the energy supply risks, a composite indicator must be developped to summarize the information, to benchmark the countries and to monitor the efforts made to improve the security of supply. At this regard, based on analytic hierarchy process (AHP) method, we determine first the weight of a three considred parameters which reflect the supply situation in a general way. Then, we proposed a new linear composite indicator that mesures energy supply security taking into consideration the above-mentioned parameters. Afterwards, in order to verify the representativeness of this index, we calculate the new indicator for five energy supply situations and we test its sensitivity to each component.
