This article attempts to find answers to questions of current significance: How concentrated is Ukraine’s banking system from the viewpoint of the world’s best regulatory practices and in comparison with other countries? What has been the driving force behind the growing concentration in recent years and does this process pose a threat to competition in the banking system? What effect would mergers and acquisitions in the banking sector have on the concentration of the banking system? And finally, do public authorities have to stimulate consolidation in the banking system or, on the contrary, restrain potential bank mergers and acquisitions? Issues in Consolidation and Competition: Case of Polish Banking Sector
The focus of the paper is to examine the extent and nature of the process of consolidation in Polish Banking Sector and its impact on efficiency and competition. The paper is organised into the following sections. After the introduction, the second section deals with the social role of the banks. Section three briefly sets out the theoretical underpinnings of the banking consolidation process. It also spells out the motives and factors driving mergers and acquisitions (M&As) and the various methods of consolidation. Trends in M&A activity and the progress in banking consolidation in Poland are detailed in next section. The impact of the consolidation process on competition in the Polish banking sector and efficiency of the merged entities is analysed in section five. The final section briefly sets out the conclusions.

WORLDWIDE CONCENTRATION IN THE BANKING SECTOR CAUSES AND POTENTIAL EFFECTS
RESUMO Nos anos 90, vários fatores afetaram a estrutura e o padrão de concorrência do mercado bancário, diluindo barreiras representadas pelas nações. Em primeiro plano, encontram-se medidas de liberalização e desregulamentação. Em segundo, tem-se o progresso tanto na tecnologia de processamento de dados quanto nas técnicas de administração de riscos. Desencadeou-se um processo de consolidação do setor, com a constituição de grandes grupos provedores de amplo leque de produtos, o que, em muitos países, convergiu para a desnacionalização bancária. É possível uma série de efeitos positivos e negativos, seja para os demandantes de serviços financeiros, seja para as economias como um todo, impondo às autoridades responsáveis novos desafios para combinar pressão concorrencial com estabilidade sistêmica.
Market concentration in the banking sector: Evidence from Serbia

The aim of this paper is to research the level and development of market concentration in the banking sector in Serbia. In the first chapter, the authors presented different concentration theories from economic literature and explained the possible impact of high concentration on various economic parameters. The second chapter provides information on methodology and different indicators used in order to measure the level of market concentration in the banking sector in Serbia. Empirical results of the analysis are presented in the third chapter of the paper and they include concentration of assets, capital, loans, deposits, interest income and net profit (loss) before tax, as well as comparative analysis with Central, Eastern and South European countries. Finally, the last chapter summarizes key messages of the paper.

The increase in the concentration of the banking industry across European Union countries during the last fifteen years can be explained in terms of: a) global factors, like the comprehensive adoption of technological innovations, the intensification of competition that has resulted from the deregulation of the financial sector and, more recently, as a consequence of the government interventions and forced acquisitions prompted by the 2007-2009 financial crisis; and, b) factors that have been specific to the E.U., in particular, the structural changes that took place in the region as a result of the creation of the Single Financial Market (1993) and the introduction of the euro (1999). The control of the banking sector concentration in Poland-legal and economic aspects. Selected issues The paper aims to analyse selected legal and economic issues connected with control of concentration in the banking sector in Poland. The antitrust law aims to counteract the monopolisation of the market. Undertakings, including banks, can take actions which lead to mergers or takeovers which can strengthen the market power of some of them. The antitrust authority has normative instruments to influence the market in order to counteract its monopolisation. These instruments usually concern control of the concentration of companies (also banks). In Poland, the antitrust authorities (the President of the Office of Competition and Consumer Protection-UOKiK) also have a legal instrument which can counteract the anticompetitive actions of banks. Because of the specific features of the financial market and financial services, general characteristics of these issues are presented in the paper. Moreover, the methods of measurement and aims of control of concentration are analysed. The main legal instrument of limiting the concentration is connected with an administrative procedure. Therefore, general provisions of these procedures are also shown in the paper. To illustrate the above-mentioned theoretical issues the statistical data concerning the level of concentration in the Polish banking sector is also analysed.
