Even though, the words, such as climate change and global warming have been recently introduced in the humankind speech, nowadays, these issues are discussed everywhere. However, certain cycled processes of the increase and decrease of the earth's temperature change and climate gets wetter and drier are naturally occurred, this evidence is more crucial for humankind. It is definite that earth's temperature increase is causes of expansion of the greenhouse gas emission in the atmosphere due to human activities, for instance, the industrial revolution that started in the second half of the 20th century and the growth of the world population are followed by intensive usage of natural resources. Any consideration of the climate change negative effects could not be solved at the country level, because of boundary absence in the earth's atmosphere; so issue is discussed globally in terms of "global warming". Mongolia does not exist outside the global warming concern and our country is considered as a very sensitive to climate change because of its' geographic location. The conditions, such as large territory, which covers one percent of the earth's surface, isolated location from ocean, lack of surface water, extreme continental climate, semi-desert and desert occupying the most of area and economical condition are all highly relevant to nature and climate are causes of the sensibility under climate change. For instance, the annual mean temperature has increased by 2.140C between 1940 and 2008 in Mongolia and this rate of warming is much greater than the global average temperature that was increased by 0.740C from 1906 to 2005. It shows that climate change is occurring very intensively in our country. Deterioration of the snow caps of high mountains and thawing of permafrost have been observed for the past few years. For instance, the snow covered areas of Kharkhiraa, Turgen, Munkhkhairkhan, Tsambagarav and Sair mountains was decreased by 30 per cent between 1992 and 2002 . As a result of precipitation decrease in most area, animals do not gain enough weight due to the pasture plants' productivity decrease and pasture degradation, increasing number of the shrinking rivers are noticeable for everybody. Instead of just observing the changes, everybody needs to learn to take response to these impacts. Taking response consists of two components: first one is adaptation to climate change and second one is learning to mitigate it. It is common that everywhere talks about the negative effects of climate change; do not take any action and receive it like "fear". Except of few specialist and researchers who deal climate change and ecosystem based adaptation principle issues, CC understanding of the decision makers and public is very limited. Thus, "A Public Awareness Programme of Ecosystem-Based Adaptation principles and practice" is developed within the framework of "Ecosystem based Adaptation to Maintain Water Security in Critical Water Catchments in Mongolia" MON/12/301 project.
