Occupational Health and Safety Issues in Turkey and European Union: A Comparative Study in The Context of Turkey's Path Towards EU Membership

The matter of Occupational Health and Safety (OHS) appears as an important problem all over the world. A wide range of people die or become disabled because of occupational accidents and professional diseases every year. According to International Labour Organization's (ILO) records, approximately 270 million occupational accidents occur, 160 million people suffer from illness originated from working and 2 million and 200 thousand people pass away due to the occupational accidents and professional diseases each year. Coming out occupational accidents and diseases as a major problem in our country like in the world, So the regulations and investments about ISG has been given intensity. Council of the Ministers of EU has admitted detailed directives that lay out the OHS up till now. There is a comprehensive EU legislation in the field of OHS. Turkey began the EU membership negotiations on 3th October 2005 and arranged laws in field of OHS to adapt principles of EU; carried out applications intended to enhancing the awareness of OHS. In Turkey, applications about OHS dates back pre-construction of EU. The first applications about OHS began after Reforms(the political reforms made in the Ottoman State in 1839).

Occupational Health and Safety in Turkey: Problems And Solutions*

Since the 1980's, the rate of foreign investments by multinational companies have been increasing very fast, the structure and percentage of sectors have been changing dramatically causing more occupational health and safety problems than ever before in Turkey. Industrialized nations transfer their old and more risky factory equipments, materials and more risky jobs such as mining to new industrializing countries; thus, industrializing countries such as Turkey have been facing serious occupational health and safety problems. The purpose of this study is to analyze occupational health and safety problems in Turkey by using current statistics and give suggestions to minimize the severe effects of occupational accidents.

Analysis of occupational health and safety data between 2003 -2015 in Turkey

The aim of this study was to analyse the officially recorded data of Turkey on occupational accidents by covering various kinds of data between the years 2003 -2015. By this study a view is aimed to be taken over Turkey's behaviour on occupational health and safety. Methodology -In this study, the statistical yearbook of the Social Security Institution (SSI) of the Republic of Turkey has been used as a data source. These data are arranged yearly and the trend is evaluated. Findings-The number of occupational accidents had fluctuations as increases and decreases between the years 2003-2012. After the year 2012, the number of occupational and fatal accidents had increased more than twice. The occupational accidents have occurred at the highest rates in the most populated and industrialized two cities in Turkey. Economic activities having the highest percentage of occupational accidents has been determined and interpretated. Conclusion-Occupational accidents can be reduced by taking effective and preventive measures. There are some tasks that should be fulfilled in order to create a secure work place by employers and employees. Employers should apply occupational health and safety legislation and take preventative measures and train the employers regularly against work related accidents. Furthermore, employees should be conscious and careful about the accidents and fulfill their obligations regarding to work safety while working. Public institutions should work more on creating a secure work place and creating a culture of work safety.

Analysis of Current Occupational Health and Safety Situation and Needs of SMEs in Turkey (2012)

The aim of this paper is to examine the current state and needs of SMEs in Turkey regarding OHS. A survey was conducted with a participation of 200 SMEs in the Marmara Region consisting of both employees and employers. The survey includes sections related to OHS management and training systems that currently take place in SMEs such as policies, procedures, difficulties in OHS applications, costs, and issues regarding training. The survey results confirmed the previous work prepared by international and EU authorities in this area, and showed that there is still great need and demand on further training and lack of new learning applications. However, the findings of the survey also indicate that with regard to some aspects of OHS management and training systems, there are some variations across the industries that can be of potential use and benefit for the decision makers in Turkey.

