Pakistan’s Foreign Policy in Changing Regional and Global Dynamics

Pakistan’s foreign policy is turning a new leaf. Perhaps for the first time in 70 years the regional and global dynamics have allowed Pakistan to make foreign policy choices that are not a construct of regional global constraints and compulsions. This has direct manifestations for the bilateral equation of conflict with India. The relationship that Pakistan have with India, it’s not just about peace in South Asia. It is intrinsically linked to the global struggle against terror, violent extremism and peace in Afghanistan to name a few. Pakistan is and will remain a pivot state in the region. The paradigm shift in Pakistan’s foreign policy from geo-politics to geo-economics has the following dimensions: • Direct stakes in conflict resolution, peace and stability in the region • Strategic economic convergence with China • Improved relations with Iran and Russia • Desire for a functional relationship with India • A balanced relationship with Washington and Riyadh Pakistan is fast becoming a country investing in economic growth, regional connectivity and peace. The policy thrust of Pakistan is focused on neutralizing conflicts inside its territory and improving relations with its neighbors. The theoretical construct of Pakistan’s foreign policy is that it is a security state exercising defensive realism.

FOREIGN POLICY OF PAKISTAN IN THE CHANGING REGIONAL AND GLOBAL SETTINGS

The evolution of International Relations, since the dawn of the 21 st century coupled with powerful forces such as globalization and communication technology, has fundamentally changed the world around us. These changes have brought a number of challenges and opportunities for Pakistan. The main argument of this paper is that Pakistan needs review of its national interest, goals, priorities and ultimately an overall adjustment and readjustment of its foreign policy in order to cope with the opportunities and challenges that await us. Hence, this paper, by adopting a futuristic approach and keeping the national interest of Pakistan at the centre of discussion, analyzes the impact of a vast array of changes around our borders as well as in the region. After discussing the changes, the paper then raises a number of important questions and evaluates a number of policy responses and alternatives that may be helpful in the formulation of Pakistan's foreign policy in the future.

Dimensions of Pakistan's Foreign Policy: From inception to the 9/11 incident (1947-2001)-An analytical study

This study deals with the dimensions of Pakistan's foreign policy right from its inception in 1947 up to the 9/11 Incident. Being a founding father of the nation Quaid-i-Azam set the directions for all departments of the newly born state including its foreign policy. Later on the policy was further developed by the first Prime Minister of Pakistan Liaqat Ali Khan and the Foreign Minister of Pakistan Zaffarullah Khan. The regional and international challenges resulted in Pakistan's alliance and reliance on the US and the Western World. Consequently Pakistan joined the US sponsored pacts i.e. SEATO and CENTO in 1954 and 1955 respectively. In 1960s Pakistan's relations with China were developed and border agreement was signed between the two countries in 1963 and during Indo-Pak War of 1965 China supported Pakistan on all stages. In 1970s Pakistan's foreign policy saw the new dimensions in the wake of separation of East Pakistan 1979and the Soviet invasion of Afghanistan 1979. These developments influenced Pakistan greatly and brought Pakistan in the laps of US and the Western World. On the other hand cordial and friendly relations were also developed with the Muslim World especially the Arabs. Likewise Pakistan's stance over Nuclear Issue in 1990s, Kargil Crisis and 9/11 Incident is one of the hot issues of present study.

Pakistan's Foreign Policy: Internal Challenges in New Millennium

Pakistan's foreign policy has always been identified as policy of self-abnegation. It is blamed that external factors particularly USA play a vital role in the shaping of foreign policy of Pakistan but there are many internal factors pose challenges to Pakistan's foreign policy. Pakistan is an ideological state hence ideology has a special place in its foreign policy and it has been a central focus in the foreign policy for all time. There is a famous U-turn in Pakistan's foreign policy in recent era and this shift in policy has provoked an intense debate at home and abroad. Territorial integrity is the foremost important foreign policy goal of any country and it deals with the security that may be external or internal or both. Similarly, most important issue in Pakistan's foreign policy is security concerns because Pakistan has one of the most complex threat analyses of any state in the world. There are many problems at home related to grievances against foreign policy particularly on the issue and pattern of war on terrorism. This paper deals with the theoretical aspect of term foreign policy and analyzes the Pakistan's foreign policy with special reference to the issue of security. What are the threats and challenges to the security of Pakistan and what are modern trends adopted by Pakistan to counter these security threats. A detailed analysis has been given of domestic challenges in making an effective foreign policy like radical Islam and regional separatism, terrorism, WANA issue and remnants of Al-Qaeda and the Taliban. Pakistan’s Foreign Policy: Initial Perspectives and Stages

Pakistan is a state like other states of the world. When it came out from the British net the initial stages were very tough for it. It was considered that it will rejoin India. But the administration of that time took sincere initiatives to manage the affairs gradually. Cold war started at that time between the Communist and Capitalist blocks. Newly established states joined one of them. Pakistan was also one of them. Its foreign policy principles, rules and regulations are highlighted in this paper. All these steps are discussed below gradually with the help of primary and secondary sources. It is concluded that Pakistan had no choice to join the capitalist block because of its financial position that forced it to take such decisions as compared to India. But security and sovereignty were never compromised in every era and at every stage.

