This study aims to develop an understanding of local politics and planning within the context of the interplay of global-local forces. It focuses on the actors and the decision-making processes in Istanbul, using the development of the Koc University campus as an illustration. In doing this, globalisation is shown to contain plural processes with many possible scenarios and local interests are seen to have an important role. In this context, globalisation, either as a concept or reality, was found to be too broad and vague to provide an immediate basis for analysis. Thus, it was necessary to deconstruct it. Discussions on globalisation in this study aim to contribute to the methodology of globalisation studies as well as creating a usable framework for analysing the case study. Although there are many elements that shape cities, universities have been first among these elements in recent years. The main purpose of the universities, which are central to the societal progress, is to conduct scientific research, generate knowledge, combine cultures and provide necessary professional skills. In addition to these objectives, it is expected that the universities in Turkey would also contribute to their host cities in many ways. Today, each Anatolian city has at least one university. This study aims to question the role and responsibilities of the universities in the transformation of Anatolian cities in Turkey. Therefore, the demographical, economical, geographical, industrial, societal and cultural effects of universities on their cities will be discussed in the framework of Turkey. As the results of the study: i) Universities are expected to play a substantial role as an urban development agent especially in terms of demography and economy, ii) The effects of the universities in the cities are felt more in the undeveloped cities than in the developed ones, iii) Universities also affect their cities in terms of the employment structure, housing, health facilities, physical infrastructure, quality of life, societal and cultural structure.
Like many other countries around the world, Turkey has faced several challenges in expanding higher education (HE) opportunities to masses. Trying to meet the ever-growing demand for HE, Turkey has implemented a bold expansion plan by establishing 51 public universities (PUs) after 2006, mostly in less-developed regions of the country. This study aims to reveal the challenges of establishing new PUs and to shed light on how these challenges might be overcome. Based on interviews with 12 rectors who have served at the recently established PUs in Turkey, the findings of this study have revealed various academic and non-academic challenges. The findings have significant implications for developing new policies, especially for developing a new growth and quality strategy for HE not only in Turkey, but also in other countries that face similar expansion-related challenges. Özet Diğer birçok ülke gibi Türkiye de, yükseköğretim imkânlarını kitlelere eriştirmeye çalışırken çeşitli zorluklar yaşamaktadır. Yükseköğretime yönelik sürekli artan talebi karşılamaya dönük olarak, Türkiye, 2006 yılından sonra, çoğunluğu ülkenin az gelişmiş yörelerinde olmak üzere 51 yeni devlet üniversitesi kurmak gibi kayda değer bir genişleme planını hayata geçirmiştir. Bu çalışma, yeni devlet üniversitesi kurmanın zorluklarını açığa çıkarmayı ve bu zorlukların nasıl aşılabileceğine ışık tutmayı amaçlamaktadır. Yeni kurulan devlet üniversitelerinde rektörlük yapmış 12 kişiyle derinlemesine görüşmelere dayalı olan bu çalışmanın bulguları, çeşitli akademik ve akademik-olmayan zorlukları açığa çıkarmıştır. Çalışmanın bulguları, yeni politikalar geliştirme açısından ve özellikle de hem Türkiye için hem de yükseköğretimde hızlı büyümeye bağlı olarak benzer zorlukları yaşayan diğer ülkeler için yeni bir büyüme ve kalite stratejisi geliştirme açısından önemli sonuçlar barındırmaktadır.

During the restructuring of the higher education systems of the world and Turkey by the neoliberal education policies, the significance of developing a critical social opposition for the universities as institutions embodied the universal social values are autonomous, democratic and in public nature grows progressively. One of the bases for the development of such an opposition is to construct a conceptual and theoretical ground that is alternative to neoliberal discourse and analyze the transformation in higher education field on this ground. This paper discusses the present structure of Turkey’s higher education and its direction of change in defense of university autonomy by the use of the method of public policy analysis.