Prevention of occupational diseases in Turkey: Deriving lessons from journey of surveillance

Introduction: To prevent and manage the societal and economic burden of occupational diseases (ODs), countries should develop strong prevention policies, health surveillance and registry systems. This study aims to contribute to the improvement of OD surveillance at national level as well as to identify priority actions in Turkey. Methods: The history and current status of occupational health studies were considered from the perspective of OD surveillance. Interpretative research was done through literature review on occupational health at national, regional and international level. Analyses were focused on countries' experiences in policy development and practice, roles and responsibilities of institutions, multidisciplinary and intersectoral collaboration. OD surveillance models of Turkey, Belgium and the Netherlands were examined through exchange visits. Face-to-face interviews were conducted to explore the peculiarities of legislative and institutional structures, the best and worst practices, and approach principles. Results: Some countries are more focused on exploring OD trends through effective and cost-efficient researches, with particular attention to new and emerging ODs. Other countries try to reach every single case of OD for compensation and rehabilitation. Each practice has advantages and shortcomings, but they are not mutually exclusive, and thus an effective combination is possible. Conclusion: Effective surveillance and registry approaches play a key role in the prevention of ODs. A well-designed system enables monitoring and assessment of OD prevalence and trends, and adoption of preventive measures while improving the effectiveness of redressing and compensation. A robust surveillance does not only provide protection of workers' health but also advances prevention of economic losses.

1202 The development of occupational health and safety in the university laboratories in turkey

The study proposal has been approved by 9thSeptember University Ethical Committee. Workers will be asked for informed consent before the survey. Result We will include 370 cleaning professionals in the study. The prevalence of respiratory, skin and musculoskeletal symptoms will be determined, stratified for different cleaning professionals and their socio-demographic variables. We expect all results in October 2017. Discussion The main outcome is the estimated prevalence of work-related disorders in cleaning professionals and associated occupational risk factors in Turkey. We will also analyse the effect of these disorders on the related prevalence of disability in work and daily life. Based on the results, interventions for prevention of will be recommended.

Occupational Safety Need Analysis For Turkey And Europe

This study is dedicated to the analysis of the problems of occupational safety in Turkey, Italy and Poland. The need analysis was applied to three different countries which are Turkey; 4, Poland; 1, Italy; 1 state. The number of the subjects is 891 in Turkey. The number of the subjects is 26 in Italy and the number of the subjects is 19 in Poland. The total number of samples of study is 936. Four different forms (Job Security Experts Form, Student Form, Teacher Form and Company Form) were applied. Results of experts of job security forms are rate of 7.1%. Then, the students' forms are rate of 34.3%, teacher or instructor forms are rate of 9.9%. The last corporation forms are rate of 48.7%.

The Estimated Number of Occupational Diseases and Work-Related Diseases in Turkey

Objective: The number of occupational diseases are lower than expected in Turkey. We aimed to estimate the number of occupational diseases, work-related diseases, and deaths due to occupational exposures by using international estimations of attribution of workplace in this descriptive study. Methods: The attributable fraction values to occupation for selected diseases and deaths were compiled from the literature. Information on these diseases and deaths in Turkey was obtained from national burden of disease studies and statistics of Turkish Statistical Institute. The estimated number of occupational diseases, work-related diseases and deaths due to occupational exposures were calculated by using the number of diseases and deaths in Turkey and by the fraction of occupational exposures by using literature. Assessment of Occupational Safety and Health Law in Turkish Industrial Relations

Occupational health and safety law is one of the most important developments in recent years in Turkish Industrial Relations System. The aim of this law is to introduce measures to encourage improvements in the safety and health of workers at work. Up to this law, there was no separate law on occupational health and safety. Occupational health and safety is being applied due to different laws. Therefore, it was not effective and led to confusion. Occupational health and safety law was established with the effect of the EU integration process in Turkey. There is a negative picture in terms of accidents at work and occupational diseases in Turkey. Therefore, whether the success or not of this law is an important issue. Although the law entered into force June 30 in 2012, it is difficult to say that businesses life prepared for this. In this context, the effects of the law are wondering what will happen. In this respect, it is important evaluation of the law. This study will consist of three main sections. The first section consists of occupational health and safety reasons. For this reason, the accidents at work and occupational disease rates will be examined in the world, EU and Turkey. Second, the arguments will be examined in the text of the law and parliamentary proceedings. Third, the effects of the law will be considered employees and employer in the Turkish Industrial Relations.