Various Phases of Pakistan's Foreign Policy: A Review 1947-2016

A country foreign policy is not only the first line of its national defence, but it also guarantees a nation rightful place in the international community. It is always the product of interaction of many forces like historical, ideological, economic, national interests and geo-political situation that determine the country's outlook in the world affairs. Pakistan foreign policy is no exception to such stated points. The most important issues in Pakistan's foreign policy are security, political independence, territorial integrity, sovereignty and social and economic development etc. Keeping in mind these issues along with its geo-strategic position, Pakistan has formulated its foreign policy over the years, and has passed through stages during its development. In the initial years of its independence, Pakistan followed an independent policy with the objectives of friendship with all countries. Then it played an important role in the cold war politics, and also remained a strategic partner in the Afghan resistance movement. It remained the most sanctioned country in the nineteen ninety and then played a front line role in the global counter terrorism strategy. This papers deals with various phases/periods of Pakistan foreign policy since its independence.

Complex Regional Dynamics: Pakistan need for Political Paradigm shift

Since the beginning of war on terror world has realized not only the geo-strategic importance of Pakistan but also the fact that it can play a decisive role in bringing end to this war for good. Mean while with every passing day regional dynamics are becoming more intricate and complex, therefore new challenges have emerged. Hence in order to deal with them Pakistan requires extensive preemptive pragmatic approach. In war on terrorism Pakistan became an important US ally and got this natural edge over India by being the neighbor of Afghanistan. With the imminent US exit from Afghanistan and emerging India-Afghanistan nexus, Pakistan is pondering over to make much needed political paradigm shift which would bring long term internal stability and would lessen the involvement of non-state actors in damaging the internal and external security configurations of Pakistan. From 2001 to 2014, the region of South Asia has witnessed several changes ranging from harsh natural calamities, mounting economic crunches, changing security paradigm and above all the birth of new forms of terrorism. Moreover in general a new sense of insecurity and uncertainty has also prevailed across all the nations of South Asia. Although Global War on Terror is being fought on the western neighbor of Pakistan i.e. Afghanistan, however ironically the main protagonist and sufferer in this war has been the non-NATO ally of USA i.e. Pakistan. However even after a decade of war the victory of USA in Afghanistan is yet to be seen even though a lot of al-Qaeda recruiters and fugitives have been arrested or killed but the peace in war torn country of Afghanistan seems like a distant dream. On the other hand, Pakistan is slipping in a deep quagmire day by day and hopes for peace in this war affected country is nowhere to be seen. The biggest challenge faced by Pakistan since 2010 is to deal with the domestic pressure of curbing the terrorist activities and radical elements and the international demands of controlling the cross border terrorist infiltration from Afghanistan and to participate more actively in war on terrorism. Analysing Pakistan's Foreign Policy

Foreign policy analysis as a field of study is categorized by its actor-specific focus. It is the study of the procedure, outcomes, origins, or outputs of foreign policy decision-making in either a comparative or case-specific manner. Foreign Policy Analysis bestows an accessible opportunity of research publication which boosts communication through theoretical, methodological, geographical and disciplinary limits, exposing the divergent, comparative and multidisciplinary nature of the field. Indeed, one finds a synergy of foreign policy studies for historians increasingly interesting as international relations move towards its own discipline. The tools of decision-making analysis are readily adaptable to detailed cases, and opening up many state archives has made it impossible to avoid the evidence of such pathologies as bureaucratic politics or small group dynamics. For a country like Pakistan, foreign policy needs to demonstrate political will and military power to have friendly relations in order to keep a check, for example, on a hostile India, the former Soviet Union, and present day terrorist threats. It also needs to perfect democratic practice. This can be synchronized by a foreign policy with a prudent realism. To conclude, it can be argued that one country’s domestic problems can be another country’s solutions. Domestic politics is the reflection of a country’s foreign policy. Another country might be gaining a lot from a particular regime while the indigenous people governed under that regime may ultimately be suffering. This is particularly so where states are intensively connected, whether through security alliances or strategic partnerships. The institutional interaction between the US and Pakistan is the best example to quote here. The Pakistan Army was hard in domestic politics but was soft in its terms with the US, apart from those two periods, i.e., during the first half of 1960s and the post-Musharraf’s era of today.

CHALLENGES TO FOREIGN POLICY OF PAKISTAN IN 21 ST CENTURY

Foreign policy of Pakistan seems to have been facing grim challenges since the very existence of the country. Indeed the challenges posed in 21 st century are more serious threat to the foreign policy and state of Pakistan. The challenges like the event of 9/11, globalization, extremism, terrorism and economic decline have impeded the effectiveness of the foreign policy of Pakistan. The State is perceived by the world community as the most dangerous place on earth and hub of terrorism. This research paper unleashes the threats and challenges to the state and foreign policy of Pakistan and suggests some viable options for the stability, progressiveness and effectiveness of the state and foreign policy of Pakistan as linchpin for the stability of the South Asian region and an important ally of US in war on terrorism.
