Abstract
Design of satellite constellations providing partial coverage of certain ground regions is becoming more important as small low-attitude satellites receive increased attention. The purpose of this study is to develop the procedures necessary for deriving the best constellations for partial coverage. This paper analyzes circular orbit constellations and shows that repeating ground-track orbits yield beter results than nonrepeating ground track
