Abstract

The effort to develop cyber security capabilities has revealed a gap in the government’s National Security Policy 2011 – 2016 since it does not provide any general direction on how cyber threats will be addressed and does not set any objectives that relate to cyber security. This gap is crucial because it indicates that cyber security was not a key priority of the government despite the increasing pattern of cyberattacks in the region.
