Spatial decision making problems are multi-facetted challenges. Not only they often involve numerous technical requirements, but may also contain economic, social, environmental and political dimensions that may have conflicting values. Solutions for these problems involve highly complex spatial data analysis processes and frequently require advanced means to address physical suitability conditions while considering the multiple socio-economic variables. Geographic Information Systems (GIS) and Multicriteria Decision Making (MCDM) techniques are the most common tools employed to solve these problems, each of these tools has its own shortcoming and could not be used alone to reach an optimum solution. The need for combining the strengths of these techniques has prompted researchers to seek integration of GIS and MCDM. Most GIS software packages do not support MCDM such as ArcGIS ® which is a great tool for handling spatial analysis. However, it has limited capabilities of handling multicriteria decision problems. In the same time, decision makers need intelligent guidance for selecting a suitable MCDM technique for their decision situation because different MCDM techniques suit different kinds of decision situation. In this study, an intelligent ArcGIS extension (MCDM Analyst) is developed to enhance ArcGIS decision making capabilities and to help the GIS analysts to select and implement the suitable MCDM techniques for their problems. The component object model (COM) technology is used in designing and integrating this extension with ArcGIS to achieve software interoperability. A typical case study is presented to demonstrate the application of this extension.

Understanding the dynamics of floods in dry environments and predicting an accurate flood hazard map considering multiple standards and conflicting objectives is of great political and planning importance in the Kingdom of Saudi Arabia’s vision for the year 2030, in order to reduce losses in lives, property, and infrastructure. The objectives of this study are (1) to develop a flood vulnerability map identifying flood-prone areas along the Al-Shamal train railway pathway; (2) to forecast the vulnerability of urban areas, agricultural land, and infrastructure to possible future floods hazard; and (3) to introduce strategic solutions and recommendations to mitigate and protect such areas from the negative impacts of floods. A New Approach To Multi-Criteria Decision Making in Water Resources
Spatial comparison of floodplain management alternatives in a raster GIS environment is conceptualized as a multi criteria decision making problem. A spatial MCDM technique is developed by combining the conventional Compromise Programming technique with GIS technology. This new technique is referred to herein as Spatial Compromise Programming (SCP). The main contribution of the proposed technique is its ability to address uneven spatial distribution of criteria values in the evaluation and ranking of alternatives. SCP is used to determine the best alternative for each geographic location within the region of interest. The analysis of floodplain management strategies for the Red River Valley region is chosen as a case study to illustrate application of the Spatial Compromise Programming technique.

Recently, the popularity of anaerobic digestion (AD) has been increasing, and selecting a site for AD is a complex process for both individuals and decision-makers. This process requires the selected site to fulfill all regulation requirements, simultaneously reducing environmental, sociocultural, technical, political, economic, and public health costs. A geographic-information-system-based multi-criteria decision analysis (GIS-MCDA) is presented in this study to evaluate and examine the suitability of the study area in order to propose a suitable site for an AD facility in Oita City, Japan. Multi-criteria evaluation (MCE) was used to standardize the map layers into fuzzy membership functions. The proximity variables were classified into seven factors and three constraint groups, specifically, environmental, sociocultural, and technical/economic criteria. The proximity and criteria maps were combined using weighted linear combination (WLC) techniques, and the resulting suitability map was evaluated on a grading scale of 0-255 B. The analytical hierarchy process (AHP) ranking analysis indicated that an area of about 13.36 km 2 from the entire study area is the most suitable and that the remaining two options are still suitable for the intended purpose, but the entire decision will be entrusted to the decision-makers' judgment.
Environmental risk management with the use of multi-criteria spatial decision support system DECERNS

Environmental risk-based land management requires implementation of tools for spatial information analysis, problemoriented models for assessment of risk values, and corresponding methods for decision-making support. A new framework DECERNS (Decision Evaluation in Complex Risk Network Systems) has been developed to address this class of problems. DECERNS is a web-based spatial decision support system (WebSDSS) for multi-criteria analysis of a wide range of spatially-distributed alternatives, including land-use planning and management. It integrates basic and advanced GIS functions with several Multi-Criteria Decision Analysis (MCDA) methods and tools. One of the features of the DECERNS WebSDSS is a capability to incorporate various generic and site-specific models for risk analysis and assessment of other decision criteria which are considered within a multi-criteria problem. This paper provides an overview of methods and tools used in DECERNS, emphasizing the integration of models into the WebSDSS. Application of DECERNS for a case study on multi-criteria risk management for 137 Cs contaminated land resulting from Chernobyl is presented.
GIS‐based multicriteria decision analysis: a survey of the literature

The integration of GIS and multicriteria decision analysis has attracted significant interest over the last 15 years or so. This paper surveys the GISbased multicriteria decision analysis (GIS-MCDA) approaches using a literature review and classification of articles from 1990 to 2004. An electronic search indicated that over 300 articles appeared in refereed journals. The paper provides taxonomy of those articles and identifies trends and developments in GIS-MCDA.

Multi-Criteria Decision Making for the Assessment of Coastal Flood Vulnerability
In the last two decades, the population and economic growth of Caraguatatuba have been expressive in the Northeastern Coastline of São Paulo, especially in the Juqueriquere Watershed, which represents the major non-occupied plain of the region. However, there is a high rainfall at the site, which is also influenced by tidal effects, making it vulnerable to coastal floods. The main purpose of this study is to evaluate the watershed vulnerability to floods in a future scenario, by the use of Multi-Criteria Decision Making. The Compromise Programming method was used to analyze the eleven subbasins, according to the following criteria: distance from the coastline; slope; equivalent length; percentage of vegetative land cover in preservation areas surrounding rivers; altimetric level of the subbasin downstream; and, average CN (Curve Number) parameter increment, comparing the current and future scenarios. The CN parameter was achieved by the analysis of each subbasin soil hydrologic group and land use and cover. The current land use and cover map was obtained by the classification of satellite images and the future one, according to the zoning proposed by the City Master Plan. The results showed that due to the mild slope, closeness to the coastline and higher CN increment, the subbasins located on the plain mostly contributed to the increase of flood vulnerability.
Multicriteria decision aid approach with GIS technologies for the site selection problem
Geographic Information Systems (G.I.S.) has long been used for decision support, mainly utilizing their map design, comparison and analysis of spatial data capabilities. Also, effort had been done toward integrating GIS and Multi-criteria Decision Aid (MCDA) methodological approach (Jankowski,1995). Their main issue was to improve the decision-making procedure through IT tools, data analysis techniques and models, so as to provide a user-friendly information processing system.
