Problems and prospects of public libraries: A Case- study under Chhaygaon Development Block

This paper is an attempt to depict the picture of public libraries under chhaygaon development block area. In spite of bright educational past as well as public library history of the area the present scenario of the public libraries as it exists today is not satisfactory. Of course, the scenario of the study area somehow represents the total picture of the rural libraries of Assam. The fact is that, the public libraries in the state are surviving without library legislation. Library legislation is the way of financial support to the public libraries. It is an instrument for the development of libraries in a planned manner to ensure establishment, development, and maintenance in a uniform pattern. Though 19 states so far enacted in library legislation in India, no library legislation has been enacted yet in Assam. As such, the budget is dependent upon the consideration of the Government year by year. The public libraries under the study area are suffering from this problem very much. Of course, besides financial problem the public libraries of the area are also suffering from many other burning problems which are also another significant causes for the limiting the growth and development of libraries in chhaygaon development block area. The study was made to find out these causes and drawbacks and forward probable solutions for the public libraries of the study area from where the author is belong to.

Public Library Scenario in Karimpur Block, Nadia,WB: A Case Study

The main aim of the study is to analyze the present scenario of public libraries in West Bengal. This study is focused on the public libraries under Karimpur area, a city under Nadia district, WB. According to public library network, Govt. of West Bengal there are total 110 government sponsored public library in Nadia district, out of which 100 are rural libraries and 10 are town libraries. There are 9 libraries in Karimpur block. Out of which 7 libraries are open till date. Two libraries (Bagdanga Public Library and Dhoradaha Sadharan Pathagar) are closed due to shortage of staff and user. This study is focused on the present scenario of the libraries in this area. A detailed study has taken place to show the original views of publics. The study has the following findings: Very less number of users is visited regularly to the libraries. Some of the libraries do not have permanent librarians. Some librarians are managing two libraries at a time. Only few libraries have computers for personal use only. Most of the libraries don't have toilet and drinking water facilities. After analysing the libraries, it is clear from the viewpoint of surveyor that Karimpur public library has the best facilities to attract users, which consist of its location, engagement of permanent librarian, ICT facilities, well maintained reading room, other facilities as a whole and Poraghati Jagarani Pathagar has the worst condition overall, mainly due to its location, no toilets, no drinking water facility, non cleanliness etc.

The Condition of Public Library in West Bengal: A Case Study of the Malda District Library

In modern society the library has become known as a cultural organ. The library plays a vital role in the overall development of the society. The library is a social institution, where regardless of their social standing. The book without the reader is as useless as the reader without the book is helpless. If the relationship between the book and the reader is intimate, then the book is meaningful and the author and the reader are happy and proud. The best vehicle book in education. Education and libraries are intertwined. Library is the holder and carrier of civilization. The library has been carrying the mortality and civilization of the people for ages. Library is the key to improving culture. The usefulness of the library in this country is nothing less than a hospital and more than a school-college. Students reading interest increases through the library. This paper will aim at exploring the nuances of the condition of public library in west Bengal. The paper will focus on the secondary data and primary data gathered from 50 people residing in Malda.This is the eleventh year after the completion of hundred years of public library services in 2007. The history of public library services in India was introduced by Maharaja Sayaji Rao Gaekward in way of free compulsory elementary education backed by libraries in 1883 in the district of Baroda, in colonial India. The Maharaja accepted W.A. Borden's proposal and a network of free public libraries consisting a state central library, four district or divisional libraries, forty-five town libraries, and more than a thousand village libraries was planned. Thus, Borden played a leading role for the establishment, management and organization of public libraries in India. Borden also conducted the first formal library-training programme in India at Baroda in 1911. The names of Maharaja Sawai Man Singh of Jaipur and Maharaja Ranjit Singh of Punjab will be remembered with appreciation in the history of library services in India. The Maharaja of Tanjuar started the famous Saraswati Mahal Library in 17th century A.D. It remains a unique institution in its nature of collection and services (Sathikumar 1993, p. 18). The Delhi Public Library was established in 1951 under the joint auspices of UNESCO and Government of India to serve as a model public library for Asia. The 1951 census, the first conducted after independence, found 2,843 local governments in the urban and rural areas in India, of which 320 were rural district boards. Only about one third of local governments maintained public libraries, about 950. In addition, there were about 1,500 subscription libraries. So-called public libraries were primarily reading rooms with a few hundred books for reading on the premises. There are a total of 54,851 public libraries in India at present, of which, 30 state central libraries, 40 regional and divisional libraries, 364 district libraries, 4658 city/town libraries and 49,758 village libraries (Ramaiah, and Reddy, 2010). Out of 28 states and 7 union territories in India, only 17 states have enacted public library legislation (Ibid). A Public Library is regarded as the "People's University" as it caters to all sections of the public with information and supports the individuals in lifelong learning. As seen above most of the Indian states are offering free public library services, irrespective of public library legislation. Education and libraries are intertwined. The history of the development of the public library may be said to be as old as that of education in India. During ancient times, the seekers of education stayed in the ashrams of gurus for several years. Many students joined ashrams from many neighbouring countries. Oral tradition of education was imparted where writing was not available for much of the early times. Writing tradition came a little bit later. This is evident from the written and recorded materials found in India. In the Ashrams the manuscripts were kept for use of the teachers and students as well as for the visitors. Big ashrams were known as Vidyapeeths, where numbers of teachers are engaged to teach the students like modern universities.

