Community-Oriented Policing: Political, Institutional and Technical Reforms in Khyber Pakhtunkhwa (KP) Police

Community-police relations in Pakistan are often intricate, as are their reforms. Mistrust, political intervention, meager financial resources, lack of educated/trained human resources, over-expectations and miscommunication are some of the factors contributing to weak policing and poor community-police relations. The police as a service-oriented public institution has been a demand of the public and the dream of consecutive governments. In this study, we explore the political, institutional and technical reforms taken by the government of Khyber Pakhtunkhwa (KP) and the police department to improve their police and policing. The Police Act 2017 and Community-Oriented Policing, Dispute Resolution Councils (DRCs), and Information and Communications Technology (ICT) initiatives are critically analyzed in terms of their intentions and contribution to improved police-community relations. Politicians, police, civil society organizations and community members from KP were interviewed for their perceptions of police reforms and community-police relations. The study finds strong political will to empower and depoliticize police, and to shift its focus from purely crime fighting into community service provision, including pro-active engagement of police with the community. The study also finds that most of the new initiatives of the government of KP are in the spirit of community-oriented policing, and community members see visible improvement in policing and community-police relations.

Community Policing for Violence Prevention in Pakistan: A Critical Review of Evidence and Future Directions

Community policing is an approach to law principles, the Broken Windows model, the Problem-Oriented Policing model, and the Chicago Alternative Policing Strategy (CAPS) model, which can serve as a guide for effective community policing in Pakistan. The article concludes that enhancing community policing in Pakistan requires building trust, transparency, and accountability in police-public relations, promoting community participation in decision-making processes, and providing appropriate resources and training for police officers. By implementing effective community policing strategies, Pakistan can create a safer and more secure future for its communities.

Communities Awareness Towards Community Oriented Policing (COP) Development and Implementation in Malaysia

The concept of community oriented policing has emerged in Malaysia since 2007 as an increasingly important strategy for controlling and preventing crime, as well as for enhancing community safety. The concept has been endorsed in three phases. The first phase only involves Kuala Lumpur, Selangor, Penang, and Johor Police Contingents, while the second phase involves every police contingent at the state level in Malaysia, and lastly, followed by the third phase that involves every police contingent in every regional in every state in Malaysia. The Community Oriented Policing Strategy (COPS) is a partnership between the local residents and the police in charge of the district. Given the complexity of security challenges being faced by mankind, community policing has been adopted by different countries in their quest to adequately manage insecurity in the local and rural areas. It is also used interchangeably with concepts like vigilante group and neighbourhood watch. This study examines how community policing has improved monitoring and surveillance systems against violent crimes in the South East geopolitical zone since 1999. Although scholars have written extensively on the subject, the study, however, noted that they failed to explore the establishment of vigilante groups and how this has improved monitoring and surveillance systems against violent crimes. It also dealt with the operational mechanism of these state vigilante groups and how they have led to the arrest of suspected criminals in the region. The study adopted the structural-functional theory as a theoretical framework. Secondary and primary methods of data collection were adopted while content analysis was used as the method of data analysis. The study found that the establishment of State Vigilante Groups has not improved monitoring and surveillance systems against violent crimes in the South East region. Also, the operational mechanism of the State Vigilante Groups has not led to the arrest of suspected violent criminals in the South East geopolitical zone. All these failures call to question the mismanagement of the community policing regime in the South Eastern geopolitical zone of Nigeria.

Re-visiting concept and theories of community policing

The challenges of conceptualization have remained ever persistent especially in the social sciences where different people are bound to conceive concepts differently. A closer look at the implementation efforts on community policing brings this to glare the differences in understanding of what it constitutes. This may not be a minus because societal needs and priorities are not the same, nevertheless, it is pertinent not to forget the true concept of community policing and its theoretical base. The main objective of this paper is to re-visit the concept and theory of community policing so that as implementation efforts are ongoing a certain trend of uniformity can be sustained. Basically, this paper utilized existing literatures on the concept and theory of community policing in seeking and understanding about community policing. The paper identified differences in definition among scholars and also certain principles which are found in almost all models of implementation over time across borders, in which considerable progress have been achieved by adopting them and if followed will offer a coherent approach towards successful community policing. In conclusion, the paper observed that if really community policing is to be advanced, then a proper understanding of what it constitutes in principle most be comprehended by the police, citizens and leadership in general.

Community Development and its Influence on Community Policing

Problem statement: Undeniably communities around the world are facing numerous challenges in the development process and one of it is to ensure a safe community. To achieve this, community policing is deemed important as an important mechanism that will ensure safety and a freecrime society. The main purpose of this study is to seek the interrelationships between the various approaches in community development and how it can be embedded in community policing. Approach: This study used the existing literature and other relevant documents to seek for the implementation of community policing in Malaysia. Results: The outcome of the study showed that community policing is alive in Malaysia and most communities accept the good cooperation between the police and community in reducing crime. Conclusion: This study showed that more efforts need to be taken to further strengthen collaborative ties between the police and the community as it is evident that such collaboration will help to enhance the well-being of society.

Community Policing: Practice, Roles, Challenges and Prospects in Crime Prevention in East Gojjam Administrative Zone

Community policing is a paradigm shift established at the bedrock of community partnership in creating safe and secure environment for all. It is policing whereby the people take active part in their own affairs; the police are not seen as a problem or stranger whose presence stands for danger but as partners in development and those members of the community are co-producers of justice and quality police service. This fact indicates the need of involving the community, the local government and the police to work together to tackle crime. One rationale for public involvement is the belief that police alone can neither create nor maintain safe communities. Despite the establishment of community policing and numerous efforts by various police administrations to curtail the level of crime in Ethiopia, crime and social disorder still persist in the country. With growing urbanization and national development, there are signs of complexity and multiplicity of criminal offenses and acts. The general objective of the study is to assess the contributions, challenges and prospects of community policing in crime prevention in selected sites of East Gojjam zone, North West Ethiopia. Mixed research method which combines both qualitative and quantitative methods was employed in this study. Quantitatively, the study generally assesses the role, predicament and prospects of community policing. Qualitatively, it probes deep and investigates the views and opinions of both the members of the society and police officers on the program as a whole, its level of implementation and satisfaction it has brought and the level of program ownership among police officers and the community at large. A society less concern and inactive participation is the major challenge of community policing. Limited human resource for coordinating community policing activities, de motivated police officers, less attention given from government to the programme and turnover of police officers is also another challenge for community policing.

Community Policing as a police strategy: effects and future outlook

Abstract COP as a police strategy has been widely discussed and commented, both in theory and in practice. Police research has indeed devoted a considerable amount of time in discussing the roots of this police strategy and in contemplating its effects. In this article, we aim to give the reader an overview of these discussions, focusing on the research into the effects of COP. After an introduction on COP as a police strategy and its backgrounds, we look at studies that have reviewed the impacts of this strategy on a number of levels: the impact on crime, on public opinion and on incivilities and fear of crime. These studies show that the research focus remains very narrow, looking at specific types of interventions, but often without taking the broader context into account. We conclude by referring to a number of positive results of community oriented policing and plead for more and specifically more long-term research into effects of police strategies and tactics.
