Após vinte anos do SUS, a desigualdade nas condições de saúde da população permanece como uma realidade, impondo aos movimentos sociais que exercem o controle social sobre a saúde uma contínua luta. Nesse embate, o acúmulo de força política está relacionado ao aumento da capacidade de apropriação de conhecimento e informação. Conhecer dimensões da desigualdade na inclusão digital de conselheiros de saúde (CS) de diferentes regiões do país é o objetivo desse trabalho. O método adotado foi a pesquisa qualitativa, por meio da técnica de grupos focais com CS representantes dos gestores, dos prestadores, dos trabalhadores e dos usuários, atuantes na esfera nacional, estadual ou municipal. Foram trabalhadas quatro dimensões, abrangendo: o hábito de leitura e de redigir textos; o uso da Internet; o uso de indicadores de saúde e o papel da informação na relação Conselho-Estado-Sociedade. La brecha digital en Brasil y la accesibilidad como derecho fundamental

La investigación analiza el problema de la desigualdad digital en Brasil. Nos basamos en indicadores oficiales, además de la literatura sobre el tema. Sostenemos que abordar la brecha digital solo con datos generales puede dar lugar a conclusiones genéricas y, en consecuencia, propuestas ineficaces. Proponemos que las particularidades de los individuos, junto con su lugar de residencia, tienen un impacto significativo en la identificación de la desigualdad. Recopilamos investigaciones sobre accesibilidad digital y exclusión social. Los resultados demuestran el aumento del acceso a las tecnologías de la información en Brasil hasta 2018. Sin embargo, hemos identificado un acceso digital desigual. El artículo concluye que la accesibilidad digital debe entenderse como un derecho fundamental en Brasil para exigir políticas públicas específicas para revertir la situación.
Digital Brazil: Open-Source Nation and the Meta-Recycling of Knowledge

This article traces the evolution of the policies implemented by the Brazilian state, aimed at both the adoption of a distinctive national and international stance vis-à-vis the the global networked economy, and the "digital inclusion" of the majority of Brazil's populace. In particular, with regard to the adoption of open-source, or FOSS systems, as a lynch-pin of Brazil's leadership role both within increasing regional integration within the Latin American nations, and the various blocs and alliances which comprise the "Global South". Domestically, the implementation of FOSS systems has symbolised the nation's attempt to assert national sovereignty over social and economic infrastructures; to attain a distinctive model of technological autonomy and development; and as a core principle in domestic strategies to combat digital inclusion. The second part of the article treats the synergy that has developed between the technological infrastructure provided by the Brazilian state, and the methodologies developed for using this infrastructure by representatives of community initiatives and NGOs within Brazil's civil society. The particular example given here is the praxis known as Metareciclagem, a method of recycling computer hardware for the benefit of social inclusion and grassroots cultural projects. The article concludes by describing the adoption of Metareciclagem as a point of reference for the elaboration and implementation of other forms of cultural and pedagogical practice in Brazil, signalling new directions in the concept of digital inclusion, and an example of Brazil's unique praxis within the global knowledge economy.
Digital natives in Brazil and their behavior in front of the screens
This paper is dedicated to the study of internet, cell phones, videogames and television in relation to its uses, valuations and appropriations by children and young Brazilian people in their social interaction environments in the age of digital screens. The study is done based on wide collection of quantitative data organized in four analysis axes, from where the investigation of this so-called interactive generation brings contributions beyond the understanding of emergent digital literacies and reveals traces of a contemporaneity of convergence, in which the construction of knowledge and the playful of entertainment are in constant synergy.
