the Role of Regional and local authoRities in eu… development policies in the peRspective of the committee of the Regions. multi-level goveRnance Revisited in the times of cRisis Summary: Regional and local authorities today face a twofold challenge of delivering locally responsive policies in accordance with EU development goals. For this reason they need to align their development strategies with European guidelines. This paper determines the drivers and hindering factors behind the effective involvement of local and regional authorities in drafting and implementing EU policies with territorial impact. It evaluates several examples of multi-level governance operating in the institutional context of the EU and identifies its most important weaknesses such as lack of regional administrative capacities; insufficient Europeanization of subnational elites and inadequate communication between EU, national and regional levels.

The administration of regional planning has been strongly influenced by the European integration. The allocation of the European Structural and Investment Funds was a major task of the recipients. The integration of the Central and East European countries into the European Union creates a radically and qualitatively new geopolitical situation on the European continent that, in i ts turn, requires some thorough going and structural changes from the EU part as to development of international relations in their new form in the countries of the European Union and non-member states. In order to apply the regional development strategy, eight development regions were set up, spreading throughout the whole territory of Romania. With the process of EU integration at hand, cross-border cooperation has become a top priority in East -Central Europe.

The principles of the regional development policy at European level were taken into consideration even since 1957 with signing up the Treaty establishing the Economic European Community that stipulates that the Community mission is, among others, to promote throughout the Community a harmonious, balanced and sustainable development of the economic activities, a high labour and social protection, increase of the living standard, economic and social cohesion and solidarity among the Member States.
Regionalization in Europe and Its Reflections on Turkey: Experiencing Regional Development Agencies

Regionalization in Europe implies a process through which coherent development and integration of the Union in economic and social areas is ensured, and employment and development problems caused by income distribution differences between regions are overcome. Interregional socioeconomic differences in Turkey are more noticeable in Turkey compared to EU member states; for this reason, greater importance has to be attached to regional policy in Turkey. Regional Development Agencies (BKAs) were introduced in 2005, and since then there has been intensive debate on their functions and the goals they serve. Having won a twoyear-long juridical struggle, which involved Council of State and Constitutional Court, BKAs provide an opportunity for better integration and elimination of regional development differences, which is an important element of regionalization policies of the Union.

The contemporary socio-economic development process shows tendencies towards growing divergence. At the same time the limited effectiveness of present activities of regional policy is emphasized as well as the existence of barriers to achieve the differences in the level and standard of life socially accepted. External determinants of the development process, specific in various parts of the world including Western and East-Central Europe, are linked with long-term changes in economic systems (Naisbitt, 1982; Naisbitt, Naisbitt, 2016; Horváth, 2015; Salamin, 2016). The current state of these changes results from the transformation creating postmodern conditions for economic activity, characteristic of the present stage in the development of cognitive capitalism (Harvey, 1990; Boutang, 2012). They are strengthened by globalization manifested increasingly with advancing economic integration (Huwart, Verdier, 2013). In these difficult conditions, shaped by identified megatrends, a real challenge is a successful influence on regional development factors, which effectively tend to optimize the conditions of leading economic processes and consequently to improve the level of life (The Future of Cohesion Policy…, 2015; White Paper…, 2017; Seventh Report…, 2017; Schneider, 2017). This is so because these factors change the range, interpretation and mechanism of the interaction, and significantly differ in space, which leads to their redefinition. The analysis aims to determine the direction and range of the redefinition of development factors of the regions of the EU member states and to identify their current spatial differences. The research involves three stages. The first stage presents the results of the arrangements organizing the direction and range of the influence of contemporary megatrends in socio-economic development on the changes in regional development factors. The second stage involves an analysis and typology of differences in the level and dynamics of the development of the EU member states and their regions. The third stage of the analysis concerns the identification of differences in the factors of regional development in the set of all the investigated regions and in their sub-set representing the development types identified. This research also includes the organization of the obtained pattern of regional development factors in the three categories of cohesion: economic, social and territorial. This analysis seeks to identify the factors which significantly shape changes and the present state of regional socio-economic differences in Europe and their specific features in the pattern of regions: more developed – transitory – less developed.
