The evolution of regional entrepreneurship policies: “no one size fits all”

In the last two decades, entrepreneurship policies have gone through a radical transformation in many parts of the world. New theoretical and empirical approaches have helped to identify better the drivers of entrepreneurial creation, the main actors in the process, and the significant contribution of entrepreneurship to socio-economic prosperity. One of the main conclusions of these new theoretical and empirical approaches is that the drivers and outcomes of entrepreneurship are heavily shaped by place. There is no single ideal entrepreneurship policy formula because entrepreneurial mechanisms take a different form depending on different places. PATTERNS OF PROMISING ENTREPRENEURIAL ACTIVITY IN EUROPEAN REGIONS

There is much attention for the role of entrepreneurship in enhancing regional or national growth. However, an absence of empirical entrepreneurship studies (i) including both national and regional measures of entrepreneurship and (ii) acknowledging the variation in types of entrepreneurship causes a gap in understanding the determinants and consequences of entrepreneurial behaviour and the actual spatial level involved. In this contribution we provide a first step towards bridging this gap. We use a large database from the Global Entrepreneurship Monitor (GEM) to create several indicators on regional, early-stage entrepreneurial activity and map these for 125 regions in Europe. Our preliminary results confirm the importance of making a distinction between low and high ambition entrepreneurship. We find, however, that regional variation in high ambition earlystage entrepreneurial activity is less pronounced as compared to overall early-stage entrepreneurial activity. This suggests that national forces are more important to growth and innovation aspirations than to general early stage entrepreneurship.

Entrepreneurial initiatives and actions are considered main triggers of economic and social development as well as important factors in order to achieve more cohesion among various countries and regions within the European Union. The main goal of the present paper consists in analyzing the scientific literature on entrepreneurship and its influences on regional development. In the first section of the paper the concepts of entrepreneurship and regional development are broken down from the perspective of various researchers. Next the link between entrepreneurship and regional development is established and it is analyzed how the two terms are interconnected: entrepreneurship might have a positive contribution to the development of a region and in the same time some regions are more attractive for entrepreneurs than others. The subject of the article was derived from the learning region theory. The assumption was made that through cooperation of various entities conditions are created conducive to the development of knowledge, entrepreneurship and innovation in regions. The objective is to present the issues of entrepreneurship and innovation as the endogenous factors of regional development in the Podkarpackie region. Empirical conclusions presented in this article come from the research conducted back in 2010-2016. The study is based on the data drawn from CATI carried out among SMEs and qualitative in-depth interviews with "innovation leaders". The results show an important element in the incompatibility between SMEs' investment strategies and the institutional environments that should support SMEs in action and planning. There is an incompatibility between the statistical and the empirical approaches to innovation. Based on the results of the empirical research, we conclude that regional policy, concentrated on only the statistical approach to the subject of entrepreneurship and innovation, is doomed to failure. It should include an empirical (qualitative) approach and the regional specificity, especially within peripheral regions.