Develpoment of Public Libraries in India

Public library is the local gateway to knowledge, provides a basic conditions for lifelong learning, independent decision making and cultural development of the individual and social groups. The UNESCO, in its public library manifesto, for the first time spelled out of the key missions which relate to information, literacy, education and culture and should be at the core of public library services. The article describes the concept of public library and the advisory committees and recommendations in its twelve five year plan. It examines the present status of public libraries act in India and the need for mobilising support for their improvement. RRRLF objectives for library development in general and rural library development in particular. NAPLIS (National policy on Library and Information Science) recommend suggestion for the development and growth of public libraries.

PUBLIC LIBRARIES AS TOOLS FOR SOCIO-ECONOMIC AND POLITICAL DEVELOPMENT: A CASE STUDY OF SELECTED PUBLIC LIBRARIES IN KOTA REGION, RAJASTHAN

Development with reference to selected public libraries in Kota region, Rajasthan. It examines the views of users toward the services rendered by public libraries, how these services are being offered and also the impact of these services on their socio-economic and political development. Survey design was adopted for the study and methods used for collecting data included questionnaire, observation and interview. The data collected were analyzed and interpreted using simple frequency and percentages. From the total of 70 copies of questionnaire distributed, 58 copies, representing 83% were filled and returned. Finally the paper highlights the various major findings of the study and offers some vital suggestions on how the overall system and services of selected Public Libraries in Kota region can be improved in line with technological advancement of 21 st century for the betterment of socio-economic and political condition of the users.

State of Public Libraries in Punjab (India): A Preliminary Study

In the last couple of decades, significant changes have been taken place in all spheres of life. These changes have been imposing challenges to almost all the professions and professionals. The library and information science (LIS) profession and professionals are not spared from it. Generally, the libraries are known as buildings with stacks of books and signs of silence everywhere. The computers and the Internet have revolutionized common man a lot. It has not only changed the working process but also thought process as well. Today, the user wants authentic information with a click of the mouse and if libraries are unable to fulfill their information needs the existence of libraries expected to get questioned. The history of the development of the public library may be said to be as old as that of education in India. Public library is largely regarded as the People’s University. It has tremendous developments in India from the early period to till date at various stages. But district public libraries have failed to serve the people as expected due to number of reasons. Information explosion and increasing knowledge resources & materials for every bit of minutes, development of Information Communication Technology (ICT) and the change in the approaches and information seeking behavior of the people have compelled to modernize the district public libraries so as to serve users in the most effective way according to the taste of the them. Present study focuses on the problems and prospects of district public library services in the Uttar Pradesh. The study finds out the prevailing problems and their prospects for which district public libraries are unable to reach to the common people in the state. The study also highlights the challenges of public libraries in the present day context of modern technology and points out the present status of services given by the public libraries in reality in the state.

ACADEMIC AND PUBLIC LIBRARY: A COMPARATIVE STUDY WITH SPECIAL EMPHASIS ON PUBLIC LIBRARIES OF SOME SELECTED DISTRICTS OF UPPER ASSAM

Abstract: The present study aims to analyze the current status of the public libraries in Assam. Public library is the pulse of a knowledge society in today’s time. But, even after their great significance, the public libraries of Assam are neglected in several aspects. Though not extremely commendable, but the academic libraries of Assam has seen growth to some extent. In comparison to them, public libraries have seen ignorance from their infrastructure to every required aspect. Even after so many years of preparing the draft of public library act, the Assam state government has not enacted the legislation yet in the state, for which the libraries suffer a lot specifically in terms of finance. The deplorable conditions of them and the reasons behind this non-flourishment of public libraries in Assam are trying to dig out in this research work. Some selected libraries of Upper Assam are given special emphasis for that purpose. By using the survey method, collected data are interpreted. Growth and development of Western Himalayan region public libraries: a study of Nainital City

Research Problem: The present study revealed about growth and development of public libraries in Himalayan region of India. A Nainital City situated at Himalaya belt of Uttrakhand State of India Methodology Applied: Nainital City has only two public libraries. A questionnaire has been prepared by the researcher for the librarian or competent authority. Results/conclusions: Nainital city region public libraries have their own buildings. They have their governing body and librarians are the member of it and members are in the range of 1-10. Mostly staff belongs to attendants having no knowledge of library science; however, Librarians are library science background. Users of these libraries are all types from students to retired persons and they are showing mixed trends. Probably the reason behind is traditional services provided by them. Mostly funding is coming from state government. All libraries are using AACRII for cataloguing, DDC for classification and for circulation register & reader’s ticket system are used. Mostly collection is from references sources and national newspapers are most popular amongst users. Recommendations: The government should ensure that all public libraries computerize their operations and become connected to the Internet. Public libraries should be adequately funded. Public libraries should encourage staff to attend training courses on various aspects of ICT.

Public library role for the development of socio economic conditions of Lodha Community in Senna and Chandana mouza, Keshiary block, Paschim Medinipur

Public libraries play an important role in promoting rural community development of rural areas. Information needs of rural public library users (especially backward community people with lower income group) are different from other public library users. To study their need, a survey has been conducted on Lodha community in Senna and Chandana Mouza at Keshiary block of Paschim Medinipur. A structured questionnaire was prepared to collect data from different economically backward public library users. The aim of our study is to know the basic community information needs and information seeking pattern of public library users of Keshiary block, Paschim Medinipur. Some case studies also have been incorporated to analysis their need. The study has clearly shown that, it is necessary to make public library in every rural village and make the economically backward people aware about the need and importance of the rural public library. So, state government should take steps for the proper growth, recruitment, and development of rural public libraries located in the remote areas of West Bengal.
